SUBJECT: TOWER POINT PH 12, L 1-3, BLK 2 (FP)
I reviewed the above -mentioned FINAL PLAT - RESIDENTIAL application turned in for today's
deadline and determined it to be incomplete. The following is the preliminary list of items
needed to complete the submittal so that staff may conduct a thorough review. Please submit
the following information by 10 a.m. on any Monday for review that week:
The engineer's dated signatures on the development permit portion of the plat
application.
The Development Permit Application/Public Infrastructure Review and Inspection
Fee. A development permit for this project was submitted in November 2010, but
without the final plat application, the submittal expired over two weeks ago. We still
have the information that was provided and will transfer it to this application if that is your
wish; otherwise, the engineering documents are also needed.
Please be aware that if this application is not completed before March 14, 2011, it will expire
and a new application and fees will be necessary to continue the platting process.

application had expired; therefore, the following is still required by 10 a.m. on any Monday for

Staff reviewed the above -mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. If all comments have been
addressed and the following information submitted by Monday, February 14, 2011, 10:00 a.m.,
your project will be placed on the next available Planning and Zoning Commission meeting
scheduled for, March 3, 2011, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas
Avenue.
One (1) 24"x36" copy of the revised final plat;
Thirteen (13) 11"x17" copies of the revised final plat;
One (1) Mylar original of the revised final plat (required after P&Z approval); and
One (1) copy of the digital file of the final plat on diskette or e-mail to:

Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed your project will not be
scheduled for a Planning & Zoning Commission meeting. Your project may be placed on a
future agenda once all the revisions have been made and the appropriate fees paid. Once your

1. Please clarify why the block decreased in size.
2. In this situation, the private access easement must be shown to verify where access will be
taken from the public right-of-way.
3. The title report shows several easements, including a blanket easement, that are not
displayed on the plat. Please show these easements, add a note, or clarify if the easement
not valid.
4. Note 8 appears to be missing the word "easement' after the phrase 'variable width".
5. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not been made aware of will
constitute a completely new review.
6. Please note that you may be required to submit paid tax certificates if they are not current

ENGINEERING COMMENTS NO. 1
Final Plat
1. Was the TxDOT Drainage Easement released?
2. As per our discussion, the 100-yr floodplain line per the WP Moore pending LOMR may
be the only floodplain line shown. We will need correspondence from FEMA indicating
that WP Moore can proceed with notifications to neighboring residents.
3. A 20-ft rear lot PUE is required for all lots adjacent to unplatted property.
4. Is the 20-ft PUE along the outer southwest perimeter of the property proposed?
NOTE: Any changes made to the plans, that have not been requested by the City of College Station, must be
explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans
that have not been pointed out to the City, will constitute a completely new review. 2 of 5
5. Please verify if the following easements are located on the property:
• 10-ft PUE (Vol.723, P.889)
• 15-ft PUE (Vol.589, P.223)
6. Please show the 40-ftAccess Easement between the lots, as shown in the construction
plans. As proposed, Lot 2 currently does not have access to a public street.
7. Please coordinate with WP Moore for current easement locations and widths, as
necessary for the water and sanitary sewer infrastructure.
Construction Plans & Documents
1. C1.0 - Please revise the Title to indicate that these are the infrastructure plans for all
lots in Phase 12.
2. C1.0 - It looks like the Index should also list C3.0 & C6.2. Also, C3.1 was listed on the
Index and not included in the plan set.
3. C2.0 - You may want to add another note stating that the contractor must provide digital
construction pictures in accordance with Spec 01 30 00.
4. C4.0 - Please show the spoils from construction and associated erosion control.
5. C4.0 - Please include additional erosion control measures downstream between the
creek and construction activities.
6. C5.1 - A drop connection is required at MH Ex-1.
7. C5.1 - Please add a note specifying that a dry mechanical bore is required in
accordance with Spec 31 78 00.
8. C5.1 - The steel encasement pipe must have a nominal diameter of 16-inches.
9. C5.1 - Please make the existing 12-inch waterline pipe more visible.
10. C5.1 - Please label the flowline of the waterlines at crossings.
11. C5.1 - Provide a 0.1-ft drop across the inverts.
12. C5.1 - Please label flowlines at least every 100-ft.
13. C5.1 -Where the sanitary sewer is 6-14' deep, a minimum 20-ft PUE will be required.
14. C5.1 - Please label the PUE for the sanitary sewer extension to Lots 1 & 2.
15. C5.1 - The stubbed out and plugged sanitary sewer line needs to be one full joint with a
cleanout.
16. C5.2 - A TS&V may be used for the connection to the existing 12-inch waterline.
17. C5.2 - Please provide 3 valves at the cross and 2 valves at any tee.
18, C5.2 - Each lot is required to meet the commercial fire flow requirement of 2500 gpm
which can be split between 2 fire hydrants. If a development that requires a fire line
wants to build on Lot 2, there would not be a hydrant within 150-ft of the FDC.
19. C5.2 - Please specify how services should be plugged for future use.
20. C5.2 - Please label all locations where bends or deflections are proposed.
21. Water/Wastewater Reports - Please update the Title and Page 2 to reflect that this
infrastructure is for Lots 1-3, Phase 12 rather Lot 3, Phase 12A.
22. WaterNVastewater Reports - The acreage in the reports should be the same acreage as
the plat (5.44 Ac.). Please revise.
23. Water/Wastewater Reports - Under the Proposed Site Conditions and Analysis sections
of the reports, part of the land use should be Restaurant use rather than just
"commercial retail shops."

24. Water Report — The Waterline Analysis references 4 proposed hydrants within 600 feet
of each other. Please provide an exhibit of these hydrants and label distances between
the lots and hydrants.
25. Water Report — Please include the KY -Pipe data (or other Hardy -Cross software used) in
the appendix to support the pressure and velocities in the Proposed Analysis. .This
should include Normal and Fire Flow Analysis for the proposed system.
26. Wastewater Report — Please update Exhibit 1 to reflect the plans.
27. Wastewater Report — Is 16.96cfs total capacity of the 27" pipe or estimated current
flows?
28. Cost Estimate — The cost estimate needs to be updated to include all 8" sanitary sewer
line, additional manholes, and fire hydrants (if necessary).
29. Please provide an NOI.
30. Will there be public storm sewer extended to serve these lots? If so, please submit a
drainage report and drawings.
31. Please provide a traffic control plan if any portion of Arrington will need to be closed
during construction (i.e. when boring under Arrington).
32. FYI... For the as -built drawings, the contractor's certification is required on every sheet,
while the engineer's certification is only necessary on sheets with drainage
infrastructure. The engineer's as -built certification does not need to be included on
C1.0.
33. FYI ... The cost estimate, water report, and sanitary sewer report need to be sealed by an
Engineer prior to plan approval.
34. FYI... Additional Development Permit Fee may be required for a total fee of 1% of public
infrastructure costs.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer provides temporary blanket easement for construction purposes and provides
descriptive easements for electric infrastructure as designed by CSU for electric lines
(including street lights where applicable).
2. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
3. The following easements will be required:

GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.

5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull
boxes and secondary pedestals provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:

9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical

designed by CSU.
