SUBJECT: WELLBORN BUSINESS PARK (PP)
I reviewed the above -mentioned PRELIMINARY PLAT application and determined it to be
incomplete. The following is the preliminary item needed to complete the submittal so that staff
may conduct a thorough review. Please submit the following information by 10 a.m. on any
Monday for review that week:
Reconciliation of the disparity between the amount of land included in the plat
and the amount of land that was deeded to the property owner. According to the title
report, the parent tract consisted of 4.31 acres. The plat and title report land description
cover only 4.16 acres. Please provide updated documents or appropriate
documentation of what has happened to the remaining 0.15 acres.
Please be aware that if this application is not completed before August 29, 2011, it will expire
and a new application and fees will be necessary to continue the platting process.

Re: Wellborn Business Park— Preliminary Plan
Dear Ms. Hitchcock:
The correct area of the tract is 4.16 acres. The 4.31 acres shown on the metes and bounds in the
deed included 0.15 acres of the adjacent tracts to the east which are owned by Greene and Ruoff.
Please see the attached Land Title Survey Plat & Metes and Bounds completed by Kerr Surveying,
LLC. in June 2011. The tract boundaries shown in this survey are in accordance with surveys of the
deed recorded adjacent tracts according to Brad Kerr RPLS. In his opinion the previous 4.31 acre
survey description was in error.

SUBJECT: WELLBORN BUSINESS PARK (PP) - Preliminary Plan
Staff reviewed the above -mentioned Preliminary Plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Monday, August 1st, 10:00 a.m., your
project will be placed on the next available Planning and Zoning Commission meeting
scheduled for August 18th, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
One (1) 24" x 36" copy of the revised Preliminary Plan; and
Thirteen (13) 11" x 17" copies of the revised Preliminary Plan.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed, your project will be
pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed
on a future agenda once all the revisions have been made and the appropriate fees paid. Once
your item has been scheduled for the P&Z meeting, the agenda and staff report can be
accessed at the following web site on Monday the week of the P&Z meeting.

Please note that a Mylar original of the revised preliminary plan will be required after P&Z
approval and prior to processing subsequent final plats. If you have any questions or need

STAFF REVIEW COMMENTS NO. 1
Project: WELLBORN BUSINESS PARK (PP) — (11-00500105)
PLANNING
1. Provide the proposed land use in the note section.
2. Please label the existing ROW width.
3. Please label the ROW dedication. A callout is not provided and the hatching is not
labeled in the legend.
4. McCullough Road is a 2-lane major collector on the City's Thoroughfare Plan and as
such the ROW dedication should be based off a 63' ROW (parking was removed from
the calculation). Along some areas of the plan there appears to be dedication beyond
what is required.
5. A qualifying break to block length will need to be provided as the length of the block from
the current end of McCullough Rd to the subject property exceeds 1500'. The street
would ultimately align with the future right-of-way that extends north out of the Creek
Meadows Property that is located on the northside of Greens Prairie Road West. The
proposed ROW would be to a local street standard with the ROW dedication being split
along the subject property and the adjacent properties to the east. A waiver would still
need to be sought to street projections to unplatted property, unless a projection was
provided to the property to the west.
6. As an fyi, the A-O zoning district standards as they relate to setbacks will be applicable
at time of site development.

ENGINEERING COMMENTS NO. 1
1. In order for us to verify the right-of-way dedication, please label the existing right-of-way
width along McCullough Rd. in several locations.
2. Detention is permitted within a PUE provided it does not interfere with public utilities
within the easements. Please verify that the electrical infrastructure in the northwest
corner will be removed.
3. Please add a note regarding construction in the vicinity of the existing pipeline per
Atmos.
4. Please show and label the Lone Star Gas Co. Easement (Vol.148, P.476).
5. Please label all PUEs as "Proposed."
6. FYI... Prior to the property being developed, the portion of McCullough Rd. between
Wellborn Rd. and the property will need to be upgraded to meet minimum fire access
standards with a width of 20-ft, 6-inch limestone base, and one -course seal coat.

1. Project is located outside of CSU Certification area. CSU will not provide electric service for
this project.
