I reviewed the above -mentioned SITE PLAN - COMMERCIAL application and determined it to
be incomplete. The following is the preliminary list of items needed to complete the submittal so
that staff may conduct a thorough review. Please submit the following information by 10 a.m. on
any Monday for review that week:
A Water Design Report and Fire Flow Report
Please be aware that if this application is not completed before October 10, 2011, it will expire
and a new application and fees will be necessary to continue the site plan process.

SUBJECT: TDI Brooks International Laboratory - Site Plan
Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
City of College Station Transmittal Letter;
Memo providing written responses to all of staff's comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Four (4) revised site and one (1) landscaping plan;
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter

STAFF REVIEW COMMENTS NO. 1
Project: TDI Brooks International Laboratory (SP)—11-00500130
PLANNING
v1: The entire building is not 150' or less from the fire lane, and the entrance is not less than 36
from the fire lane. Please adjust the building position to meet this Fire Code requirement.
V2. Please revise the application to state that the project is vested to the master plan (including
the date of master plan) which predates annexation.
\,,3 A building plot note must be added that states, "TDI Brooks International Center is to be
considered one building plot for the purpose of signage, Non -Residential Architectural
Standards, and landscaping in accordance with ordinances regarding building plots over
square feet in area." The blank shown here needs to be filled in with either 20,000
or 50,000. This number should be determined by the estimated building out of the entire
development. Please be aware that development will not be allowed to exceed the square
footage maximum allowed by the specified standard.
✓4. • Please add the blanket easement note from the final plat.
tX. -Each easement must be labeled with its volume and page number.
Please make all PUE lines the same.
1 Width varies is adequate information for the right-of-way, but please add a couple points of
measurement. One on either end would be fine.
,),Please add the gross building square footage and the building height the site plan.
4. A phase line 20' from all new improvements needs to be shown on Sheet C2.
10. Please show the distance to the existing driveways on the abutting properties.
11. Though the detail is correct as shown, the bike rack pad should 9'x6'.
,12. Please add the parking island formula which is (41115)*180=492. Also, please make sure
that each island is labeled with its square footage.
13. The transformer location is not a position that is safe for BTU electrical workers. Please
relocate the transformer outside of the enclosed area, or move it further from the wall.
NJA.,Please show the irrigation meter location.
15, If hazardous material is being used, please indentify the disposal method.
,,16e Please show the location of the fire lane signs.
17. If there is an existing access easement on site, please provide that information in a note. An
access easement is recommended for the development in case the developer ever decides
Jo lease out buildings.
y118. All pavements appear to have a 6" monolithic curb edge. However, there are several breaks
n the curb for unidentified reasons. Please revise.
J 9. The curb needs to be removed for the ADA ramp.
20. Sheet Cl: The arrow pointing to "P.U.E. Width Varies" along South Dowling is pointing to
the 12" water line.
21'. Sheet Cl: The metes and bounds of the property appear to be 5' too long, according to the
final plat.
22. Sheet Cl: Please add the owner's name to Lot 11 Shiloh Subdivision, and the zoning of
each abutting property.
23. Sheet Cl: The setback against the Benton tract should be a rear setback.
24. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LAN DSCAPI NG/STREETSCAPI NG/BUFFER
1. Please add a phase line 20' from any new site improvement.
2. A general note must be included that states that non -canopy trees will be measured on a
single cane 12" from grade.
3. FYI... Existing trees over 4"caliper are worth more landscape points than new trees.
4. On the new plant legend:
*add a caliper size of the Bur Oak and each non -canopy tree
*1.5" caliper trees are worth 75 points each not 150 as shown
/5. , Please adjust the plan scale at the bottom of the sheet.
1,6:. On the landscape analysis, only 50% of the required points must consist of canopy trees.
�7. Please verify the number of Live Oak and Chaste Trees to confirm that the new planting
legend is correct.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed
as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.

