Cottages Action Items:
Eldric explained that the meeting was called to go through a punch list of items that would
need to be complete in order for the Cottage project to begin requesting certificates of
occupancy. He showed a layout (attached) of how they would like to ask for c.o.'s by phase
and the dates when the request will be submitted for each phase. He also explained that
the entire site as a whole will also be phased in to 3 phases. Phase 1 delivery will be
August 2012, Phase 2 delivery will be January 2013 and Phase 3 delivery will be August
2013. (See attached plan)
1. Sanitation:
a. Two dumpster enclosures onsite need to be complete by July 7, 2012
b. Trash compactors do NOT have to be onsite by July 10, 2012
c. Trash compactors are anticipated to be delivered by July 17, 2012 and this will be OK with City
2. Fire:
a. Need "No Parking Signs" here to corner on Market Street — meet with Fire Marshal onsite to
discuss
b. For Phase 1 — everything painted and signed for fire lanes — additional phases do NOT need to
be completed at this time
c. If Cottages needs to fence off some areas they can as long as Fire is left with a fire lane with
turnarounds — No Dead Ends
d. Knox padlocks for fire access will need to be installed at the construction fencing that will
barricade off the rear (20) phase areas.
3. Planning:
a. With the idea that there will be 3 phases of delivery (aug 2012, jan 2013 and aug 2013) we need
to have the site plan and landscape/irrigation plan segmented into phase as well. These plans
will need to be submitted prior to July 10, 2012 when the first c.o. is requested.
b, Cottages will need to Bond Landscaping & Irrigation (full phase 1 — no partials)
c. Buffer at back of project must be installed with Phase 1
d. Re-establish ground cover everywhere it has been disturbed
e. Temporary Certificate of Occupancy is available as an option if Cottages is okay with this
f. Dedication of site easements by replat is okay as long as the replat document is submitted to the
City by July?? 2012 . This is given that a temporary blanket easement is dedicated and in place
on the project prior to July 10, 2012. To date the city has not received the temp blanket back
signed from Capstone.
4. Parking / Transit:
a. M&M to email Troy about "No Parking Signs" here to corner on Market Street where Fire Marshal
has requested it
5. Engineering- Inspection:
a. Water is agreeable to phase "Letters of Completion" by three phases — will need an Exhibit to
attach to show what is being accepted with each phase
b. All phases need adjustments on services / fire hydrants
c. Punch list has been provided to Cottages and all on that punch list must be complete
d. City wants to plug main sanitary sewer from Phase 3 to main in Phase 1 to prevent debris and
dirt from entering the system until Phase 3 is completed. Phase 2 is OK and doesn't need to be
closed off from the Phase 1 system because it has mostly been tied in and the risk of debris
entering is minimal.
e. Assure that there is sufficient easement width dedicated for the deep sewers
6. BTU:
a. Greg Burkhalter will call M&M regarding berms in the BTU easements, as well as the fence and
gate question at the Marko's property
b. BTU is ok with everything on the project - no issues
7. Building:
a. Inspections per building are moving forward — no problems here
b. Building Numbers as completed are okay until permanent ones are installed
8. Environmental Services:
a. Irrigation —All connections must be tested
b. Test all backflow preventers in Phase 1 before C.O.
9. Ponds — Detention:
a. Complete before C.O. — July 10, 2012
b. Need a copy of email regarding no dam permit from James @ M&M
c. Over flow swales need completion
d. Compaction tests notes need to be on as -built plans
e. Needs vegetation reestablished (hydroseeding) and assure it is watered and well established on
those slopes
f. As-builts need to be completed
g. Ask for all compaction tests from geotech lab
10. Pond — Irrigation:
a. Pond irrigation system RP needs to be tested (1x/year)
b. There needs to be an isolation valve (double check) on this irrigation system downstream of the
RP
11. As-builts:
a. M&M & Goodwin-Lasiter needs these from BPI so that we can draw them up
