Background Traffic Growth Rate
Kimley-Horn and Associates was hired by the City of College Station to do an analysis of the Rock Prairie
Corridor at SH 6. Their scope was to make a recommendation to the City with regards to the amount of
ROW need to widen Rock Prairie Rd from Normand Or to SH 6 based on traffic operations and roadway
capacity. In this study completed March 2011 Kimley-Horn used a 4%growth rate per year for
background traffic. That assumption can be made with this cursory analysis. A five year build out will
also be assumed. 20% (4%for 5 years) will be added to the 3,204 VPD for background traffic. This
brings the total trips to 3,845 VPD with 80%of that being 3,076 VPD.
As part of Kimley-Horn's analysis the traffic volumes for Rock Prairie Rd just west of Longmire in 2010
was 15,376 VPD. Rock Prairie Rd is classified as a 4 lane minor arterial in the City of College Station
Thoroughfare Plan. According to the Bryan/College Station Unified Design Guidelines, a minor arterial
general serves traffic between 5,000 VPD to 30,000 VPD.
Mitigation for Thoroughfares
For Rock Prairie Rd, a 4lane minor arterial with high volume capacity, the additional 3,076 VPD added to
the 15,376 VPD will not significantly change the level of service (LOS). Kimley Horn's analysis illustrates
Rock Prairie functioning at a LOS C. However, for Arnold Rd and Normand Dr, both 2 lane minor
collectors with a volume capacity of 5,000 VPD the impacts are approaching an unacceptable LOS. LOS
D for a minor collector is 3,333 VPD. Mitigation for Arnold Rd and Norman Or will consist of capping the
number of trips generated and described in the above exercise. Any deviation that increases the
Intensity of the land use and therefore the trips will necessitate a right turn on Normand Or north bound
at Its intersection with Rock Pre Ina and south bound at Its Intersection with Arnold Rd.
Mitigation for Driveways
Driveway spacing along minor collectors Is 175' as per the UDO. Along Normand Or one driveway will be
permitted as per spacing requirements and with the detention pond as a constraint. Along Arnold Rd
possibly six driveways would meet the spacing requirement taking Into account the detention pond and
the City of Bryan easement as a constraint. The driveway on Normand Or entering Area D will require a
right turn deceleration lane. As per UDO Article 7, Section 7.3,subsection 7, paragraph L,"A right turn
deceleration lane with storage length plus taper will be required for any access with a projected peak
hour right -turn ingress turning volume greater than 50 vehicles per hour. Based onthe UDOtrip
generation rates per hour In Article 7, Section 7.12 Traffic Impact Analysis, Area D will generate 145 trips
for the peak hour, half of that ingress. This was derived by multiplying 46 dwelling units times.62 trips
plus 20,750 sf divided by 1000 times 3.75 plus 24,592 sf divided by 1000 times 1.55 equals 145 trips.
