Hovde, Staff Planner SUBJECT: Foster Ave Apartments - Site Plan Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff review comments detailing items that need to be addressed. Please address the comments and submit the following information by any Monday at 10:00 a.m. for further staff review: City of College Station Transmittal Letter, Memo providing written responses to all of staffs comments (identify the specific page that each comment was addressed on or the reason for not addressing the comment), Four (4) revised site and one (1) landscaping plan, $29,448 Parkland Dedication fees prior to issuance of a building permit, Easement Dedication Sheet and required documents (please note that the Site Plan will not be stamped approved until the Blanket Easement, or all other appropriate easements, have been dedicated to the City of College Station). Please note that this application will expire in 90 days from the date of this memo, if the applicant has not provided written response comments and revised documents to the Administrator that seek to address the staff review comments contained herein. If there are comments that you are not addressing with the revised site plan, please attach a letter explaining the details. Covered parking is located within the rear building setback which is not permitted. Site Plan approval will be held until action is taken by City Council regarding the rezoning revision to reduce the rear setback. 2. Parking spaces may only be 18-feet deep if they do not contain a wheel stop, abut a 4-foot landscaped island, or abut a 6-foot sidewalk. The parking spaces under covered parking must be 9 feet wide outside of the columns. Also, please label the parking setback of 6 feet from Foster Avenue right-of-way. 3. Please confirm that the dumpster is not gated. It only has the appropriate clearance if the area is not gated. 4. An emergency access gate must be added to Francis Drive for Fire use only. No curb cut is to be installed for this access. The sidewalk at this location needs a Iaydown curb, as well as a Iaydown curb on the interior of the gate within the parking lot, and the gate must have a knox pad lock. The sidewalk and concrete extension to the drive aisle, as well as the drive aisle for the portion that abuts the proposed building, must be built to fire lane standards. Please provide a note stating that the gate to Francis Drive is for Fire Department emergency access use only. In the event the gate is left open, the City of College Station retains the ability to close the gate without consulting the property owner. A sign should be placed on the gate identifying it as Emergency Access Only. The proposed meters must be relocated to accommodate this addition. 5. An additional fire lane, within the proposed drive aisle, is required off of Foster Avenue at a depth of 100 feet. Please label all fire lanes and provide a fire lane striping detail. 6. Please label any open space being proposed, fence types, proposed public utility easements (leaving a blank to be filled in when the document is filed), zoning of abutting property, and the size of two -bedroom units (whether lesser or greater than 130SF per bedroom). 7. Existing buildings may be removed from Sheet C1. 8. The total site area needs to be added to the title block, and please provide the number of buildings proposed with the gross square footage and density proposed. 9. Please clarify that the height proposed is to the tallest point of the structure. 10. Please add an interior parking island calculation being ((16 spaces/15)'180SF). End islands that area combined must be at least 360SF (corner of building 11. A curb cut needs to be shown for the proposed driveway and ADA ramps on Foster Avenue. The curb return radii for this driveway must be between 25 feet and 30 feet. 12. Provide a note stating that Foster Avenue Apartments, College Hills Estates Block 3 lots 9- 10, is to be considered one building plot for the purpose of signage and landscaping. 13. Provide a note stating, "Access shall be provided at all times for police, fire, City inspections, mail delivery, garbage pick-up, dial -a -rides, utility, school buses, and other health and safety -related vehicles. Access must not require drivers to exit their vehicle." This statement comes from the Site Design Standards for gating multi -family developments. 14. Provide a general note on the site plan that all roof and ground -mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 15. Also, the pavement section detail does not meet fire lane standards since on -site access was not previous know. Please revise the detail using a limestone base and appropriate rebar size and spacing. 16. