SUBJECT: COCS Fire Station #6 - Site Plan
Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
City of College Station Transmittal Letter;
Memo providing written responses to all of staffs comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);and
Four (4) revised site and one (1) landscaping plan.
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter explaining
the details. If you have any questions or need additional information, please contact Lauren

STAFF REVIEW COMMENTS NO. 1
Project: COCS Fire Station #6 (SP) — 11-00500047
PLANNING
1. Please contact Jason Schubert, Senior Planner, at 979-764-3570 to discuss pedestrian access
to Lions Park.
2. Please dimension the proposed buffer depth.
3. Please add a parking island formula to the site plan and label each island with its square
footage. The formula is (36 spaces/15) x 180 SF= 432 SF.
4. The curb return radii for each driveway must be labeled.
5. Please use the bike rack shown in the College Station Site Design Standards, and confirm
that four spaces are being provided. The bike racks must be placed 3' from the building.
6. There is no dumpster being shown. Please identify how Sanitation will serve this property.
Also, dumpster enclosure gate must swing 180 degrees.
7. The transformer and ice machine need to screened from view from the right-of-way.
8. The fire lane must be labeled.
9. Please submit photos of the proposed exterior light fixtures to be reviewed for compliance.
10. Please indentify the height of the proposed radio tower.
11. Please see the College Station Site Design Standards for curb and pavement details. The
details provided are similar, but do not provide the same information.
12. Provide a general note on the site plan that all roof and ground -mounted mechanical
equipment shall be screened from view or isolated so as not to be visible from any public
right-of-way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture and scale
to maintain a unified appearance.
13. Provide a general note on the site plan that states the following: Exterior building and site
lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally. Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line.
14. Provide a note stating that all signage must be permitted separately.
15. Please note that any changes made to the plans, that have not been requested by the City of
College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPINGBUFFER
1. According to UDO Section 7.9.13 NRA Summary Table, landscape points must be doubled
when berms are not used to screen parking spaces from the right-of-way in building plots
with over 20,000 square feet of building area. Please refer to Section 7.9.D.2 for more
parking screening options. This plan must either be revised to show double points or a berm.
2. One additional Red Oak is required along the buffer area.
3. Daylily and Spiderwort do not count for point. Please revise the calculations. The site has
adequate points without counts these plants.
4. Please identify the 1% of the site that is being used for "special uses" I know that this is
going to be the plaza, but please clarify that on the plans..
5. Provide a general note that 100% coverage of groundcover, decorative paving, decorative
rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage
areas, the parking lot setback, rights -of -way, and adjacent property disturbed during
construction.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as
per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.
ENGINEERING COMMENTS NO. 1
1. Please show and label all water, sanitary sewer, and storm sewer lines on the site plan.
2. Please show and label the proposed 2-ft contours.
3. Add a note indicating the location of the site with respect to the FEMA floodplain and
reference the panel number.
4. Add a note indicating the building size, building material type, and whether or not it is
proposed to be sprinkled.
5. Add a note indicating the required fire flow per the 2009 International Fire Code.
6. Add a note indicating the minimum, average, and maximum water and sanitary sewer
demands for the site.
7. Please provide verification that the pavers within the fire lane are able to withstand an
80,000 lb. load.
8. FYI ... Any retaining wall greater than 24-inches tall will need a building permit.
9. Engineering plans and documents are still under review and may affect the site plan.

TxDOT Comments

Circulation within the development should be planned for right-in/right-out access for the
University Drive (FM 60) drive. A raised median for this section of University Drive is
likely in the future. Appropriate data, including drainage, must be submitted and
approved prior to any future work/permits in State ROW.

Site Plan Comments
1. (Repeat) Add a note indicating the location of the site with respget to the FEMA floodplain
and reference the panel number. This note does need to be included on the site plan.
2. (Repeat) Add a note indicating the required fire flow per the 2009 International Fire Code.
Based on the construction Type VB and square footage, the fire flow requirement is
4250 gpm. There is a 50% reduction in the fire flow requirement for sprinkling, so the
final fire flow is 2125 gpm from 2 fire hydrants within 450-ft of each other. Please
revise.

