SUBJECT: SPRING CREEK TOWNHOMES PH 3 (FP)
Staff reviewed the above -mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by any Monday at 10:00 a.m., your project
will be placed on the next available Planning and Zoning Commission meeting held in the City
Hall Council Chambers, 1101 Texas Avenue.
One (1) 24"x36" copy of the revised final plat;
Parkland Development fees in the amount of $15,204 must be submitted prior to
the filing of the final plat;
One (1) set of Construction Documents
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed your project will not be
scheduled for a Planning & Zoning Commission meeting. Your project may be placed on a
future agenda once all the revisions have been made and the appropriate fees paid. Once your
item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at
the following web site on Monday the week of the P&Z meeting.

STAFF REVIEW COMMENTS NO. 1
Project: Spring Creek Townhomes Ph 3 (FP) (13-00900138)
PLANNING
1. Please remove note 3.B. It is not applicable to this phase.
2. Notes 5 and 11 should reference Phase 3. Please revise.
3. Parking must be located outside of the right-of-way and meet the dimensional
standards.
4. Parkland development fees for this project are $15,204 ($362 x 42 lots). Fees will
be due prior to the filing of the plat.
5. Please note that any changes made to the plans, that have not been requested
by the City of College Station, must be explained in your next transmittal letter.
6. Please note that you may be required to submit paid tax certificates if they are
not current prior to the filing of your plat.

ENGINEERING COMMENTS NO. 1
Plat
1. Label the approximate ROW width along Decatur Dr.
2. Please label the existing easements adjacent to this phase.
3. Label the PUE in Common Area #4 that is next to Lot 16, Block 5. The previous
plat indicated that it was dedicated by separate instrument.
4. Curve C5 is missing from the curve table.
Construction Documents
5. Sh.1 - Provide detail showing the street sign names and blocks as they should
appear on the signs.
6. Sh.2 - Please provide the sidewalk connection on south side of Dawn Lynn Dr.
between Heath Dr. and the end of the culdesac.
7. Sh.2 - The match point where Heath Dr. and Dawn Lynn Dr. looks like it should
be Sta.1+10 on Dawn Lynn Dr.
8. Sh.2 - The culdesac is required to have a minimum 100-ft diameter right-of-way
and an 80-ft pavement diameter.
9. Please include a standard detail for street signs.
10. Sh.3 - How is the cross -lot drainage be handled?
11. Sh.5 - It may be easier to use an 8"x6" tee and one 6"x4" reducer rather than the
8"x8" tee.
12. Sh.5 - The valve on the 4-inch line would probably be better on the 8-inch leg
running down Heath Dr. in order to minimize service outages if maintenance is
everneeded.
13. Sh.5 - On the 8-inch profile drawing, the fire hydrant is shown below grade.
14. Sh.5 - Please revise Note #4 to indicate that C900 is required rather than C909.
15. Sh.5 - There should be two valves at the fire hydrant tee.
16. Sh.5 — The as -built drawings from Phase 2 shows an 8-inch stub -out to the future
Phase 3 along Heath Dr. rather than a 6-inch waterline.
17.Sh.6 — (S-1 Profile) The as -built drawings show the existing stub -out flowline is
265.25. Please revise if needed.
18. Sh.6 — The sanitary sewer services should be no deeper than 3.5-ft. Please add
a note indicating this and adjust flowlines that are exceeding that depth.
19.Sh.6 — A note should be added that this development is in the Spring Creek
Sewer Impact Fee area.
20. Please show the proposed streetlights, transformers, and any other electrical
infrastructure.
21. FYI... Additional Development Permit Fee in the amount of 1 % of the total public
infrastructure cost will be required.
22. Please provide a copy of the NOI.
23. Water Report — The report should reference C900 rather than C909.
24. Sanitary Sewer Report — The minimum design slope for an 8-inch SS pipe is now
0.55%. Please revise.
25. Drainage Report — Please provide HGL exhibit.
26. Drainage Report — It doesn't appear that the minimum 2.5 fps velocity is being
provided in Pipe 6. Can this be revised? If not, please note it in the Letter of
Acknowledgment.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. SITE PLAN/PLAT: Electric will require a site plan with building footprints tc
accurately size and place transformers and/or pedestals.
2. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg
format, version of plat and / or site plan with building footprints as soon as it is
available. Email to: gmartinez(a cstx.gov.
3. METERING: Townhomes will be individually metered. Each townhome will have
a single meter and service conduit/conductor route.
4. LOAD DATA: The developer will provide load data to CSU as soon as it is
available. This information is critical for CSU to accurately determine the size and
number of transformers, and other equipment, required to provide service to the
project. Failure to provide load data will result in construction delays and, due to
clearance requirements, could affect the final building footprint. Delivery time for
transformers and other equipment not in stock is approximate 26 weeks.
5. EASEMENTS: All easements on site are existing. Electric facilities will be
designed within existing easements.
6. EASEMENTS: Additional 5' PUE's may be required running between designated
lot lines for street lighting circuits Developer provides descriptive easements for
electric infrastructure as designed by CSU, as shown on electric layout.
7. EASEMENTS: Where easements are existing, the developer will be responsible
for locating easements on site to insure that electrical infrastructure is installed
within easement boundaries.
- GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer will intercept existing conduit at designated transformers or other
existing devices and extend as required.
4. If conduit does not exist at designated transformer or other existing devices,
developer will furnish and install conduit as shown on CSU electrical layout.
5. Developer pours electric device pads or footings, i.e. pull boxes, or other device,
per CSU specs and design.
6. Developer installs pull boxes and secondary pedestals per CSU specs and
design, Pull boxes and secondary pedestals provided by CSU.
7. Final site plan must show all proposed electrical facilities necessary to provide
electrical service, i.e. transformers, lighting, pull boxes, or switchgears, all meter
locations, and conduit routing as designed by CSU.

PLANNING
1. Curve lines C7, C10 & C12 appear to be overlapped when printed. Please make revision.
2. Please add a note that the parking area will be under the ownership of the Homeowner's
Association, which will be responsible for the rules, regulations, enforcement and
maintenance of the parking areas.

ENGINEERING COMMENTS NO. 2
3. FYI ... It may be helpful for future home builders to add a note to the plat regarding lot
grading to accommodate cross -lot drainage.
4. FYI ... The plans may be turned in for stamping once the electrical design has been
incorporated.
5. FYI... The Development Permit fee balance is $1,809.16 based on the current cost estimate.
This may be submitted by the contractor along with the NOI when they come to sign the
Development Permit.
6. FYI ... The public infrastructure must be constructed or surety provided for it prior to the plat
being scheduled for a P&Z meeting.
