Upon weighing these factors, I contend the highest and best use for the Whole Property is for future light commercial use with an interim use for single family residential until such time development is feasible. Due to its size and shape, the Proposed Acquisition's estimated highest and best use is considered to be a use in conjunction with the Whole Property. The remainder will experience limited difference after the acquisition. Thus, its highest and best use is also considered to be for future light commercial use with an interim single family residential use until development becomes financially feasible.
