Thank you for the submittal of your SITE PLAN - COMMERCIAL application. Whlie the Non -
Residential Architectural Standards Building Review Application was not necessary, staff will
make a complimentary review of the information provided. This project will be distributed to
staff next week for their review.

SUBJECT: COCS Carters Creek Wastewater Treatment- Site Plan
Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
City of College Station Transmittal Letter;
Memo providing written responses to all of staff s comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Four (4) revised site plans.
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter explaining
the details. If you have any questions or need additional information, please contact Lauren

STAFF REVIEW COMMENTS NO. 1

PLANNING
1. Please consolidate sheets C-000, C-101, and C-103, and show perimeter setbacks and
dimensions.
2. Please show the existing drive aisle connecting to the new drive aisle to provide adequate
Fire access.
3. Will this building use the existing dumpster?
4. Please provide the square footage of the existing buildings.
5. Parking and drive aisles must be curbed and paved using standards found in the College
Station Site Design Standards. Wheelstops will not be necessary.
6. Each parking space must be 9'x20', measured from the face of the curb.
7. The drive aisles must be at least 23' wide and should be marked at Fire Lane.
8. Please label all meters.
9. It appears that one existing space is being cut in half. Is this intentional?
10. Please add a submittal date to the site plan.
11. What type of fence is being shown on sheet C-101? If chain link is being used, it must be
screened from the abutting residential property.
12. There appears to be a sliver of a fapade projection along the south fagade. Please clarify its
purpose as it appears to block the sidewalk.
13. Please show the location of the knox box.
14. FYI ... No landscape plan is required because the landscaping is not being added or altered.
15. FYI ... No buffer is required because this addition is not more than 25% of the whole
development.
16. FYI ... There is no parking ratio being enforced. Parking has been determined by the
applicant.
17. FYI... Bicycle parking is not being required because this project, being a public industrial
use, is exempt from NRA.
18. Provide a general note on the site plan that all roof and ground -mounted mechanical
equipment shall be screened from view or isolated so as not to be visible from any public
right-of-way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture and scale
to maintain a unified appearance.
19. Provide a general note on the site plan that states the following: Exterior building and site
lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally. Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line.
20. Please note that any changes made to the plans, that have not been requested by the City of
College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. All easements on site are existing. Electric facilities will be designed within existing
easements.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
4. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull boxes
and secondary pedestals provided by CSU).

Site Plan
1. Please list the minimum, average, and maximum water and wastewater demands.
2. Show and label 2-ft existing and proposed contours.
3. Provide a note indicating the building size, construction material type (i.e. Type 213), and
whether or not the building is proposed to be sprinkled.
4. Please add a note references the FEMA Firm Panel where this project is located and if
any portion of the project is within the 100-yr floodplain.
5. The water, sanitary sewer and storm sewer needs to be shown and labeled with size,
material, and slope (if applicable).
6. Please show and label any easements on site.
Construction Documents
1. Please provide a copy of the NOI.
2. Please provide a copy of the Drainage Report.
3. Provide full-sized plan and profile drawings for the proposed waterline (not including the
service line to the building) and fire hydrant.
4. Please submit a cost estimate, Letter of Acknowledgment, and City standard details for
the public water lines and fire hydrant.
5. C-101 — Please label or note the water and sanitary sewer line size, material, and slope (if
applicable).
6. Fire Flow Report — The fire flow should be in accordance with the 2009 International
Fire Code.

1. Details necessary for the site plan must be located on the site plan itself (C-101). These
detail include, but are not limited, to curb, pavement, fire lane signage, and swing gate.
2. Repeat: Show perimeter setbacks and dimensions. This information is required
regardless of platting.
3. There is not a landscape buffer in place to screen the chain link fence from view. Please
provide clarification what native vegetation is going to be preserved to act as a buffer
within the imposed 150'.
4. Please note that any changes made to the plans, that have not been requested by the
City of College Station, must be explained in your next transmittal letter and "bubbled" on
your plans. Any additional changes on these plans that the City has not been made
aware of will constitute a completely new review.

demands. Why are the average and maximum sanitary sewer demands the same?
The should be calculated in accordance with the BCS Unified Design Guidelines.
2. (Repeat) Please add a note references the FEMA Firm Panel where this project is
located and if any portion of the project is within the 100-yr floodplain. Please include
the statement in the response to comments in Note #10 that no portion of the
building is within the 100-yr floodplain.
3. Please show and label the project's Limits of Disturbance.
Construction Documents
1. (Repeat) Please provide a copy of the NOI. FYI ... The NOI will be required to be
submitted by the contractor when he signs the Development Permit.
