SUBJECT: BARRON CREST SUBDIVISION (PP)
I reviewed the above -mentioned PRELIMINARY PLAT application and determined it to be
incomplete. The following is the preliminary list of items needed to complete the submittal so
that staff may conduct a thorough review. Please submit the following information by 10 a.m. on
any Monday for review that week:
Title report current within 90 days or accompanied by a Nothing Further
Certificate current within 90 days. The report must include applicable information such
as ownership, liens, encumbrances, etc.
Owner appears to be T A CATHEY, Ltd." Please provide proof of signature
authority, as well as an original (not photocopied) signature.
Please be aware that if this application is not completed before Monday, August 22, 2011, it will
expire and a new application and fees will be necessary to continue the process.

Thank you for the information you have submitted to us this week. Please be aware that the
following item is still necessary so that staff may conduct a thorough review. Please submit the
following information by 10 a.m. on any Monday for review that week:
A title report that covers the entire tract. The report that was submitted only
covers a portion of the tract. The title report that Blake Cathey had when he purchased
the property would suffice. With the original title report in this case, we would not require
a Nothing Further Certificate with this preliminary plat.
Please be aware that if this application is not completed before Monday, August 22, 2011, it will
expire and a new application and fees will be necessary to continue the platting process.

Staff reviewed the above -mentioned Preliminary Plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Monday, August 1, 2011 by 10:00 a.m.,
your project will be placed on the next available Planning and Zoning Commission meeting
scheduled for August 18, 2011, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas
Avenue.
One (1) 24" x 36" copy of the revised Preliminary Plan; and
Thirteen (13) 11" x 17" copies of the revised Preliminary Plan.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed, your project will be
pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed
on a future agenda once all the revisions have been made and the appropriate fees paid. Once
your item has been scheduled for the P&Z meeting, the agenda and staff report can be
accessed at the following web site on Monday the week of the P&Z meeting.

STAFF REVIEW COMMENTS NO. 1
Project: BARRON CREST SUBDIVISION (PP) — (11-00500102)
PLANNING
Based on this property's General Suburban future land designation, Section 8.2.G.2.b of the
LIDO requires that block length shall not exceed 900 feet. The length from William D. Fitch
Pkwy to Leyla Lane along Hofburg Drive is approximately 1,340 feet; therefore, a public
street is required to break the block length. If you would like to request a waiver from this
requirement, please submit a revised application requesting the specific waiver request, or
please revise the preliminary plan to include a public street projection to Hofburg Drive.
Section 8.2.K.2.a of the UDO requires that sidewalks on both sides of streets. Barron Crest
and Barron Manor only show sidewalks on one side of the proposed street. Please revise.
Section 8.2.H.1.i states that no single-family lot shall have direct access to an arterial or
collector thoroughfare, and Section 8.2.h.1.h requires that all single-family lots have frontage
on a public street; therefore, Lot 13 must have frontage along Barron Manor Drive. At this
time, Lot 13 will be allowed to maintain access to Barron Road. However, upon
redevelopment of Lot 13, access to Barron Road must be removed and Lot 13 will be
required to take access from Barron Manor Drive.
Please include a note on the preliminary plan stating that at that time of redevelopment Lot
13 will be required to take access from Barron Manor Drive and access to Barron Road will
be removed.
4. Please provide a curve table and provide standard corner markers at all block corners,
angle points, and points of curves, and all corners of boundary lines of the subdivision on
the preliminary plan.
5. Please add a general note that each lot will provide a minimum of two (2) trees of at least
two inches (2") in caliper or one (1) tree of four inch (4") caliper per Ordinance No. 3222.

NOTE: Any changes made to the plans which have not been requested by the City of
College Station, much be explained in your next transmittal letter and "bubbled" on
your plans. Any additional changes on these plans that have not been pointed out to
the City will constitute a completely new review.
ENGINEERING COMMENTS NO. 1
1. Please provide a note on the plat describing the ownership and maintenance responsibilities
for the detention facility.
2. The proposed water main extension must be looped back to the 18 inch water main along
Barron Road.
3. Please illustrate proposed fire hydrant locations.
4. Please extend the sanitary sewer main to the tract boundary, through proposed Lot 1.
5. The 10 foot PUE should be extended along the western property boundary of Lot 13 to
Barron Road.
6. The 10 foot PUE along the western property boundary of Lot 14 should be extended to
Barron Road.
7. Please provide a 10 foot PUE along the rear lot line of Lot 13.
8. The 10 foot PUE along the eastern property boundary of Lot 15 should be extended to
Barron Road.
9. Please modify the proposed connection at Barron Crest Drive and Barron, as to maintain at
least a 20 foot drive width for emergency vehicles on one side of the median.
10. The sidewalks on either side of Barron Crest Drive must connect to Barron Road per the
BCS Sidewalk Details. The proposed median will also need to allow for the pedestrian
movements. Please revise accordingly.
11. With the access easement to be removed please explain future access to the "Aggie Asset"
and "Alcaraz" properties.
12. Please illustrate an emergency vehicle turnaround for the terminus of Barron Manor Drive.

TRANSPORTATION
Date: July 22, 2011
1. Please add the following notes to the preliminary plan regarding the conditions placed on
the plan to address the offset condition at Barron Road and Fieldstone Place are as follows:
a. Because of the offset at Barron Crest Dr and Fieldstone Place a raised median is
required to be built at Barron Crest Dr to restrict left turn movements out of Barron
Crest Dr. This is necessary to address the left turn movements that will be in conflict
because of the offset between Barron Crest Dr and Fieldstone Place.
b. In the future if Barron Crest Dr is expanded to better align with Fieldstone Place, the
median will be allowed to be removed freeing up left turn movements out of Barron
Crest Dr.
c. A left turn bay will have to be built on Barron Road by the developer to facilitate safe
left turn movements into Barron Crest Dr. and not restrict thru movements eastbound
on Barron Road.
2. These conditions were agreed upon between the developer and the City's Planning and
Development Services and Public Works before plat submission.

PLANNING
1. Planning has no additional comments.

ENGINEERING COMMENTS NO. 2
2. Please provide volume and page for the existing easements added to the plan per the
Public Works Land Agent comments.
3. If preferable the side lot PUE between Lot 12 & 13 can be reduced to 15 feet as to avoid any
side setback encroachment on the existing or possible future layouts.
4. The fire department has requested that the 20 foot wide portion of the subdivision entrance
be located on the ingress side and not the egress side. The exit side could be reduced to as
narrow as 12 feet.
5. CSU Electric has requested a 10-foot PUE on one side of the shared lot line between Lot 8
& 9, or a 15-foot PUE that splits the lot lines.
6. CSU is concerned with how the adjacent tract to the west (Carnes Tract) will sewer, as it
does not currently have access to sanitary sewer. In an effort to meet the City's too and
through policy, sanitary sewer should be stubbed out to this tract. In addition once Lot 13 is
created, it's existing on -site sanitary system will be in violation of the City's Utility Code
based on proximity to a public system as well as the Brazos County Health Department's
requirement of being greater than 1 acre in order to be served by an on -site system. Please
address.
7. FYI — The proposed temporary turnaround easement will need to be secured and executed
prior to the final plat going to P&Z or the construction document approval.
8. FYI — The existing electric pole at Barron and the proposed subdivision entrance will need to
be re -located with the development of the Barron Crest Subdivision.
9. FYI — There is a partially constructed/proposed 15-foot wide curb inlet at Barron and the
proposed subdivision entrance.
