SUBJECT: TOWER POINT PH 10A - Final Plat
Staff reviewed the above -mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Friday, July 1, 2011, 10:00 a.m., your
project will be placed on the next available Planning and Zoning Commission meeting
scheduled for, July 21, 2011, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
One (1) 24"x36" copy of the revised final plat;
Thirteen (13) 11 "x17" copies of the revised final plat;
One (1) Mylar original of the revised final plat (required after P&Z approval); and
One (1) copy of the digital file of the final plat on diskette or e-mail to:
P&DS_Digital_Submittal@cstx.gov.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed your project will not be
scheduled for a Planning & Zoning Commission meeting. Your project may be placed on a
future agenda once all the revisions have been made and the appropriate fees paid. Once your
item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at
the following web site on Monday the week of the P&Z meeting.

STAFF REVIEW COMMENTS NO. 1

PLANNING
1. There are several difference between the approved Certifications found in Section 8.8 of the
UDO and what is shown on the plat. This language was changed with the latest revision of
the Article 8. Please review this section and make all applicable changes. For example:
CERTIFICATE OF OWNERSHIP AND DEDICATION- I (we)
, owner(s) and developer(s) of the land shown on
this plat, and designated herein as the Subdivision to
the City of College Station, Texas, and whose name(s) is/are subscribed hereto, hereby
dedicate to the use of the public forever all streets, alleys, parks, greenways,
infrastructure, easements, and public places thereon shown for the purpose and
consideration therein expressed. All such dedications shall be in fee simple unless
expressly provided otherwise.
2. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not been made aware of will
constitute a completely new review.
3. Please note that you may be required to submit paid tax certificates if they are not current
prior to the filing of your plat.
4. The construction documents and reports are still under review and may affect the plat.

TxDOT Comments
1. Future access to these lots should be planned through internal circulation in accord with
the existing access drives established under the overall master plan. No additional
access points to the SH 6 southbound frontage road.

ENGINEERING COMMENTS NO. 1
1. The following easements are shown on the title report but not referenced on the plat.
Please verify that they are applicable:
a. Wellborn SUD Easement
b. BTU Blanket Easement
2. The following easement is shown on the property according to our GIS system but not
referenced on the plat. Please verify that it is applicable:
a. Public Utility Easement — Vol.670, P.16
3. Infrastructure (i.e. water and sanitary sewer) is required to be extended to all lots prior to
filing the final plat. Please submit Development Permit Application and all associated
construction documents.
4. FYI... Please note that easements shown on the plat will be re-evaluated after
construction documents are submitted and may require additional revisions to the plat.

5. FYI ... The construction documents for public infrastructure must be approved prior to the
plat being scheduled for a P&Z Meeting.
6. The proposed 20-ft PUE located adjacent to Lot 4 must be dedicated prior to the plat
being forwarded to P&Z.
7. Why does the proposed 15-ft PUE on Lot 6 curve as shown? What infrastructure is
proposed to be within this PUE?

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer will provide temporary blanket easement for construction purposes and provide
descriptive easements for electric infrastructure as designed by CSU for electric lines (where
applicable).
2. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers, other existing devices
or locations and extend as required.
5. If conduit does not exist at designated transformer or other existing devices or locations,
developer will furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes per CSU specs and design (pull boxes and provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:
gmartinez(a)cstx.gov.
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.

PLANNING NO.2
(Repeat) There are several difference between the approved Certifications found in Section
8.8 of the UDO and what is shown on the plat. If this language is not shown as described in
Section 8.8 of the UDO, the final plat cannot be considered compliant with subdivision
regulations.

1. (Repeat) The following easement is shown on the property according to our GIS system but
not referenced on the plat. Please verify that it is applicable: Public Utility Easement —
Vol.670, P.16 The GIS system also references Vol.670, P.15.
2. (Repeat) Infrastructure (i.e. water and sanitary sewer) is required to be extended to all lots
prior to filing the final plat. Please submit Development Permit Application and all
associated construction documents. We still have not received infrastructure plans and
documents.
3. (Repeat) FYI... Please note that easements shown on the plat will be re-evaluated after
construction documents are submitted and may require additional revisions to the plat.
4. (Repeat) FYI... The construction documents for public infrastructure must be approved prior
to the plat being scheduled for a P&Z Meeting. Without the infrastructure plans
approved, the plat will not be scheduled for a P&Z meeting.
5. (Repeat) The proposed 20-ft PUE located adjacent to Lot 4 must be dedicated prior to the
plat being forwarded to P&Z. The 20-ft PUE must be dedicated prior to the plat going
forward since it is satisfying the 20-ft rear lot PUE requirement. The plat will not be in
compliance with the LIDO without the dedicated easement.
6. (Repeat) Why does the proposed 15-ft PUE on Lot 6 curve as shown? What infrastructure
is proposed to be within this PUE? This will be evaluated when the construction plans
are submitted.
