The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by any Monday at 10:00 a.m. for further staff review: City of College Station Transmittal Letter; Memo providing written responses to all of staff's comments (identify the specific page that each comment was addressed on or the reason for not addressing the comment); One (1) 11x17 grading and erosion control plan; Four (4) revised site and one (1) landscaping plan; Please note that this application will expire in 90 days from the date of this memo, if the applicant has not provided written response comments and revised documents to the Administrator that seek to address the staff review comments contained herein. There is too much information on the plan to be legible. Please begin by removing the two existing trees from the site plan since they are shown on the landscape plan and ground elevation lines. It may become necessary to provide grading on a separate sheet or to remove measurements that can easily be scaled. 2. Please revise the Lot number in the title block; it should be Lot 1. 3. Please revise the parking calculation tale to include the required parking ratio for this site; the total number of parking spaces required; the requested parking reduction; and the number of parking spaces approved for this site. 4. The 19-foot parking spaces located on the North side of the property do not allow parked cars to be contained entirely within the boundaries of the building plot. It appears that you could reduce the 24.5-foot drive aisle by 1-foot, still meet the minimum drive aisle standards, and provide 20-foot parking spaces. 5. The FDC must be within 150 feet of the nearest fire hydrant. As currently shown on the site plan, the FDC is 165 feet from the nearest fire hydrant. Please revise. 6. The landscape plans shows a 30-inch retaining wall located at the rear of the property, please provide the standard retaining wall detail on the site plan. Retaining walls must be treated to replicate stone, masonry, or wood, please include this in the detail. In addition, retaining walls over 24-inches in height require a separate building permit; please submit the appropriate applications. 7. The landscape plan shows pervious pavers and artificial turf on this site; please include these areas on the site plan. 8. Please add a note to the site plan stating that all signage will be permitted separately. 9. Please clarify Note # 8 to state that loose rock is not an allowed groundcover. 10. Provide a general note on the site plan that states the following: Exterior building and site lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The light source shall not project below an opaque housing and no fixture shall directly project light horizontally. Fixtures will be mounted in such a manner that the projected cone of light does not cross any property line. 11. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. FDC's require a 3-foot clear space surrounding them. The landscape plan shows a Crepe Myrtle in the same location as the proposed FDC. Please revise. 3. Please clarify if the 6-foot wall existing or proposed. Please include it on the site plan. 4. This site is eligible for a 10 percent landscape point credit for having at least 25 percent of the parking area consisting of enhanced paving. 5. Since the two existing trees are so large, it is not possible to place a protective barrier around them and still allow this site to de developed; therefore, without a protective barrier in place these trees cannot receive 500 points each. Please revise the points calculation table and provide additional landscaping. 6. Landscaping provided in the 15-foot buffer yard may not be counted towards meeting this project's landscape point requirements (Section 7.6.0 of the UDO). Executive summary revised to be consistent with Conclusion Please revise Page 5 of the technical design summary to state that the coordination with the City was concerning detention design not "No Detention". Technical design summary revised. Please provide an explanation of why rational was not utilized for drainage calculations as this drainage area is less than 50 acres. NRCS method was used because the drainage basin calculated was larger than the subject site. By using NRCS, a more comprehensive analysis for a larger area could be performed, as needed. Additionally, the NRCS method yields more conservative results, allowing for more conservative flows contributing to public R.O.W. and infrastructure. .Aeopolease provide with your conclusion statement the certification found in Section 11.3.b of the Drainage Guidelines.