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not be made of aware of will constitute a completely new review. Reviewed by: Lauren A. Hovde, Staff Planner Date: August 28, 2012 LANDSCAPING/STREETSCAPING/BUFFER 1. A PIP application is required for any landscaping and irrigation within the right-of-way. No landscaping that is used to meet minimum planting requirements may be located within the right-of-way. FYI... Two non -canopy trees can replace one canopy tree for streetscaping purposes. However, at least 50% of the total landscaping points required must be satisfied by using canopy trees. 2. The number of street tress is calculated by the linear feet of frontage along both frontages, minus driveway and emergency access, divided by 32. Please revise the calculations provided. 3. There do not appear to be 280 Firecracker Plants being shown. Also, the Firecracker Bush found on the City of College Station Approved Plant List has a scientific name of hamelia patens. No landscaping that is used to meet minimum planting requirements may be located within the right-of-way. 4. Alle Elm is not an approved canopy tree, but Lacebark Elm can be used. 5. Please show the location of individual shrubs that meet minimum planting requirements. There appear to be a concentration in some areas that does not seem feasible. Extra plantings can be shown more generally. 6. The property line needs to be shown and dimensioned. 7. Please clarify why required landscaping points are shown to be doubled. 8. Parking areas must be screened from the rights -of -way using approved screening shrubs of at least 3 feet in height. 50% of screening shrubs must be evergreen. Knockout Roses are not an approved screening shrub, but do qualify for landscaping points. 9. The landscaping calculations refer to a parking requirement, please revise. 10. The total site square footage does not appear to be correct. Please revise. 11. Please move the landscape notes (at the bottom of the page) on Sheet L2.1 to Sheet L1.1. 12. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as per City Ordinance 2394. 13. Based on the peak water demand, a 2-inch water meter would be needed. 3. Please update General Note #6 to reference the current 2012 standards. 4. C2 — Please use current details with the August 2012 revision date. 5. Engineering plans and documents are still under review. Additional comments will be sent under separate cover and may affect the site plan. Reviewed by: Erika Bridges Date: August 29, 2012 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version of plat and / or site plan as soon as it is available. Email to: ehorton(cD-cstx.gov LOAD DATA: The developer will provide load data to CSU as soon as it is available. This information is critical for CSU to accurately determine the size and number of transformers, and other equipment, required to provide service to the project. Failure to provide load data will result in construction delays and, due to clearance requirements, could affect the final building footprint. Delivery time for transformers and other equipment not in stock is approximate 26 weeks. EASEMENTS: Developer provides temporary blanket easement for construction purposes and upon completion of project must provide descriptive easements for electric infrastructure as designed by CSU. EASEMENTS: Developer provides descriptive easements for electric infrastructure as designed by CSU, as shown on plat or site plan. If easements are existing, the developer will be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser. 4. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 5. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other device, per CSU specs and design. 7. Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull boxes and secondary pedestals provided by CSU. 8. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing as designed by CSU. 9. Reviewed by: Eric Horton Date: August 23, 2012 FIRE 1) Show Knox Box location on building. 2) Knox caps required for FDC. 3) Automatic gates at the Foster entrance will need Knox switch for emergency access. 4) A Knox pad lock needs to be installed at the Francis AAE (aerial access easement). 5) The AAE off Francis only needs to be 26-foot wide when against the 50-foot tall section of the building. C5 — Please provide additional silt fence along the NE side of the property. 4. C6 — Please provide outside drop for the proposed sanitary sewer service tie-in. 5. C6 — The meters and isolation valve need to be at the edge of the ROW. 6. C6 — Is there a drain for the pool? It isn't allowed to be discharged to the storm sewer. 7. Drainage Report — Please provide 0.5-ft of freeboard. 19. Drainage Report — Was the predevelopment C value weighted to include the existing developed/undeveloped portions? 20. Drainage Report — Please provide a copy of Appendix D. 21. Drainage Report — How will the proposed fire lane addition affect the drainage? 22. Also, please eliminate 90o bend. 4. Fire Flow — The fire flow indicates that a 1.5' meter is required, but C1 references a 2". Based on the flows, it looks like the 2" meter will be needed.
