SUBJECT: SPRING CREEK TERRACE (PP)
I reviewed the above -mentioned PRELIMINARY PLAT application turned in for today's deadline
and determined it to be incomplete. The following is the preliminary list of items needed to
complete the submittal so that staff may conduct a thorough review. Please submit the following
information by 10 a.m. on any Monday for review that week:
Page 3 of 5 of the application. Please be aware that since the previous
preliminary plat on this property was approved and the project closed, this
application/project must be able to stand on its own. The new preliminary plat application
needs to identify the desire to utilize the sidewalk fund if that is still the case.
Clarification/consolidation of applications. Two applications were submitted for
this project with conflicting information.
Proof of authority for JC Wall to sign the platting documents on behalf of PIL
Investments, LLC.
Title report signed by the person preparing the report.
Please be aware that if this application is not completed before March 28, 2011, it will expire
and a new application and fees will be necessary to continue the platting process.

SUBJECT: SPRING CREEK TERRACE (PP)
I reviewed the documents submitted for the above -mentioned PRELIMINARY PLAT application
and determined it to still be incomplete. The following is the preliminary list of items needed to
complete the submittal so that staff may conduct a thorough review. Please submit the following
information by 10 a.m. on any Monday for review that week:
Complete title report for the PIL Investments property signed by the person
preparing the report. The previous report that was originally submitted had 2 pages for
Schedule B and the Schedule B form was not signed. The title report submitted today
only had one page for Schedule B (not the signature page) and provided a signed
Schedule C.
Current title information for the MOV property. The applicant did not provide the
title information with the previous application and the omission or oversight was not
caught by staff. It is a requirement for all plats to provide current title information for the
entire tract.
Proof of authority to sign for the MOV property. A portion of the partnership
agreement was provided, but not the portion that assigns responsibilities or describes
the power of the general partners.
Please be aware that if this application is not completed before March 28, 2011, it will expire
and a new application and fees will be necessary to continue the platting process.

SUBJECT: SPRING CREEK TERRACE (PP) - Preliminary Plan
Staff reviewed the above -mentioned Preliminary Plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Monday, March 21st, 10:00 a.m., your
project will be placed on the next available Planning and Zoning Commission meeting
scheduled for April 7th, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.
One (1) 24" x 36" copy of the revised Preliminary Plan; and
Thirteen (13) 11" x 17" copies of the revised Preliminary Plan.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed, your project will be
pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed
on a future agenda once all the revisions have been made and the appropriate fees paid. Once
your item has been scheduled for the P&Z meeting, the agenda and staff report can be
accessed at the following web site on Monday the week of the P&Z meeting.

1. Please change the street name to Whispering Creek Drive as the proposed street no
longer aligns with Dayton Court.
2. Remove note #6 (the street is no longer Dayton Drive).
3. Revise note# 4 to read "No residential driveway access..."
4. As has been discussed previously, staff will be recommending denial of the variance to
street alignment.
