SUBJECT: ED & PENNY THOMAS TRACT (COMP) — Comprehensive Plan
Amendment
Staff reviewed the above-mentioned Comprehensive Plan Amendment as requested.
The following page is a list of staff review comments detailing items that need to be
addressed. If all comments have been addressed and the following information
submitted by Monday, November 17, 2008, 10:00 a.m., your project will be placed on
the next available Planning and Zoning Commission meeting scheduled for, December
4, 2008, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue.

Upon receipt of the required documents for the Planning & Zoning meeting, your project
will be considered formally filed with the City of College Station. Please note that if all
comments have not been addressed your project will not be scheduled for a Planning &
Zoning Commission meeting. Your project may be placed on a future agenda once all
the revisions have been made. Once your item has been scheduled for the P&Z
meeting, the agenda and staff report can be accessed at the following web site on
Monday the week of the P&Z meeting.

1. The boundaries and dimensions for Hwy 40 need to be shown.
2. Please label each road abutting the property with its Thoroughfare Plan designation.
3. Please show the Munro property as being owned by Wellborn Road Joint Venture.

Comments
1. Comment:
Access on to Barron Rd a minor arterial will be an issue. Based on the spacing between
Barron Rd and SH 40 there is approximately 325 feet to work with. Based on the Unified
Development Ordinance (UDO) driveway spacing for a minor arterial is 300 feet to both
sides for at total length of 600 feet. Access on SH 40 will have to be coordinated with
TxDOT. Driveway spacing would be at a minimum of 360' for 45 mph and 425' for 50
mph. Ultimately, TxDOT will build a grade separated interchange.
2. Comment:
The comp plan amendment application was received prior to the new TIA ordinance
adopted on October 23, 2008, however just to be able to judge the potential impact of this
development an analysis was conducted with the new TIA ordinance requirement.
Based on C3 zoning, 40 trips in the peak hour per acre was used for the analysis. 40 trips
times 2.149 acres equals 88 trips in the peak hour generated by this development. Under
the new ordinance of 150 trips in the peak hour threshold, this development would not
have triggered a TIA.
In the Site Plan stage this development will also be reviewed to see if it triggers a TIA.
If the comp plan remains the same, single family residential, according to the UDO 8
dwellings per acre will be allowed. 8 dwellings times 2.149 acres equals 19.35
dwellings. Based on the Institute of Traffic Engineers (ITE) manual, 10.10 vehicles per
day (vpd) and 1.02 trips in the peak pm period will be generated per dwelling unit. 19.35
times 10.10 equals 195 vpd. 19.35 times 1.02 equals 20 trips per the peak period.
3. Comment:
Current traffic counts available are 2006 Average Daily Traffic (ADT) conducted by
TxDOT. The counts are actually on Wellborn Road. Traffic on Wellborn, north of SH 40
is 16,900 ADT and south of SH 40 is 4,900 ADT. The assumption can be made that the
majority of traffic utilized SH 40 in between these counts. The remaining traffic utilizing
SH 40 is 12,000 ADT. For SH 40, based on the Highway Capacity Manual SH 40 and
based on preliminary analysis would fall within the Level of Service of C.
