Thank you for the submittal of your PRELIMINARY PLAN application. This project will be
distributed to staff next week for their review.
For your information, it appears that the Preliminary Plan is roughly the Concept Plan that was
approved with the PDD Planned Development District zoning on October 13`h. Please note that
the document will need to be revised to reflect the standard preliminary plan format. In addition,
a waiver request with associated fee has been submitted for an item (private driveway spacing)
that is not considered through the platting process. Please note that these and other items will
be fully evaluated when this project is forwarded next week to staff for their review and will likely
result in revisions to the application and plan document.

Staff reviewed the above -mentioned Preliminary Plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Monday, December 19, 2011, 10:00 a.m.,
your project will be placed on the next available Planning and Zoning Commission meeting
scheduled for January 5, 2012, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas
Avenue.
One (1) 24" x 36" copy of the revised Preliminary Plan; and
Thirteen (13) 11" x 17" copies of the revised Preliminary Plan.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed, your project will be
pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed
on a future agenda once all the revisions have been made and the appropriate fees paid. Once
your item has been scheduled for the P&Z meeting, the agenda and staff report can be

1. Please relabel the proposed 20' Multi -Use Path as a 20' Public Access Easement.
2. Application Comments:
• Page 2 of the application states that the acreage is 2.6 instead of 8.11. If this is a
typo, I will amend the submitted application upon your request.

Title Report Comments:
• The Nothing Further Certificate was request on 1101, but valid for the time up until
3.18/11. An additional NFC is necessary.
• What is Tract 2 reference in the NFC and what was the purpose of including it?
• What tract is the original 12/2/ title report referring to?
4. The 0.0991 acre portion of the property may be not be excluded from the Preliminary
Plan: Please revise the title report and any other documents that attempt to do so. Also,
since ownership of this property appears to have changed, the owners of this property
will need to sign the application.

waivers to that were granted with the PDD, and the dedication of the multi -use path and

8. Please add a note that We Rent Storage will be considered one building plot for the
purpose ofsignage, landscaping, and Non -Residential Architectural Standards.
9. There must be a 20' public utility easement at the rear of each lot.
10. The sidewalk along Horse Haven is not shown to be continuous. Please revise.
11. The plat must be tied to a College Station Control monument and corner marker must be
shown on the Preliminary Plan.

NOTE: Any changes made to the plans which have not been requested by the City of
College Station, much be explained in your next transmittal letter and "bubbled" on
your plans. Any additional changes on these plans that have not been pointed out to
the City will constitute a completely new review.
GREENWAYS
Design requirements:
The design of the multi -use path should be in accordance with local standards as
well as AASHTO (including the Guide for the Development of Bicycle Facilities),
ADA, and MUTCD. The flexibility offered within the AASHTO guidelines should
be fully used to design at the lowest practical design speed. The path must be a
minimum 10 ft wide concrete surface with two foot graded areas on both sides.
Additional design criteria will be provided.
2. Review requirements:
Review and approval of the design to include plan and profile view will be
required. Plans solely of the multi -use path will be required. Each plan review
will take no less than two (2) weeks by City staff and will include the Project
Manager, Engineer, and Greenways Program Manager, among others. Any
changes to plans made that are not communicated through comments should be
noted as additional changes if different from the previous set of plans submitted
for review.
3. Construction requirements:
The multi -use path is considered public infrastructure and will be required to be
designed and built or bonded with final platting.
4. Dedication of public access easement for multi -use path: Dedication of an
easement no less than 20 feet in width will be required at final plat as currently
shown.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. All easements on site are existing. Electric facilities will be designed within existing
easements.
2. Developer provides temporary blanket easement for construction purposes or provides
descriptive easements for electric infrastructure as designed by CSU for electric lines (where
applicable, including street lights)
3. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull
boxes and secondary pedestals provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:
ehorton@cstx.gov.
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.