ENGINEERING COMMENTS NO. 1
Date: September 2, 2011
1. Please submit Letter of Acknowledgment and NO].
2. Please submit an easement dedication application. FYI ... All easements will need to be
dedicated prior to issuance of the Letter of Completion.
3. FYI... The plat for this subdivision will need to be filed prior to approval of the site plan.
4. C1/C2 — Label the proposed water meter sizes.
5. C2 — Please finish Utility Demand table.
6. C2 — Label the isolation valve.
7. C2 — Please add note on the plans that the fire suppression line shall have a lockable lid
on the isolation valve. The lockable lid shall supply the same protection as the AMP or
USA, LL562 Locking Lid at a minimum. An alternate lockable lid shall be approved by
College Station Utilities Director or his designee.
8. C2 — Please show the 2-ft proposed contours.
9. What are the long-range plans for Private Drive 2?
10. C2 — Please verify that the entire waterline, including the fire hydrant, are at least 5.5-ft
away from the edge of the PUE.
11. C2 — Please label the retention pond as proposed.
12. C2 — Label the PUE for the electrical infrastructure.
13. C3 — The driveway with the proposed "Construction Exit" does not meet driveway
spacing and should be removed.
14. C3/C4 — The Grading and Erosion Control Plans need to include the proposed retention
pond and associated erosion control.
15. C4 — Please label the longitudinal slopes of the swales.
16. C4 — Provide a typical detail for the proposed swales.
17. C4 — The grading behind the building should be graded at a 3:1 slope or less.
18. C4 — Label the length of each proposed curb opening.
19. Water Report — The "General Note' section states that 6" rather than 4" lines will be
extended to serve the building.
20. Drainage Report — Please verify that the maximum 6" ponding in the parking lot is not
being exceeded.
21. Drainage Report — Please submit pond hydrographs and HEC data.
22. Drainage Report — Please clearly label the permanent pool elevation and 100-yr WSE of
the pond on Exhibit C.
23. Drainage Report — Please label the discharge pipe flowline and slope.
24. Drainage Report — The elevation of the weir crest should be no less than the 100-yr
WSE.
25. Drainage Report — Please use the Engineer's Certification language from Section III of
the BCS Stormwater Design Guidelines.
26. Drainage Report — Based on the height of the proposed berm, please verify that this
structure does not fall under the TCEQ Dam Safety Program regulations (TCEQ Chapter
299).

FIRE
1) No combustibles will be allowed on site until all-weather roads and fire hydrants have been
accepted by the City.
2) No more than a six percent (6%) grade is allowed on any length of fire lanes.
3) Fire lanes will be constructed using the "Fire Apparatus Turning Radius Template' and have
a fire lane sign at the entrance. Curbs to be marked "Fire lane, No Parking, Tow Away Zone"
with a minimum of four (4") letters.
4) A "Knox Box' security key system is required on all buildings and a Knox Switch is required
on all gated entrances.
5) Commercial construction requires a fire hydrant within three hundred feet (300') from the
main entrance and within four hundred and fifty feet (450') from any part of a structure.
6) F.D.C. locations will be within one hundred and fifty feet (150') of a fire hydrant and located
on the "road side" of a structure.
7) Aerial Access Easement Roads having a twenty-six foot (26) width are required on
structures thirty feet (30') or more in height.
8) Fire Lane sign required at the entrance of the existing drive.

ENGINEERING COMMENTS NO. 2
1. FYI... Surety will need to be submitted or the public water infrastructure constructed prior to filing
the final plat.
2. FYI ... The contractor will have to submit a copy of the NOI prior to signing the Development Permit.
3. (Repeat) Drainage Report — Please use the Engineer's Certification language from Section III of the
BCS Stormwater Design Guidelines. The revised Certification needs to be signed and sealed.
4. Drainage Report — Please update Appendix A: Detention Pond Elevation -Storage Data & Elevation -
Discharge Data, which was not included in the report submitted on 9/19/11.
5. Drainage Report — Please provide affirmation that the 100-year storm will not adversely affect
properties just downstream of this property.
6. FYI... We would advise further armoring of the drainage path between the overflow spillway and the
right-of-way to mitigate potential erosion and scouring of the base of the detention pond berm.
