The following page is a list of staff review comments detailing items that need to be addressed. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review. 1 of 4 STAFF REVIEW COMMENTS NO. 1 Project: 2672 Horse Haven Lane (REZ) — (11-00500112) PLANNING Please contact me at your convenience to schedule a meeting to discuss the following comments. According to the City's subdivision regulations, this property is required to break the block length along Horse Haven Lane by projecting a minor collector through the property. However, the Comprehensive Plan shows that a multi -use path is proposed as a connection between the existing Appomattox rights -of -way. Staff recommends the dedication and construction of this path to be included as a community benefit to counter the meritorious ,,modification of not breaking block length. v,;L Please include the whole property in the rezoning and dedicate the rear portion as open space, unless it may become official Common Area through an arrangement with the Horse Haven HOA. 3. The written metes and bounds description provided does not match the submitted rezoning map and concept plan. Please make revisions so as to make the two match exactly. FYI ... A sidewalk will be required along Horse Haven Lane. 5. Please remove "We Rent Storage" from the project title. 6. The Horse Haven subdivision does not have a HOA registered with the City of College Station. However, Staff encourages the involvement of the neighbors to ensure that the interests of the area are taken into consideration. We are happy to attend a neighborhood meeting regarding this project if one takes place. The following comments are regarding the submitted PDD application: 1. Question 2 Page 3: The Comprehensive Plan Land Use designation is not shown to be General Suburban, as stated in the information provided. There was a previous determination made that the General Commercial designation was applicable due to the new information regarding the location of FEMA floodplain. In addition, it was discussed that the proposed use may only be considered appropriate for the area, being located next to an existing neighborhood, with alterations to make the use more compatible. Please revise the application. 2. Question 3 Page 3: The application does not address the existing residential neighborhood in the immediate proximity. 3. Question 3 Page 4: Please provide a range of building square footage and height instead of exact. 4. Question 4 Page 4: Block length may be included here as a meritorious modification. 5. Question 5 Page 7: Please clarify in the application what architectural features will be applied to the buildings to make them compatible for the neighboring residential uses (i.e.: roof pitch, color selections, building materials, design). Section 7.9 "Non -Residential Architectural Standards" of the Unified Development Ordinance will be applicable to this site, so any proposed features would be in addition to minimum requirements found in this section. 6. Question 6 Page 5: Please revise the response to this question to relate specifically to the Comprehensive Plan. Questions 7 Page 5: What aspects of the proposed development will reduce the impact on the surrounding, area? Possible considerations are lighting specifications, decorative masonry buffer walls, decorative fencing, increased streetscaping, dedication of open space where floodplain exists, low -profile signage, and noise level restrictions. 8. Question 9 Page 5: What public improvements will accompany this project? The "Common Area "mentioned should be included in the rezoned area. 9. Question 10 Page 6: Please explain how health, welfare, and safety are ensured, and what elements ensure that other properties are not injured. 10. Question 11 Page 7: How is pedestrian, bicycle, and vehicle safety being ensured? 11. The application must also be signed by Joshua Criddle who appears to be a partner by the documentation provided. 12. Please indicate that the base zoning will be C-1 and that applicable standards will apply. This will indicate the setback requirements, NRA, landscape, ect. The following comments are regarding the Concept Plan: 1. Please label the full extent of the floodplain area. 2. The title block must include the property legal description. 3. Individual parking spaces should be removed. A label that indicates the location of parking will be adequate. 4. The proposed uses of the buildings should be identified. �V Please remove the existing sign and planter from the plan, as they are not associated with the proposed development. 6. The scale should be removed from the north arrow. 7. The location of artificial lighting should be labeled. V$. A wall is also required for buffering according to Section 7.6 of the LIDO. Please provide Base Flood Elevations on Rezoning Map and Concept Plan. 2. FYI — Additional right of way will be required at final plat for the portion of Horse Haven Lane classified as a minor collector. Private Improvements will need to be removed from the City's right of way. 3. FYI — Sidewalks will be required along Horse Haven Lane at the time of final plat. All easements on site are existing. Electric facilities will be designed within existing easements. 2. Developer provides temporary blanket easement for construction purposes or provides descriptive easements for electric infrastructure as designed by CSU for electric lines (where applicable, including street lights) 3. Developer may be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser. 4. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 5. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU specs and design. 7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull boxes and secondary pedestals provided by CSU). 8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to: gmartinez@cstx.gov, 9. Developer provides load data to CSU as soon as it is available to avoid construction delays. Delivery time for transformers not in stock is approximately 40 weeks. 10. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as designed by CSU. 11.
