Hovde, Staff Planner SUBJECT: HARVEY MITCHELL COMMERCIAL ADDITION - Preliminary Plan Staff reviewed the above -mentioned Preliminary Plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, April 18, 2011, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for May 5, 2011, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24" x 36" copy of the revised Preliminary Plan; and Thirteen (13) 11" x 17" copies of the revised Preliminary Plan. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that this application will expire in 90 days from the date of this memo, if the applicant has not provided written response comments and revised documents to the Administrator that seek to address the staff review comments contained herein. If all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at the following web site on Monday the week of the P&Z meeting. httn://www.cstx.gov/vz Please note that a Mylar original of the revised preliminary plan will be required after P&Z approval and prior to processing subsequent final plats. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review.1 of 4 STAFF REVIEW COMMENTS NO. 1 HARVEY MITCHELL COMMERCIAL ADDITION (PP) — (11-00500056) PLANNING 1. The metes and bounds of the plat do not match those provided with the title report. 2. The title report also mentions a blanket BTU easement, a BTU public utility easement, and a blanket easement for Sinclair. Please provide information clarifying if these easement are still active. If they are no longer in use, please seek abandonment. The blanket Sinclair easement could be for the pipeline that is located at the rear of the property. If so, please contact Sinclair in an attempt to reduce the pipeline easement to a specific width. 3. As you are aware, considering the email from Pete Vanecek that was included in the submittal, parkland dedication will be required for the Block 1 Lot 1 which is zoned R-4. The parkland dedication, which is $1646 per unit, will be based on the number of used and will be collected prior to the issuance of building permits. 4. Please provide phasing information is the lots are not to be developed together. 5. The TAMU property in front of the subject property needs to be labeled with its zoning designation. 6. If a property is not platted, please label it as "unplatted". 7. Please provide more topographical information within the bounds of the subject property. 8. Please extend the 24' cross -access easement across Lot 1 to accommodate any future needs of Lot 2 or Knightsgate. Please label the majority portion of the off -site access easement as 24' and only labeled the enlarged section as "variable". 9. Please choose a location along the Harvey Mitchell Parkway right-of-way to be called out with a dimension of its width. The label "Width Varies" may remain for additional information. 10. There are extensive wooded areas on the subject property. Please show existing stands of mature trees. A tree survey is not necessary for this comment. 11. The title block should include "Not For Record", "above Preliminary Plat", in font. 12. A 20' public utility easement needs to be dedicated along the rear of the property. Also, there appears to be an existing 40' electrical easement abutting the Harvey Mitchell right- of-way that is not labeled on the plat. 13. A pedestrian crossing between Lot 1 and Lot 2 was mentioned at the Planning and Zoning Commission. Is this connection being proposed? 14. The block length of this property exceeds 660' along Harvey Mitchell Parkway, which is the maximum for an area designated as Urban in the Comprehensive Plan. There the block must be broken with a minor collector being constructed approximate 450' from Luther Street. In lieu of building a public street, a request can be made to the Planning and Zoning Commission to build a Public Way. A Public Way is a narrowed road but still includes sidewalks. Please let me know if you wish to pursue this option so that the application can be revised. 15. Since an internal street is required, the street must project to the abutting four unplatted properties. 16. Since there is not an easily defined block for this property, a waiver may be sought from the Planning and Zoning Commission to the block perimeter maximum of 900' in an Urban area. Please add a note that Harvey Mitchell Commercial Addition will be considered two building plots for the purpose of signage, landscaping and Non -Residential Architectural Standards. One building plot shall be the entire commercial portion. The second building plot shall be the multi -family portion. Reviewed by: Lauren A. TxDOT Comments Existing field access drive does not meet design criteria for use in the developed condition. Future driveways accessing FM 2818 will be required to meet TxDOT's current "Regulations for Access Driveways to State Highways". Driveway spacing must consider the posted speed and the distance between existing, proposed and adjacent access points. Where frontage length is not sufficient to meet spacing criteria, joint access will be required to satisfy necessary spacing. Appropriate data, including drainage, must be submitted and approved prior to any future work/permits in State ROW. It appears the existing access easement and sanitary sewer lift station easement have the same volume and page, please label consistently. 2. Please note on plan the removal of the existing driveway upon site development. 3. With the projection of the cross access easement from Knightsgate, please illustrate the proposed driveway/access location from FM 2818. 4. TxDOT will need to grant permission with permit approval in order to access FM 2818. Has the proposed driveway off FM 2818 been discussed with TxDOT? 5. The TIA that was submitted as part of this tracts zoning approval must be accommodated. Reviewed by: Josh Norton Date: March 31, 2010 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. Developer provides temporary blanket easement for construction purposes or provides descriptive easements for electric infrastructure as designed by CSU for electric lines (where applicable, including street lights) 2. Developer may be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that have not been pointed out to the City, will constitute a completely new review.3 of 4 3. If applicable, the following easements will be required: Along the 2818 frontage, plat a junior 45' PUE to allow for complete usage for electrical instead of the partially assigned easement now. 20' along the exterior lot lines and 10' each side of the common line of Lots 1 and 2 for a total of 20' for a PUE. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser. 4. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 5. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU specs and design. 7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull boxes and secondary pedestals provided by CSU). 8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to: wdavis@cstx.gov. 9. Developer provides load data to CSU as soon as it is available to avoid construction delays. Delivery time for transformers not in stock is approximately 40 weeks. 10. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as designed by CSU. 11.
