I'm thinking that they'd probably need to upsize something in any case and it's probably a good idea to perhaps participate in upsizing the existing 2" WL along Foster to a 12" WL(from Francis to Walton). I am, however, concerned with the existing smaller water lines in this area with respect to the potential fire protection a development of this magnitude may require. I've put together a quick exhibit that shows an 8" WL along Francis and a 2" WL in front of and another 2" WL behind the two lots... based on this, I'd request that the developer's engineer request fire flows from our department as soon as possible to verify that there is adequate protection to meet the requirements in the BCS/Fire/Building codes for the structure they're proposing. Please also note that our department intends to rehabilitate this area under the future capital project entitled 'Eastgate Utility Rehab. PhIV. This project is anticipated to begin design in FY 12-13 and start construction in FY13-14. I took a look at our capital planning exhibits and it looks like we'd upsize the existing 2" WL along Foster to an 8-12" WL. They are proposing a density that is double what is permitted by zoning, so they are going to have to rezone to a PDD. Can you tell me if there are any capacity issues downstream? Also, are there any improvements proposed downstream? The developers are proposing to construct a 5-story, multi -family (42 units total) structure on the lot that will have ground level parking located under the building. The building will be sprinkled and they said that they will be providing stand pipes in the parking area in case there is a fire under there. The proposed structure file://C:\Documents and Settings\ebridges\Local Settings\Temp\XPgrpwise\4E28419DCity of C919JR0131 Page 2 of 2 will take up a majority of the lot so that there will not be a drive aisle that surrounds the building. Will Fire be okay fighting a fire from Francis or Foster, or will they need to provide a fire lane around the building? I've attached a scan of the preliminary site design.
