The following page is a list of staff review comments detailing items that need to be addressed. Please address all comments and submit the following information by Monday, September 26, 2011, 10:00 a.m., for your project to be placed on the next available Planning & Zoning Commission (P&Z) meeting scheduled for October 20, 2011 at 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue: X One (1) 24"x36" copy of the revised Rezoning Map; X Thirteen (13) 11"x17" copies of the revised Rezoning Map; N/A One (1) copy of the revised Metes and Bounds (if applicable) X One (1) copy of the digital file of the revised rezoning Metes & Bounds on diskette or e-mail to P&DS Digital Submittal(a cstx.goV (if applicable) Please note that this application will expire in 90 days from the date of this memo, if the applicant has not provided written response comments and revised documents to the Administrator that seek to address the staff review comments contained herein. If all required items are not received, your project will be not be scheduled on the P&Z agenda. Your project may be placed on a future agenda once all comments have been addressed and the appropriate re -advertising fees paid. Regarding Question 3, Page 2: The properties abutting the subject tract are zoned R-4 Multi -Family; this zoning classification is not considered a "buffer" zoning classification. Additionally, the property across the street was developed as a PDD with specific use requirements. Please provide more details regarding how the requested change to a C-1 General Commercial zoning classification is compatible with the present zoning and conforming uses of nearby property. The Subject Property is located across the street from a convenience store, a use which is identical to what the applicant plans for the Subject. The existing convenience store abuts a duplex development which is even less of a buffer of mixed uses than those proposed by the Subject and its neighboring property. However, the store and duplexes seamlessly co -exist and benefit one another. There are minimal retail services in this neighborhood of high density residential uses, and the proposed use of the Subject Property help satisfy retail demand in the area and will help confine neighborhood residents to the area rather than adding to traffic to other city roads when these residents seek retail services. 2. Please provide detailed responses to Questions 4, 5, and 6 on the application. 4. There is a lack of retail services within this very densely developed residential neighborhood. Current residents who wish to buy fuel or other retail items must crowd into the existing convenience store which cannot adequately serve the vast number of residents in the area. The demands for retail services in the area, combined with the Subject Property's location on a corner of two thoroughfares confirm the property's suitability for the requested zoning change. 5. The property is also suitable for the uses permitted by the current zoning district. The comprehensive land use plan agrees that both the currently zoned use and the proposed zoned use are appropriate for this tract. 6. The marketability for uses allowed under the current zoning district is good, as there is a demand for multifamily development with superior locations in relation to the Texas A&M campus 3. Please remove the proposed uses from the zoning map. Proposed uses for this site should only be shown if the applicant chooses to pursue a PDD rezoning request. Revised accordingly.