Construction Plan Comments #1
1. C2.0 - Please clearly show the location of the proposed silt fence.
2. C2.0 - Tarrow is labeled as an asphalt street rather than reinforced concrete pavement.
Please revise:
3. C2.2 - Please show the stabilized construction entrance per City Standard Detail.
4. FYI ... Plans will need to be signed and sealed prior to approval.
5. C3.0 - The 12-inch waterline crossing Tarrow should be tapped for service rather than the
18-inch line.
6. C3.0 - Please specify C900, DR14, Class 200 for the waterline material.
7. C3.0 - The City requires that 2 gate valves be provided at each tee.
8. C3.0 - Please label the size of the domestic and irrigation water meters.
9. C3.0 - Please show and label the isolation valve on the fire suppression line.
10. C3.0 - Please add note stating that the fire suppression line shall have a lockable lid on the
isolation valve. The lockable lid shall supply the same protection as the AMP or USA,
LL562 Locking Lid at a minimum. An alternate lockable lid shall be approved by College
Station Utilities Director or his designee.
11. C3.0 - A single waterline tap on the 12-inch waterline should be utilized for the irrigation,
fire suppression, and domestic water service.
12. C3.0 - Please label all known existing utility lines including line size.
13. C3.0 - The commercial sanitary sewer service lead needs to tie into a manhole and provide a
drop connection.
14. C3.0 - Please verify that the sand/oil interceptor and grease trap are connecting to the
sanitary sewer.
15. C3.0 - Please label all sanitary sewer line flowlines.
16. C3.0 - FYI... Typically the sanitary sewer extension across Tarrow would require a dry bore.
17. C3.0 - Please provide a plan and profile drawing for the public waterline.
18. C3.0 - Please show and label the location of the FDC.
19. C3.0 - FYI ... TxDOT Utility permits will be required for any utility work within the
University Dr. right-of-way.
20. C1.1 - The proposed sidewalks along University and Tarrow need to be constructed in
accordance City Standard Details.
21. C4.2 - The storm sewer pipe appears to have less than 2-ft of cover and is required to be
Class IV RCP. Please label accordingly.
22. C4.2 — FYI ... It should be verified that there is adequate room within the Tarrow right-of-way
to accommodate this storm sewer without an additional easement.
23. C6.0 — Please use the City's Standard Detail for the driveway approach rather than Detail Q.
24. C7.0 — The sanitary sewer service line is required to tie into a manhole and a drop connection
provided rather than a bend.
25. C7.0 — A cleanout should be provided at all changes in sanitary sewer pipe slope or direction.
26. Drainage Report — Was the downstream storm system designed to accommodate the
proposed runoff?
27. Drainage Report — Was any additional offsite drainage traversing the site?
28. Drainage Report — Please verify that the maximum ponding within the parking lot for the
100-yr storm does not exceed the top of curb.

Waiting on response regarding pedestrian, access to Lions Park.
ENGINEERING COMMENTS NO. 4
1. (Repeat) C3.0 — Please show and label the isolation valve on the fire suppression line. It
does not look like the actual isolation valve is being labeled.
2. (Repeat) C3.0 — Please add note stating that the fire suppression line shall have a lockable
lid on the isolation valve. The lockable lid shall supply the same protection as the AMP or
USA, LL562 Locking Lid at a minimum. An alternate lockable lid shall be approved by
College Station Utilities Director or his designee. Please provide the full note on the site
plan.
3. (Repeat) C3.0 — FYI ... TxDOT Utility permits will be required for any utility work within the
University Dr. right-of-way. There were numerous conditions outlined in the approved
TxDOT Driveway Permit, and they need to be reflected throughout the plans.
4. (Repeat) C3.0/C7.0 — A cleanout should be provided at all changes in sanitary sewer pipe
slope or direction. Cleanouts do not appear to be provided at all changes in slope or
direction.
5. (Repeat) Drainage Report — Was any additional offsite drainage traversing the site? The
City's contour map shows some offsite drainage traversing the property. It is
necessary to account for all drainage being generated on and off -site.
6. (Repeat) Please provide a water/fire flow report, sealed engineer's cost estimate, letter of
acknowledgment, and NOI. The Letter of Acknowledgment needs to be submitted.
7. C1.1/2.0 — A note was just added indicating the NFPA 13 Fire Flow is 475 gpm. The only
fire flow that needs to be noted is the 2125 gpm per the IFC to avoid confusion. Please
revise.
8. C3.0 — Why is there a sanitary sewer service wye on the northwest side of the property?
9. C4.2 — It looks like the 18-inch waterline is labeled incorrectly.
10. C4.2 — Please specify the construction method for the installation of the storm sewer. In the
past we have required the entire concrete panel be replaced. This should be specified on
the plans.
11. C7.0 — Please label the slopes on the sanitary sewer line.
12. C7.0 — Please label water line slopes and the proposed bend/fitting.
13. C7.0 — Please label the TS&V in profile.
14. Since there is proposed construction which will disrupt traffic on Tarrow, a Traffic Control
Plan needs to be included in the plans.
