I reviewed the above -mentioned site plan/development permit/non-residential architectural
standards application turned in for the October 7, 2009 deadline and determined it to be
incomplete. The following is the preliminary item needed to complete the submittal so that staff
may conduct a thorough review. Please submit the following information by 10 a.m. on any
Monday for review that week:
A Traffic Impact Analysis. I understand that this is to come under separate
cover, but it has not yet been submitted.
Please be aware that if this application is not completed before November 23, 2009, it will expire
and a new application and fees will be necessary to continue the site planning process.

�! It appears that the "future" retail space labeled on the south elevation of the main
building is part of the site plan. If this is correct, please remove the word "future'. If this
is the future retail space on the abutting property, please revise the graphic.
The orange EFIS on the west elevation is labeled as PT-2 but is actually PT-5. Please
revise.
The stone below the Fresh Food sign on the west elevation is labeled as Metal PT-1.
Please remove this label.

10. This building plot is estimated to be over 150,000 SF. Therefore the following apply:

11. The carwash elevations do not appear to reflect what is shown on the site plan.
Paint colors Del Sol, HEB TX Red, and Stop are exceeding the maximum 5% of accent
V colors. You have the option of seeking a waiver from the Design Review Board.
13. The following comments are regarding the minimum standards for architectural relief
elements founding in Section 7.9.B.2 of the Unified Development Ordinance:
CThe fueling station kiosk is not meeting this standard.
Fj! The carwash needs 1 additional element on the northwest and southeast fagade,
V and it needs two on the southwest fagade. The northeast fagade appears to be
meeting this standard with awnings and pilasters, but please verify.
6The fueling area canopy is meeting the requirement on all facades.

each. Staff was not able to distinguish any elements on the east and south
facade. The north facade needs 1 more elements and the west facade needs 4
more.
The south elevation of the main building is considered facing a public right-of-way.
Please revise accordingly.
lt. - FYI ... A 20,000 SF future addition to the north side will cause the rear facade to be
considered "facing a public right-of-way" and will then have to come into compliance with
associated standards.
Due to the nature of the comments above, new information submitted on the second review

PLANNING
1. Please add the square footage and percentage of cast stone to the materials legends.
2. Any fagade may have a maximum of 20% architectural metal. Please identify what type
of metal is being proposed. Canopies and awning do not count toward the amount of
metal on a building.
3. What material is "cooler panel wall'?
4. Plain concrete is not an approved material. Smooth face, tinted CMU may make up 10%
of each fagade. Otherwise, concrete must be treated with a high -build textured paint to
simulate the appearance of stucco or EIFS. This type of treated concrete may makeup
75% of each fagade.
5. The south fagade must consist of 10% stone.
6. No more than 33% of the northeast facade should be on the same plane.
7. The following comments are regarding the minimum standards for architectural relief
elements founding in Section 7.9.6.2 of the Unified Development Ordinance:
a. The fueling station kiosk is not meeting this standard. Only the canopy in the
front fagade of the kiosk projects enough to be considered an overhang.
However, this cannot qualify as a stoop as well.
b. The east fagade of the main building should have 12 architectural relief elements
each, but is currently showing 10. An awning can be placed over the door at the
top of the ramp. Also, there is an EFIS screen wall on the site plan that is not
shown on this elevation. Architectural Relief elements were not added to the
south fagade. The west fagade needs 2 more elements because several of the
elements that were labeled cannot be counted. For example, there are several
wall plane recessions that are labeled individually, but function as a single
recessed entry. The wall offset labeled as 12 is not shown on the site plan.
8. Please add a note that states that the building and site lighting will comply with Section
7.10 of the Unified Development Ordinance. The fueling station appears to have an
exposed light source which does not comply.
9. Just an FYI, you are not limited on the amount of SW 6178 Clary Sage and SW 6629
Jalapeno that can be used if you would like to carry those colors throughout the
development.

1. The elevation sheets are labeled as the 5'" Review, but this is only the third.
2. Main building - The east facade is lacking one architectural relief element. An awning could
me mounted over the door at the top of the ramp.
3. Main building - The south facade is lacking four architectural relief elements. Some of the
ARE that are being numbered are actually being used to satisfy this requirement on other
facades. This facade also only has 9% stone on the materials legend.
4. Main building — Cast stone is still being shown on the elevations.
5. Not all of the total percentages for color and materials equal 100%. Also, the percentage for
stone is different on the materials legend and color legend. For instance, the NW facade on
the fuel station shows 41 % stone on the materials legend, but the color legend shows 13%.
This may be because canopies are already not being counted toward the percentage of
metal on the materials legend, but I am not sure. Please clarify or revise.
6. The percentage for windows and openings has been left as N/A. Please revise.
7. Main building - What color is the stain being used for the wood screen wall?
8. Fuel Station — There is more than 20% metal on each facade. Please be aware that roofs
and canopies do not count toward the amount of metal to be included in this calculation.
9. Fuel Station — The lighting standards note was added to the elevation sheet; however, there
is still lights being shown on each fuel pump (yellow circles) that would not meet this
standard.
10. Please provide a note that states, "All roof and ground -mounted mechanical equipment shall
be screened from view or isolated so as not to be visible from any public right-of-way or
residential district within 150' of the subject lot, measured from a point five feet above grade.
Such screening shall be coordinated with the building architecture and scale to maintain a

reference number not a NRA submittal number.

fagade which includes the one additional relief element over the door at the top of the door.
Main building — The south facade is lacking four architectural relief elements. Some of the

We adjusted/modified the ARE elements on the south fagade and eliminated the duplicated ones.
We have a revised elevation which includes the four additional relief elements. This fagade also
only has 9% stone on the materials legend. We adjusted the stone and our table now reflects the
required 10% stone.
Main building — Cast stone is still being shown on the elevations. Cast stone is our material of
choice and is reflected in our schedules. Please note that to get to our 50% and 10%
requirements, the stone and cast stone need to be added together which is not reflected in our
table.

Brown 005 AmeriStain" to compliment the stone color. We have added it to the Color and
Materials legend.

the metal roofs and canopies from our totals and also replaced the metal wall panel with a EIFS
veneer.
Fuel Station — The lighting standards note was added to the elevation sheet; however,
there is still lights being shown on each fuel pump (yellow circles) that would not meet this
standard. As we discussed, these are non illuminated signs.
