WINN PROFESSIONAL ENGINEERS AND CONSTRUCTORS, LLC July 23, 2013 Mr. Alan Gibbs, P.E, City Engineer Planning and Development Services City of College Station 1101 Texas Avenue College Station, Texas 77842 RE: Wellborn Special Utility District Arrington Road Elevated Tank Site Drainage Exemption Request Dear Alan: We respectfully request an exemption to the Unified Stormwater Design Guidelines requirements for detention storage or mitigation of stormwater flows generated as a result of the subject project. We note the following factors that we believe justify the exemption: • This project is required for construction of critical public infrastructure by a public utility. • The site is owned by Wellborn SUD, and an existing ground storage tank and high service pump station are located on the site. • Only 0.65 acres of the existing 1.5 site will be disturbed for construction of the tank. Approximately 1/3 of the site will remain in a natural, undisturbed state unless construction of detention is required. • Preliminary rational method drainage calculations and associated exhibits are attached, The total off site and onsite drainage area is 2.40 acres. The calculated flow resulting from the 100 year storm under existing conditions is 5.54 cfs. The calculated flow after clearing, adding the elevated tank, and the required access drive is 5.98 cfs. Thus, a calculated additional 0.43 cfs will be generated by as a result of the project. This additional flow is minimal compared to the flow already contributed to the Alum Creek watershed in that area from other properties and public rights -of -way. We request that this exemption be granted on the basis of Section II.D.1 Threshold for Engineered Design of the Unified Stormwater Design Guidelines, "development of a proposed project will have no appreciable downstream effect." 505 Padon • P. Elevated Storage Tank Attachments: Hydro Analysis to City 071713.pdf Erika, Thanks for being patient with us as we work through this process. We completed a hydraulic analysis of the subject property and surrounding watershed that contributes runoff to the property. Based on our calculations, the watershed area and rainfall intensity are unchanged, while only a small portion of the total area has an increased runoff coefficient due to the proposed land clearing, elevated tank, and driveway. This causes an increase in runoff due to our development of less than 0.5 cfs for a 100-year storm in Brazos Co. Because the increase is negligible, we believe that an abbreviated drainage report (Section III.C.2) would be an acceptable alternative to the complete report. Elevated Storage Tank Danny, There was already a pre -application conference for this project, so that uses suffices for the stormwater planning. These guidelines are meant to help you write the report, but many items won't be applicable to this project. For most projects, they will just give us an executive summary, any associated exhibits, and a completed copy of Appendix D. I think that is probably the shortest, quickest way to write the report. This development meets the qualifications to submit a development plat only, which allows you to skip that step. Most projects have to have an approved preliminary plan and final plat before they can get site plan approval, but you just have to have the development plat approved. Elevated Storage Tank Danny, Unfortunately, we must consider the size of the lot and not just the disturbance area. This is a question that we get quite frequently, and we consistently require detention in cases such as this. Since this area drains to the County just downstream, I'm sure the County Engineer would probably request detention, as well, for proper stormwater management. The only application we have received is a Development Plat Application, which only covers your plat review. The site plan has a completely separate application. (Here is a link to that application: http://cstx.gov/Modules/ShowDocurnent.aspx?documentid=6201.) As you can see, the site plan application is longer and has additional checklists. Per Section II.C.3.b. of the BCS Unified Design Guidelines, we will need a letter indicating which detention exemption criteria apply to this project. At initial glance it does not look like this site would be exempt from detention, as none of the qualifications seem to apply.
