I reviewed the above -mentioned PRELIMINARY PLAT application and determined it to be
incomplete. The following is the preliminary item needed to complete the submittal so that staff
may conduct a thorough review. Please submit the following information by 10 a.m. on any
Monday for review that week:
Inclusion of the CSISD property with this Preliminary Plat. Because Towers
Parkway is on their property, the CSISD has to be a party to the application.
Please be aware that if this application is not completed before July 18, 2011, it will expire and a
new application and fees will be necessary to continue the platting process.

SUBJECT: THE BARRACKS II (PP) - Preliminary Plan
Staff reviewed the above -mentioned Preliminary Plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Tuesday, June 21, 10:00 a.m., your
project will be placed on the next available Planning and Zoning Commission meeting
scheduled for July 7th, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
One (1) 24" x 36" copy of the revised Preliminary Plan; and
Thirteen (13) 1 V x 17" copies of the revised Preliminary Plan.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed, your project will be
pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed
on a future agenda once all the revisions have been made and the appropriate fees paid. Once
your item has been scheduled for the P&Z meeting, the agenda and staff report can be
accessed at the following web site on Monday the week of the P&Z meeting.

1. Please shade the parkland areas to be dedicated.
2. Remove note #11, it is not necessary for the plat.
3. Please add the following waivers that were approved with the concept plan:
a. Block length waivers (list the specific blocks).
b. Waiver to the secondary means of access up to 100 lots.
c. Waiver to the 100' dead end street/alley requirement.
d. Setback variations
4. With the new subdivision regulations, sidewalks are required on both sides of all streets.
Please revise note #8 and illustrate the sidewalks on both sides of all streets. In addition,
sidewalks will need to be added along Old Wellborn Road and Holleman Drive South.
5. As required on the approved rezoning, a street projection will need to be provided to the
Turner Tract.
6. The scale on sheet 1 is off as lot measurements are not accurate.
7. Black Hawk Drive is labeled as a 50' ROW with 27' of pavement. The approved concept
plan shows 67' ROW with 38' of pavement.
8. The PUE along the back of the townhomes adjacent to lot 1, block1, commercial tract 1
is labeled as a 5' PUE, but is shown as a 10' PUE.
9. Revise note #10 to state that Deacon Drive, General Parkway and Towers Parkway shall
have bike lanes.
10. Label the Buena Vida subdivision to the south and show the street connection to Cullen
Trail
11. A 20' PUE is labeled at the back of the lots for Phase 101, but is shown as a 10' PUE,
12. For Phase 300, Lot 1, Block 8 should go away and be a part of the common area.
13. Provide a lot count in the title block. The lot count should include the commercial lots. By
my count there are 431 lots in the subdivision (not including the wakeboard commercial
lot). As an fyi, 425 is labeled on the application.
14. FYI, all parkland will need to be dedicated at the time of the first final plat. Additionally,
design of the parks will need to be coordinated with the Parks Department if intending to
develop the parks.

ENGINEERING COMMENTS NO. 1
1. Please correct the scale on Sheet 1,
2. Black Hawk Drive adjacent to Phase 401 needs to be 67' right-of-way and 38' pavement
per preliminary plat and commercial standards.
3. Proposed private drainage easement adjacent to the Barracks PH 1 and Williamsgate
also needs to be a common area.
4. The portion of Deacon in Section 100 that is owned by CSISD needs to be final platted
with Phase 100, meaning CSISD will need to be party to that plat, this will also will apply

