PLANNING
1. In regards to General Note # 4, if the City of College Station sanitation services are not
being utilized due to the use of a private disposal company, the minimum fee according
to city ordinance is $14.00 per month.
2. Regarding Site Plan Keynote #49, the 4" diameter galvanized pipe curb cannot be used
in lieu of a 6" monolithic curb. However, it can be used in addition to a 6" monolithic curb,
but will need to be painted. If this is the intent, please revise the "Pipe Curb Diagram"
and revise Keynote #49.
3. Please note that any changes made to the plans, that have not been requested by the
City of College Station, must be explained in your next transmittal letter and "bubbled" on
your plans. Any additional changes on these plans that the City has not been made
aware of will constitute a completely new review.

Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and

specific page that each comment was addressed on or the reason for not
addressing the comment);

SUBJECT: FIRST VICTORIA (SP) - Site Plan
Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. The next submittal will be the third
and final review by staff for this round of reviews. If all items have not been addressed on the
next submittal, another $200 processing fee will need to be submitted for the subsequent set of
three (3) reviews. Please address the comments and submit the following information for
further staff review:
Seven (7) complete sets of construction documents for the proposed
development with the revised site and landscaping plans attached (one set will
be returned to you, please submit additional copies if you want more than one
approved set)
Four (4) revised site plans
One (1) landscaping plan
One (1) 11x17 grading and erosion control plan
If there are comments that you are not addressing with the revised site plan, please attach a

development permit applications for First Victoria. This project met the September 23, 2009

STAFF REVIEW COMMENTS NO. 1

PLANNING
1. Sanitation is requiring that this project have at least a 90 gallon trash can on site. This size
container does not require additional screening, but the location will need to be identified.
2. Please include improvements that will made in the access easement off site as a part of this
site plan. The site plan shows the proposed drive aisle on site dead ending into a curbed
area along the access easement.
3. Please provide more information relating to Site Plan Keynote #49. In general, all paved
areas must be surrounded by a 6" monolithic curb. Is the proposed "galv pipe curb" in
addition to the concrete curb or in lieu of? Please include finish of pipe curb.
4. Please revise Site Information note #7 to read as follows: "Lot 1, Block 4 and Lot 2, Block 4
are one building plot for the purposes of the Unified Development Ordinance, including
signage, Non -Residential Architectural Standards, and access.
5. Please show how the transformer located in the northwest corner of the property will be
screened.
6. A temporary curb detail has been provided on the site plan. Is temporary curbing proposed
on site? If so, please identify where on site.
7. Provide a general note on the site plan that all roof and ground -mounted mechanical
equipment shall be screened from view or isolated so as not to be visible from any public
right-of-way or residential district within 150' of the subject lot, measured from a point five
feet above grade. Such screening shall be coordinated with the building architecture and
scale to maintain a unified appearance.
8. Provide a general note on the site plan that states the following: Exterior building and site
lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The
light source shall not project below an opaque housing and no fixture shall directly project
light horizontally. Fixtures will be mounted in such a manner that the projected cone of light
does not cross any property line.
9. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING/BUFFER
1) The site plan shows that the area of the site is 66,211 square feet; however, the landscape
plan shows the site to be 66,007 square feet. Please adjust the landscape plan area and
calculations to match the area shown on the site plan.
2) Several of the non -canopy trees proposed on the landscape plan are not included on the
City of College Station approved plantings list; additionally, the majority of shrubs identified
on the plan are not listed on the City of College Station approved plantings list. These
plants may be used, however points may not be earned. I have attached the approved plant
list to this memo. Please revise the landscape plan accordingly.
3) Streetscaping is required along the entire frontage of both Highway 40 and Arrington Road,
including the corner where these two right-of-ways meet. Please revise the Landscape
Plan.
4) The Landscape Plan states that 8 canopy trees are required along Highway 40 to meet the
streetscape requirements for this frontage. I have identified 5 canopy trees and one non -
canopy tree in this area. There were two Chaste Trees and one Retama Tree shown along
this frontage, but those species of trees are not listed on the City of College Station
approved plantings list, and therefore cannot be applied to the streetscape requirements.
5) In relation to note number 10 on the Landscape Plan, the use of loose rock of any kind
should be limited around drive aisles and parking spaces. Please identify how rock will be
confined to the planting areas. In general, it may only be used within planted areas and not
as a stand-alone groundcover.

MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed
as per City Ordinance 2394.
2. All BackFlow devices must be installed and tested upon installation as per City Ordinance
2394.
ENGINEERING COMMENTS NO. 1
1. Please submit Letter of Acknowledgement.
2. FYI - The subject tract is located in the Spring Creek Sanitary Sewer Impact Fee Area.
3. The water demands provided require a .75 inch meter, please revise.
4. Sanitary sewer service line requires a clean out every 100 feet.
5. Please specify exactly which past drainage report this lot falls under.
6. Please provide drainage calcs. specific to this site (ie. culvert sizing, pipe sizing, drainage
backup in parking areas < 6 inches, etc)
7. What are the total post development flows leaving the site and how does that coincide with
the referenced report?
8. Is the illustrated transform pad the actual size? Please move the pad a far away from the
existing sanitary sewer main as possible.
9. No additional fill will be allowed in the existing 20 foot PUE located along the western
property line, please revise.
10. Please verify that the proposed retaining wall does not encroach the existing PUE.
11. Please specify that Detail S1-03 be used when connecting to the existing storm box.
12. (Sheet C-3) Please verify the size of sanitary sewer main crossing Arrington, noted "By
Others".
13. (Sheet C-3) Please note on the site plan the fire flow and number of fire hydrants required
on this site based on building size and material type (Table B105.1 and C105.1 of the Fire
Code).
14. Storm water management requirements are as follows, any questions may be directed to
Donnie Willis, CoCS Drainage Inspector, at 979-764-6375:
Storm Water Discharges from Small Construction Activities
The Texas Commission on Environmental Quality has issued a general permit for construction
activities under the Texas Pollution Discharge Elimination System. The general permit
(TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of
a common plan of development disturbing at least 1 but less than 5 acres.
You will need to follow these steps to discharge storm water from your construction site to the
City of College Station's Municipal Separate Storm Water Sewer System (MS4):
1. Read the general permit (TXR150000) to make sure it applies to your situation.
2. Adhere to the requirements of the general permit (TXR150000).
3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part
III of the general permit (TXR150000).
4. Sign and post a construction site notice.
5. At least 2 days before beginning construction, provide a copy of the site notice to the
operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm
water will be discharged.
A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned,
designed or used to collect or transport storm water.
As long as you meet the conditions of this general permit, you are authorized to discharge storm
water.
No notice of intent (NOI), notice of termination (NOT), or fee is required under this option —as
long as the requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5, 2013.
