SUBJECT: Lakeridge Townhomes Ph 2a (Sp)- Site Plan
Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
City of College Station Transmittal Letter;
Memo providing written responses to all of staff's comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Four (4) revised site and one (1) landscaping plan;
$47,734 (29 units X $1,646) Parkland Dedication fees prior to issuance of a
building permit;
Easement Dedication Sheet and required documents (please note that the Site
Plan will not be stamped approved until the Blanket Easement, or all other
appropriate easements, have been dedicated to the City of College Station).
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter
explaining the details. If you have any questions or need additional information, please contact

STAFF REVIEW COMMENTS NO. 1
Project: Lakeridge Townhomes Ph 2a (SP) — 11-00500129
PLANNING
1. Site Plan Note # 13 states that there are 29 units in Phase 2A, but the site plan only
shows 27 units. Please clarify.
2. Please indicate how the interior island requirements are being met (180 s.f. for every
15 interior parking spaces)
3. Please provide a detail of the sidewalk area outside of Building 9 near the unit
labeled "HC Unit". If this area includes an ADA accessible ramp, then handrails must
be provided in this area.
4. The planters located outside of Building 9 seem to interfere with the minimum 6-foot
sidewalk required for 18-foot spaces. Please revise to show that there is enough
room for a 2-foot overhang and 3-foot walk space.
5. Please note that any changes made to the plans, that have not been requested by
the City of College Station, must be explained in your next transmittal letter and
"bubbled" on your plans. Any additional changes on these plans that the City has not
be made of aware of will constitute a completely new review.

LAN DSCAPING/STREETSCAPING/BUFFER
1. Please revise the note regarding groundcover to state that loose rock is not allowed.
2. Street trees can count towards meeting your landscape requirements. Please revise
the points table to include points for the Drake Elm (you need these points to meet
the requirement that half of the required landscape points come from canopy trees).
3. Please revise the points for the Crepe Myrtle. It should be 40 points for each tree
and 120 points total.
4. The total points shown for the Savannah Holly is incorrect. Please revise.
5. Please provide screening around three sides of the electrical transformers so that
access to the panel is not blocked. Please keep in mind that there should be a 5-foot
clear space around the transformer on all sides.
6. Please show all Fire Department Connections (FDC) on the landscape plan. Please
provide a 3-foot clear space around all FDCs, making sure to keep the access area
in front of the FDC clear. It appears that some of the canopy and non -canopy trees
may be located too close to the FDCs shown on the site plan.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a
Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow
Device, and installed as per City Ordinance 2394.

2. All BackFlow devices must be installed and tested upon installation as per City
Ordinance 2394.
ENGINEERING COMMENTS NO. 1
1. Please submit PUE dedication application. FYI ... This easement will need to be
dedicated prior to issuance of CO.
2. What is the status of the sidewalk along FM 2818?
3. Sh.02 - The waterline should be at least 20-ft away from buildings. Please shift
waterlines accordingly.
4. Sh.02 - Please move the private storm sewer inlet near Building 10 out of the
PUE.
5. Sh.02 - General Note #2 should reference the 2009 BCS Guidelines.
6. Sh.02 - Site Plan Notes #9 & 10 - Please use historical usage or fixture units to
calculate water and sanitary sewer demands.
7. Sh.03 - Please provide a detail for the drainage swale to the south of Building 8.
8. Sh.03 - Label the elevations at the beginning of the swale and the top of the
proposed grate inlet south of Building 8.
9. Sh.03 - Please add inlet protection at the grate inlet south of Building 8.
10. Sh.03 - Please label the flowline elevation of each parking lot inlet.
11.Sh.03 - FYI ... A separate building permit will be required for retaining walls
exceeding 24".
12. Sh.04 - Please label all FDCs, isolation valves, and meters.
13. Sh.04 - Please use City Standard Details for cleanouts and services.
14. Sh.05 - It looks like there are a few spots where the minimum 4-ft cover is not
being provided.
15.Sh.05 - Please remove FDCs from PUEs where possible.
16.Sh.05 - At approximate Station 31+32, please cross the waterline above the
storm sewer to avoid excess depth.
17.Sh.05 - Verify that all water infrastructure, including fire hydrants, are at least
5.5-ft from the edge of PUEs.
18. Sh.06 - What are the 4" waterlines shown on the profile drawing?
19. Water Report - Please provide model of system under Normal Conditions.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. All easements on site are existing. Electric facilities will be designed within existing
easements.
2. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing
devices and extend as required.
5. If conduit does not exist at designated transformer or other existing devices,
developer will furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc)
per CSU specs and design.
7. Developer installs pull boxes per CSU specs and design (pull boxes provided by
CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan.

next submittal, another $932 processing fee will need to be submitted for the subsequent set of

ENGINEERING COMMENTS NO. 2
1. What is the status of the sidewalk along FM 2818? It was our understanding that the
sidewalk was going to be constructed after TxDOT's construction in this vicinity was
completed. Is there a reason for postponing construction until the next phase?
2. (Repeat) Sh.02 — Site Plan Notes #9 & 10 — Please use historical usage or fixture units to
calculate water and sanitary sewer demands. Previously the water and sanitary sewer
demand calculations were submitted via email. Please address the following
questions:
- Please justify the use of 80 gpcd for wastewater calculations.
- Exhibit #6 from the original water report, submitted with Phase 1 of the project,
doesn't seem to use 0.6 gpm/unit for average demands. Please update or
clarify.
3. (Repeat) Sh.05 — It looks like there are a few spots where the minimum 4-ft cover is not
being provided. There are still areas, besides at the storm crossing, where the
minimum 4-ft cover is not being provided.
4. (Repeat) Sh.05 — Verify that all water infrastructure, including fire hydrants, are at least 5.5-ft
from the edge of PUEs. The fire hydrant near Building 10 needs to be within a PUE.
5. (Repeat) Sh.06 — What are the 4" waterlines shown on the profile drawing? Specifically
the waterlines at Sta. 1+35.60 and Sta. 1+38.45 are not shown crossing the storm
sewer in plan view. Please clarify.
6. Water Report — Please provide model of system under Normal Conditions. The model of
the Normal System was not attached.

SANITATION
The dumpster pad on the south — west end of phase 2-A needs to be rotated 15 degrees
clockwise in order to give us a straight and clear maneuvering path to the dumpsters.
2. The dumpster pad in the center above bldg 30 of phase 2-A needs to be rotated 10 degrees
clockwise in order to give us a straight and clear maneuvering path to the dumpsters.