to phases 200, 201 & 202. Please note this requirement on the preliminary plat. Please
clarify the boundaries of Phases 200, 201 & 202.
5. If in the future any common area is utilized for a commercial venture it would need to be
re -platted with a lot and block designation.
6. Please include secondary access note from concept plan on preliminary plat.
7. Please place a note on the plat stating that all dumpster pads and screening shall be
located outside of public right-of-ways or alleys.
8. Please place a note on the plans stating that townhome lots taking access to public
streets must comply with residential driveway widths and radius standards.
9. Please note that the General Parkway extension to the undeveloped property to the
north will require a temporary hammerhead for emergency vehicles.
10. The intersection of 2 thoroughfares will require left turn movements in all directions. It
appears additional right-of-way and/or pavement may be required on both minor
collector intersections with Deacon.
11. Please specify the needed improvements for turning movements off Holleman onto
Deacon (ie. decal lane, striped center turn lane, etc).
12. Block 8, Lot 1 should be designated as a Common Area.
13. Please make a note that the subject development is in the Steeplechase Sanitary Sewer
Impact Fee Area.
14. Please provide 10 foot PUE along the eastern and northern property lines of Commercial
Tract 1.
15. Please verify that BTU and Wellborn Water do not need any additional easements to
adequately serve this development.
16. Please identify the existing 12 inch sanitary sewer main which runs along the southern
property line of Commercial Tract 4, as well as the rear lot lines of Block 20, Phase 101.
17. Please identify the existing CoCS water main along Old Wellborn Road.
18. Please contact Frank Borroni (frank.e.borronina.usps.gov, 979-693-4152) with the United
States Postal Service to discuss mailbox locations, please provide feedback.
19. Please identify the existing 20' PUE along the eastern and southern property boundaries
with volume and page.
20. Please provide easement on Commercial Tract 3 to cover the proposed sanitary sewer
extension.
21. Depending on the depth of utilities, additional easement width may be needed at final
plat. In general utilities located at normal depth should have at least 7.5 feet of right-of-
way or easement on either side.
22. Please provide a narrow PUE along the rear lot lines of commercial tracts 3 & 4 adjacent
to the proposed alley.
23. Commercial Tracts 3 & 4, will likely need additional easements between tracts, this can
be determined at final plat if preferred.
24. Commercial Tract 2 needs a PUE along the northern and western property lines.
25. What is the intent of the storm stubs to the Parkland Tract in Phase 107? Is the parks
department aware of this potential encumbrance?
26. Please provide a PUE along the overall tracts northern property line.
27. Please provide an explanation of phasing as it relates to detention pond mitigation
efforts (ie. what phase will trigger which common area/detention area to come on-line).
28. 1 assume that the Common Area/detention facility attached to Phase 100 is the only
storm water mitigation required with that particular phase?
29. As each phase is final platted will there be the need for drainage work beyond each
phase line?

30. There is a concern that the General Parkway stub to the north and especially the
Deacon connection to Old Wellborn will be needed long before what appears to be the
final phase of this subdivision being developed, please revise.
31. 1 am looking into your question concerning utility extension to the adjacent tracts to the
south and will get back to you as soon as possible.
32. FYI — Per the current subdivision regulations each phase that is final platted will have to
be built or bonded before it goes in front of Planning & Zoning.

1. Please name the road Iron Horse Loop or Keaton Loop (Phase 200 and 202). Not both,
the street is considered a Loop by definition.
2. 'Please rename Black Hawk Drive. This is an existing street name in the City.
3. Please rename West Armored Loop (or East Armored Loop). We do not allow
directional's at the beginning of street names. And it needs to be just one street name
not two.
4. Please rename Michelle Lynn Lane, to Cullen Trail.

PLANNING
1. The curve lengths for all curves labeled on the preliminary plan aren't provided in the curve
table.
2. Parkland areas are not shaded as shown in the legend, only sidewalks are (which are not
depicted in the legend).
3. Revise note #12, 6-ft sidewalks with a 3-ft offset are required along Towers Parkway,
Holleman Drive South and General Parkway as well as Deacon Drive. Additionally, revise
the second sentence to state sidewalks are required on both sides of all other streets.
4. Break out the small detention pond acreage Phase 100 and label as common area.
5. Phase 101, Block 20 adjacent to Williamsgate/Buena Vida has a labeled 20' PUE, but the
actual width does not measure out to 20'.
6. Note #3 will need to change to correspond with the block numbers on the preliminary plan.
7. Revise the street name "Michelle Lynn Lane" as there is a Michelle and Lynn roadways
within Brazos County. Please contact Mandi Alford in our offices if you have questions.
