Re: Detention Volume Evaluation for the Factory Apartments

Dear Mr. Gibbs:
Klotz Associates has reviewed the options for off site detention for the Factory Apartments
development in College Station, Texas. The project site is located on the eastern corner of
College Main Street and Cherry Street in College Station, Texas. The proposed development
consists of a multi-story building and a parking garage. We submitted a letter report and
supporting calculations by letter dated June 29, 2007 and the results are summarized below.
The calculations showed that the existing runoff from this site to College Main Street
drainage system will decrease. The remaining site would be directly discharged into the
Cherry Street drainage system. Calculations showed that this portion of the site would only
discharge about 10.9 cfs compared with 15.6 cfs that was calculated by Binkley & Barfield.
Also the hydraulic grade line for the I 00-yr event would be well below the top of grate and
containing the proposed I 00 year flows within the storm sewer system.
By modifying the existing ditch along Inlow Blvd, mitigatim for the on-site detention could
be achieved. Construction plans for the excavation along Inlow Blvd. have been prepared
and submitted to the City last week. The construction plans show that excavation along Inlow
Blvd will provide the needed detention volume of 7,164 cubic feet or 265.3 cubic yards. It is
my opinion that the calculations prepared show that the flows off of the Factory Apartments
will be conveyed to the Inlow Blvd. ditch and that the excavation along Inlow Blvd. ditch
will provide the needed detention for the Factory Apartments.
