EXECUTIVE SUMMARY
The proposed The Cottages of College Station development is located west of Jones -Butler Road between
FM 2818 and Dowling Road in College Station, Texas. Currently, the site is vacant. The proposed
development will consist of 369 apartments to be constructed by 2013.
As shown in Figure 1, the project site is located just south of the Holleman Drive/FM 2818 intersection.
Access to the site will be provided via three driveways, each connecting to the proposed extension of
Holleman Drive south of FM 2818, as shown in Figure 2.
Trip Generation
Based on recommendations and data contained in the Institute of Transportation Engineers' Trip
Generation, the proposed project will generate approximately 2,360 unadjusted daily trips upon build -out of
the development. Table 1 provides a detailed summary of traffic production, which is directly related to the
assumed land use plan.

Assumptions
Based on Texas Department of Transportation (TxDOT) historic traffic maps, a one percent annual growth
rate was assumed for this project. Neither internal capture nor pass -by reductions were assumed for this
project. Additionally, no transit reductions were assumed for the proposed project.

Transportation System Description
FM 2818 — FM 2818 is a four -lane divided highway in the vicinity of the project site. 24-hour traffic counts
conducted on FM 2818 between George Bush Drive and Luther Street in November 2010 recorded a daily
traffic count of approximately 31,100 vehicles per day (vpd). FM 2818 will soon be converted into a
freeway configuration east of Holleman Drive, and Bryan/College Station Metropolitan Planning
Organization's 2010-2035 Metropolitan Transportation Plan identifies FM 2818 as having a
freeway/expressway configuration throughout the project area in the future.
George Bush Drive — George Bush Drive is a four -lane divided collector north of FM 2818 and a two-lane
undivided local roadway south of FM 2818 in the vicinity of the project site. 24-hour traffic counts
conducted on George Bush Drive, north of FM 2818, in November 2010 recorded a daily traffic count of
8,100 vpd. There are no plans to upgrade George Bush Drive at this time.
Luther Street — Luther Street is a two-lane undivided collector roadway in the vicinity of the project site. 24-
hour traffic counts conducted on Luther Street, north of FM 2818, in November 2010 recorded a daily traffic
volume of 4,300 vpd. There are no plans to upgrade Luther Street at this time.
Holleman Drive — Holleman Drive is a two-lane undivided collector roadway near the project site. 24-hour
traffic counts conducted on Holleman Drive, north of FM 2818 and south of Dowling Road, in January 2011
recorded a daily traffic volume of 6,200 vpd and 4,800 vpd, respectively. Holleman Drive is planned to be
extended south of FM 2818, as a four -lane divided roadway, and will connect to the current Jones -Butler
Road/Holleman Drive/Dowling Road intersection.
Jones -Butler Road — Jones -Butler Road is a four -lane undivided collector roadway north of FM 2818 and a
two-lane undivided collector roadway south of FM 2818 in the vicinity of the project site. 24-hour traffic
counts conducted on Jones -Butler Road, north of FM 2818, in January 2011 recorded a daily traffic volume
of 400 vpd. In the near future, the extension of Holleman Drive will connect to the current Jones -Butler
Road/Holleman Drive/Dowling Road intersection located south of FM 2818.
Dowling Road — Dowling Road is a two-lane undivided collector roadway in the vicinity of the project site.
24-hour traffic counts are not available along Dowling Road. There are no plans to upgrade Dowling Road.

Traffic Analysis
The impact of the proposed development on existing area intersections was analyzed. Two (2) time
periods and three (3) travel conditions were evaluated:
2011 Existing Conditions (AM peak and PM peak)
■ 2013 Forecasted Conditions (AM peak and PM peak)
■ 2013 Site Plus Forecasted Conditions (AM peak and PM peak)
Intersection Level of Service
The TIA analyzed seven intersections, three of which are currently signalized. The results are summarized
in Table 2. The build -out condition level of service (LOS) assumed that all roadway and intersection
improvements recommended in the TIA will be constructed.

way stop -controlled intersections, refer to corresponding intersection diagrams.
Recommendations
FM 2818/George Bush Drive — The FM 2818/George Bush Drive intersection currently operates at LOS D
during the AM peak and PM peak periods. Assuming the same intersection geometry and signal timing,
this intersection will continue to operate at LOS D during the AM peak and PM peak periods under 2013
forecasted (without site) traffic conditions. With the addition of site traffic, this intersection will continue to

operate at LOS D during the AM peak and PM peak periods, assuming signal timing optimization. No
improvements are recommended as part of this development.
Luther Street/FM 2818 — The Luther Street/FM 2818 intersection currently operates at LOS A and LOS B
during the AM peak and PM peak periods, respectively. Assuming the same intersection geometry and
signal timing, this intersection will continue to operate at LOS A and LOS B during the AM peak and PM
peak periods, respectively, under 2013 forecasted (without site) traffic conditions. With the addition of site
traffic, this intersection will continue to operate at LOS A and LOS B during the AM peak and PM peak
periods, respectively, assuming signal timing optimization. No improvements are recommended as part of
this development.
Holleman Drive/FM 2818 — The Holleman Drive/FM 2818 intersection currently operates at LOS B and LOS
A during the AM peak and PM peak periods, respectively. Assuming the planned extension of Holleman
Drive south of FM 2818, this intersection will operate at LOS B during the AM peak and PM peak periods
under 2013 forecasted (without site) traffic conditions. With the addition of site traffic, this intersection will
operate at LOS C and LOS B during the AM peak and PM peak periods, respectively, assuming signal
timing optimization. No improvements are recommended as part of this development.
Jones -Butler Road/Holleman Drive/Dowling Road — The Jones -Butler Road/Holleman Drive/Dowling Road
intersection currently operates at LOS A and LOS B during the AM peak and PM peak periods,
respectively. With the planned Holleman Drive Extension providing the fourth leg, this intersection will
operate at LOS A during the AM peak and PM peak periods under 2013 forecasted (without site) traffic
conditions. With the addition of site traffic, this intersection will operate at LOS A during the AM peak and
PM peak periods. No improvements are recommended as part of this development.
Holleman Drive Extension/Manor Avenue — This intersection will operate at LOS A during both the AM peak
and PM peak periods under 2013 site plus forecasted traffic conditions. Manor Avenue will function as a
rig ht-turn-inlright-turn-out driveway and should be constructed with one outbound lane and one inbound
lane.

Holleman Drive Extension/Market Street — This intersection will operate at LOS A during both the AM peak
and PM peak periods under 2013 site plus forecasted traffic conditions. Market Street should be
constructed with one outbound lane and one inbound lane for the northbound approach.
