The Med replatted their Property In December 2003, at Whkh time the City received a 6D-R. right-of-way
dedication for the extension of Normand. In lieu of building or bonding the street, they were albwed to write
the City a $135,000 check m fulFlll their obligation. It's in account number 139-0000-481-99.00 Project no.

of our subdivision regulations, staff lace determined that you will be able to resolve One

your Project 0 move forward even faster than we discussed last week
After College Station Medical Center sulmans a development plat with the dedication of
the Normand Dow ROW and tested utility easvcenfs, the City will be able to accept
payment for the hospital's portion of Normand Drive that can be escrowed. This is
contingent upon receipt ofyour engineer's estimate for the cost ofyourportion of the
sheet, and acceptance of the estimate by the City's Pnginoer. Itis Citystaffs
understanding that you should be able to submit the developmentplat within the next few
days.
Please letme know if what has been outlined shove is acceptable to the College Station

It looks like the area either falls in the Natural Areas - Protected (Park) or Institutional/Public category.
Obviously, it is not a park, so lets work with the Institutional designation. Its not a perfect fit but I think
with a PDD we can process it under the current comp plan designation. There are also t-fare
considerations on the tract and with a recommendation of use of a PDD, I think It would be best to
schedule a PAC to meet with staff and talk through detalls for a submittal as early as practical.

Jesse,
Yes, P-MUDs are typically reserved for areas that are defined as redevelopment areas in the
Comp Plan; this is one reason why we recommended using a PDD in this case. Another
reason Is that with a P-MUD, all of the uses listed on the Zoning Fact Sheet (which needs to
be updated, and is not part of the zoning ordinance) are uses that are permitted by right by
that zoning classification. You do not get to select what uses will be allowed and not allowed
with a P-MUD. There are several uses listed on the Zoning Fact Sheet that are not
appropriate for this property due to it's close proximity to the existing residential
neighborhoods and its future land use designation in the Comp Plan. You have to consider
the affect that allowing these uses would have in this area if the developer decides to not go
through with the project, but it is rezoned to allow all of those uses. While the current
developer may have good intentions for the property right now however, if things don't work
out, we (the City) need to have assurances that the appropriate type of development occurs
here regardless of who ends up developing the property. A PDD is the way to accomplish
this.

Extended care facility, nursing home, single-family detached, multifamily, and commercial uses are
specifically allowed in PMUD (according to the Zoning District Fact Sheet). However, I do see that PMUDS
typically are In areas defined as mixed -use in the Comp Plan. Is this the reason why you recommend
POD? lust trying to make sure we start out on the right foot.
