SUBJECT: FALCON POINT - Preliminary Plan
Staff reviewed the above -mentioned Preliminary Plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by any Monday at 10:00 a.m., your project
will be placed on the next available Planning and Zoning Commission meeting in the City Hall
Council Chambers, 1101 Texas Avenue.
One (1) 24" x 36" copy of the revised Preliminary Plan; and
Thirteen (13) 11" x 17" copies of the revised Preliminary Plan.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed, your project will be
pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed
on a future agenda once all the revisions have been made and the appropriate fees paid. Once
your item has been scheduled for the P&Z meeting, the agenda and staff report can be
accessed at the following web site on Monday the week of the P&Z meeting.

PLANNING
V1. Revise the title block and label below the tract to state "Preliminary Plan".
2. Revise parcel labels so they are identified by legal description (subdivision, lot, and block)
instead of solely by owner.
3. Revise the plan to include contours at two foot intervals.
4. Residual tracts are not permitted. Please label the tracts currently reserved for future
development as Phase 2 and provide lot and block numbers. If a different configuration is
anticipated in the future for the "residual" tracts a new Preliminary Plan may be submitted for
that area.
-- 5. Show the limits of the Dartmouth Street and Holleman Drive right-of-ways (R.O.W.). It
appears to be 75 feet for both Dartmouth Street and Holleman Drive.
4 6. R.O.W. dedication of 8 feet for Holleman Drive and 18 feet for Dartmouth Street will be
required in order to meet sufficient widths required for the Thoroughfare Plan.
7. As advanced notice, please be aware that Parkland Dedication will be required for this
project.

ENGINEERING COMMENTS NO. 1
1. Label the volume and page number on all existing easements.
2. Each lot is required to have a 20-ft rear lot PUE which is contiguous with an existing PUE or
right-of-way.
3. Please show that the lot corners are tied to the City's horizontal control monuments.
4. Show and label the existing waterline and fire hydrant at the tract's southeastern corner.
5. Each lot is required to have access to public water and sanitary sewer mains, as well as
meet fire flow requirements per the BCS United Design Guidelines. Please show and label
infrastructure.
6. FYI — As this tract does not have direct access to Wolf Pen Creek, additional drainage
analysis will be required in order to evaluate the conveyance of storm water to the main
channel of Wolf Pen Creek, specifically the culvert beneath Holleman Drive.
7. Please label 10 foot electrical easement (v894, p656) along Dartmouth.
8. Please add a drainage easement along the watercourse crossing the property.
9. Please add a note and correspondence from the gas company specifying required
separation distances between the existing gas pipeline and structures.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer provides temporary blanket easement for construction purposes and provides
descriptive easements for electric infrastructure as designed by CSU for electric lines (where
applicable, including street lights)
2. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
3. The following easements will be required:
10' PUE on each side of all Lot Lines (total 20' PUE) contained within the subject
property and that do not show existing or proposed PUE's along their length.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull
boxes and secondary pedestals provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:
gmartinez@cstx.gov.
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 26 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.

PLANNING
V1. Please contact me at (979) 764-3570 to set up a facilitation meeting to quickly resolve
questions/comments.
Verify the limits of Dartmouth Street and Holleman Drive rights -of -way (R.O.W.). They are
't currently labeled as 80' but neither of the ROW widths are that size when scaled on the plan
or in GIS. The number appears to be closer to 75' maybe less in some places.
t 3. Because the subject tract will receive one access point from Dartmouth Street, the private
cross access easement should project to Phase 2 through Lot 1, Phase 1.
4R( Label the access easements as private access easements.
y,5: Provide the volume and page numbers for the Curtis Investments and Texas Huntington
Apartments tracts to show that these lots have been previously platted.
6. Revise the lot numbers for Phase Two to be Lots 5 and 6. While these lots are included in

different phases they are still within the same block and tract and should be numbered
differently. The repetition of the same lot numbers within a block may cause confusion for
future viewers of the plan.
V7:. Revise the plan to label contours at two foot intervals. Currently, the labels are depicted
less frequently which makes it difficult to differentiate between them.
y8.( Revise the title block number of lots to 6 lots for the 2436 submittal and update the date
given in the title block so the 2436 and the 11x17 copies match.
-9. Move the title block so that it is located in the bottom right corner of the plan.
-10. Remove Notes #4 and #5 from the Preliminary Plan, as they may be incorrect if a future
variance is granted by the Zoning Board of Adjustments.
V 11. As advanced notice, please be aware that Parkland Dedication will be required for this
project.

1. (Repeat) Label the volume and page number on all existing easements. Please verify that
10-ft Sanitary Sewer Easement (V.335, P.452) is not located on the property.
2. (Repeat) Each lot is required to have a 20-ft rear lot PUE which is contiguous with an
existing PUE or right-of-way. Please show and label the rear lot PUE for Phase 2, Lot 1
and Lot 2.
3. (Repeat) Please show that the lot corners are tied to the City's horizontal control

indicates that this is a Lonestar Gas Pipeline. Please provide correspondence from
the gas company and revise note.

of plat and / or site plan as soon as it is available. Email to: ehorton(a)cstx.gov.
2. LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and, due to clearance requirements, could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks.

ENGINEERING
1. The 10-ft PUEs for the proposed water and sanitary sewer on Lots 2, 3, and 4 are
insufficient and need to be at least 15-ft wide.
2. Please show a 10-ft PUE along the NW side of Lots 4 & 6.
3. There's not enough room within the proposed right-of-way for the proposed water and
sanitary sewer along the side of Lot 1. A minimum 30-ft PUE with utility lines separated by 9
feet is needed if water and sewer are going to be located in the same trench.
