SUBJECT: LINCOLN HOUSE OF HOPE (9P)
I reviewed the above -mentioned SITE PLAN -COMMERCIAL application and determined it to
be incomplete. The following is the preliminary list of items needed to complete the submittal so
that staff. may conduct a thorough review. Please submit the following information by 10 a.m. on
any Monday for review that week:
A complete Non -Residential Architectural Standards Building Review
Application and. fee. ,The meritorious modifications' granted for the building through the
PDD rezoning will be incorporated into the architectural review,
A complete Development Permit Application and fee. The Development Permit
application is part of the. Site Plan application.. In addition, to the fee, the following is still
required to complete the development permit portion:
The Property Owner's.certification onPage4 of 11 of the application,
•. A letter claiming exemption to the drainage report.
Note: the grading plan was not submitted with this application. This information will be required
with the first round of staff review comments.
Please be aware that if1his application is not completed before September 2, 2011, it will expire
and a. new application and fees will be necessary to continue the site planning process.

SUBJECT: Lincoln House Of Hope (SP) - Site Plan
Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
City of College Station Transmittal Letter;
Memo providing written responses to all of staff's comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Two (2) revised site plans;
One (1) landscaping plan;
One (1) 11x17 grading and erosion control plan;
Easement Dedication Sheet and required documents (please note that the Site
Plan will not be stamped approved until the Blanket Easement, or all other
appropriate easements, have been dedicated to the City of College Station).
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter
explaining the details. If you have any questions or need additional information, please contact

PLANNING
1. Provide the topography on the site plan.
2. Provide building height.
3. Provide a note stating that the building will not be sprinkled.
4. Provide a note that all signs are permitted separately.
5. Please label the proposed fence as a 6' wood cedar fence as identified in the PDD zoning
ordinance.
6. Provide a general note on the site plan that all roof and ground -mounted mechanical
equipment shall be screened from view or isolated so as not to be visible from any public
right-of-way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture and
scale to maintain a unified appearance.
7. Provide a general note that decorative lighting is permitted on the structure.
8. Provide a general note on the site plan that states the following: Site lighting will meet the
standards of Section 7.10 of the Unified Development Ordinance. The light source shall not
project below an opaque housing and no fixture shall directly project light
horizontally. Fixtures will be mounted in such a manner that the projected cone of light does
not cross any property line.
9. Please contact Raymond Olson in the Fire Marshall's Office for any fire related comments.
10. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LAN DSCAPI NG/STREETSCAPING/BU FFER
1. Show existing vegetation along northern property line. It was identified in the PDD zoning
ordinance that the existing vegetation would be preserved and utilized as a buffer.
2. Minimum landscape point requirements for any development is 800 points. There are
currently only 660 being provided.
3. Per the PDD zoning ordinance, buffer plantings should be provided where physically
possible. This would include along the southern property line and the rear yard.

5. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage
areas, the parking lot setback, rights -of -way, and adjacent property disturbed during
construction.

ENGINEERING COMMENTS NO. 1
1. Please label the slope of the sanitary sewer service line.
2. Please label the existing sanitary sewer cleanout.
3. The minimum sanitary sewer commercial lead size is 6-inch.
4. Please label the existing water meter size.
5. Please provide a fire flow letter.
6. The minimum radius on the driveway is required to be 25'.
7. Please add the Commercial Driveway standard detail (ST2-03) to the site plan.

1. Its unclear which plantings currently exist on site and which are proposed. Additionally,
it's unclear what is being utilized for landscaping points or for buffering. A landscape
legend should also be provided for any buffering plants/trees.
2. Please note that any changes made to the plans, that have not been requested by the
City of College Station, must be explained in your next transmittal letter and "bubbled" on
your plans. Any additional changes on these plans that the City has not been made
aware of will constitute a completely new review.

ENGINEERING
1. The Water Demands listed in Note #3 seem a bit low. Please calculate the demand
using the Fixture Units instead.
2. In addition to the Fire Flow Test data already provided, please submit a letter indicating
what the fire flow requirement is per the 2009 IFC.
