I reviewed the above -mentioned REZONING application and determined it to be incomplete.
The following is the preliminary list of items needed to complete the submittal so that staff may
conduct a thorough review. Please submit the following information by 10 a.m. on any Monday
for review that week:
Proof of authority for Greg Jasper to sign the zoning application on behalf of the
Jasper Construction, Ltd.
Please be aware that if this application is not completed before November 14, 2011, it will expire
and a new application and fees will be necessary to continue the rezoning request process.

SUBJECT: 4050 HOLLEMAN DR SOUTH (REZ) — Rezoning
Staff reviewed the above -mentioned rezoning as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address all comments and
submit the following information by Monday, October 17, 2011, 10:00 a.m., for your project to be
placed on the next available Planning & Zoning Commission (P&Z) meeting scheduled for
November 3, 2011, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue:
One (1) 24"x36" copy of the revised Rezoning Map;
Thirteen (13) 11"x1 T copies of the revised Rezoning Map;
One (1) copy of the digital file of the revised rezoning Metes & Bounds on
diskette or e-mail to P&DS_Digital_Submittal@cstx.gov.
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If all required
items are not received, your project will be not be scheduled on the P&Z agenda. Your project
may be placed on a future agenda once all comments have been addressed and the
appropriate re -advertising fees paid.
Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be
accessed at the following web site on Monday the week of the P&Z meeting.

Project: 4050 HOLLEMAN DR SOUTH (REZ) — (11-00500146)
PLANNING
1. On the rezoning map, please revise the abutting properties to show their current zoning
district. Each abutting property, except Great Oaks is zoned A-O Agricultural -Open.
2. Also, the owners of the property across Holleman to the northeast appear to now be John
Daniel German and Barbara Joyce Hogan.
3. Please add the applicant's name to the rezoning map.
4. The following comments are for the application:
1. Question 1: There is no existing multi -family in the area currently. Townhouses
are considered to be attached single-family uses. The information provided for
this question relates to future changes, but the question is asking about what
changes have already occurred.
2. Question 3: Townhouses are a single-family use.
3. Question 4: Please explain why the proposed use is suitable to the site. This is
where it is appropriate to discuss the site characteristics and surrounding uses
(not multi -family). Mentioning the right-of-way dedications, as shown, is
appropriate, but more information is needed.
5. As previously mentioned during the Pre -Application Conference on August 10, 2011, Staff is
concerned with the density that R-6 would allow on the subject property which is bordered to
the west and south by the Restricted Suburban land use designation. Please provide an
estimate of the proposed density so that the proposal may be better evaluated.

To make the November 3rd P&Z Commission meeting, public notice must be ready by
October 12th. Please inform me as soon as possible if you intend to make this meeting
so that ads can be prepared for public notice of the rezoning and public hearing.
ENGINEERING COMMENTS NO. 1
1. FYI - The subject tract is located just south of a 12-inch sanitary sewer main as it
crosses Holleman Drive and heads east, this main gravity flows into the Bee Creek Trunk
Line. This respective trunk line's sub -basin currently serves many developments along
FM2818, from areas east of Wellborn Road, to the Carters Creek Wastewater Treatment
Plant. Much of the existing trunk line was constructed in 1973 and was shown to have
several surcharging line segments in the 2011 HDR Sanitary Sewer Collection System
Master Plan Update. The City is currently in the process of initializing a capital improvement
project in anticipation of the ultimate build -out demand anticipated for the subject sewer
shed area.
2. FYI - The subject tract is located within the Wellborn Water service area. Future platting and
development of the tract will have to provide adequate fire flow to support the proposed use.
3. FYI - Development of the subject tract will be required to mitigate post development flows
and follow the BCS Storm Water Design Guidelines.
4. FYI - Per the City's thoroughfare plan there is a 2 Lane Minor Collector which is proposed
along the northern property boundary of this property.

Staff reviewed the above -mentioned engineering documents as requested. The following page
is a list of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information by Monday, DATE, at 10:00 a.m. for further staff
review and approval of the plans:
One (1) set of revised construction documents.
Please note that the Development Permit Balance (Public Infrastructure Review and Inspection
Fee), will be calculated and requested once the construction documents and engineer's
estimates have been reviewed and approved.
