SUBJECT: BRIDGEWOOD SUBDIVISION PH 1 (FP) - Final Plat
Staff reviewed the above -mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review and to be scheduled for a future Planning
& Zoning Commission meeting:
One (1) 24"x36" copy of the revised final plat;
Thirteen (13) 11 "x17" copies of the revised final plat;
One (1) copy of the digital file of the final plat on diskette or e-mail to
pdsdigitalsubmittal(cDcstx.gov.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed your project will not be
scheduled for a Planning & Zoning Commission meeting. Your project may be placed on a
future agenda once all the revisions have been made and the appropriate fees paid. Once your
item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at
the following web site on Monday the week of the P&Z meeting.

PLANNING
1. Revise General Note 1 B to provide the volume and page of the deed to CSISD.
2. Revise General Note 1 D to change the project number from 12-238 to 13-238.
3. Depict the recorded TxDOT access restriction along William D. Fitch Parkway that caused
Brewster Drive to realign and label with volume and page of that document(s).
4. Please note that the previously comments related to providing HOA creation documents
along with the division of the 13+/- acre tract with volume and page still would be needed for
the plat to be filed.
5. Please note that you may be required to submit paid tax certificates if they are not current
prior to the filing of your plat.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTIO
SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version
of plat and / or site plan as soon as it is available. Email to: ehorton(cD-cstx.gov
LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and, due to clearance requirements, could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks.
EASEMENTS: Developer provides temporary blanket easement for construction purposes
and upon completion of project must provide descriptive easements for electric infrastructure
as designed by CSU.
EASEMENTS: All easements on site are existing. Electric facilities will be designed within
existing easements.
EASEMENTS: Developer provides descriptive easements for electric infrastructure as
designed by CSU, as shown on plat or site plan.
If easements are existing, the developer will be responsible for locating easements on site to
insure that electrical infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
Developer installs conduit per CSU specs and design.
CSU will provide drawings for electrical installation.
Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser.
Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other
device, per CSU specs and design.
Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull
boxes and secondary pedestals provided by CSU.
Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing
as designed by CSU.

ENGINEERING COMMENTS NO. 2
1. (Repeat) Please provide a cost estimate, Letter of Acknowledgment, NOI, sanitary sewer
plan & profile drawings, detention pond drawing, traffic control plan, Tx DOT permit
application, water report, sewer report, and drainage report. Please submit an NOI,
revised cost estimate, revised TxDOT permit application, and revised drainage report.
2. (Repeat) Plat - The boundary does not appear to close. It appears that a call is missing
between L10 & L11 on the drawing.
3. (Repeat) C3.1 - Provide a plan and profile drawing of the WS Phillips Pkwy. between the
end of this property and Barron Rd.
4. (Repeat) C3.1-3.5 - Label the ADA sidewalk ramps.
5. (Repeat) C3.5 - Please show the decel lane on SH 40.
6. (Repeat) C4.1 - Per Water Services, the 12-inch waterline along WS Phillips Pkwy. should
continue to the west (rather than turning to the north as previously discussed), cross WS
Phillips Pkwy. prior to the Thomas tract, and run parallel to the old Barron Cut -Off Rd. street
until it connects to the existing 12-inch stub out on the east side of Barron Rd. As previously
discussed, this connection will be eligible for Oversized Participation and should be reflected
in the OP request and supporting documents.
7. (Repeat) C5.3 - A handrail should be provided along the sidewalk at the culvert crossings.
8. (Repeat) C6.1 - Please show and label all street & regulatory signage. Provide locations
of street signs including street names and block numbers.
9. (Repeat) FYI ... The balance of the Development Permit Fee, equivalent to 1% of the total
public infrastructure costs, will be due prior to issuance of the Development Permit.
10. Plat - Please revise Note #3 to show Parkland Dedication as 1.349 Ac. rather than 1.247

11. Water Report - Please verify how the 0.5 gpm per residence and that specific C coefficient
were derived.
12. Water Report - The model in the report is dual fed from the 12-inch along WS Phillips & the
8-inch along WD Fitch, however the plans only show a single connection with the 12-inch.

13. Water Report - Please provide a model run that includes peak demands plus fire flow.
14. C1.1 - Please show the waterline connection along WD Fitch at Victoria and at Barron &

15. C4.1 - Sta. 0+61.32-Should the 8x13 coupling referenced be an 8x12? Also, please show
the second 12-inch gate valve in profile.
16. C4.1 - Please provide profile for 8-inch waterline crossing WS Phillips.
17. C4.1 - Based on the street classification, there should be encasement for water mains
crossing WS Phillips.
18. C5.6 - FYI ... A separate building permit will be required for the retaining walls exceeding 24-
inch in height.
19. C5.6 - Label the flowlines at the inlet and outlet structures and flumes.
20. Drainage Report - Provide hydraulic gradelines, hydrographs, spreadsheet showing the

ENGINEERING COMMENTS NO. 1 — W.S. Phillips Parkway Extension
1. Please submit an engineer's cost estimate.
2. Show the proposed location of the power poles.
3. Please specify a construction joint at the terminus of the median where the City's project will
start.
4. On the eastern portion of the median, Fire has requested that lay -down curb be used to
make it easier to maneuver the truck through this area.
5. Per Danielle Singh, Transportation Planning Coordinator:
a. C4.1 — The double 4" stripe at the east end of the median should be yellow rather
than white.
b. C4.1 — Please label the diagonal striping at the east end of the median similar to
previously approved plans.
c. C5.2 — FYI ... TxDOT will need to approve the signage along Wellborn prior to
installation.

ENGINEERING COMMENTS NO. 1
1. Please provide a cost estimate, Letter of Acknowledgment, NOI, sanitary sewer plan &
profile drawings, detention pond drawing, traffic control plan, TxDOT permit application,
water report, sewer report, and drainage report.
2. FYI ... Since this was a preliminary submittal, we understand that there are still minor
revisions that will need to be made prior to the final set of plans (i.e. table of contents,
vicinity map, missing text, etc).
3. Plat - The boundary does not appear to close.
4. Plat - Please reverse the directions for lines L12, L13, and L14 (i.e. NW to SE).
5. C2.1 - Please add inlet protection to all proposed inlets along WS Phillips.
6. C3.1 - Provide a plan and profile drawing for the portion of street connecting WS Phillips
Pkwy. and Barron Cut -Off Rd to the south.
7. C3.1 - Provide a plan and profile drawing of the WS Phillips Pkwy. between the end of
this property and Barron Rd.
8. C3.1 - Per the TIA, there should be a west -bound right turn decel lane at the intersection
of WS Phillips Pkwy. and Barron Cut -Off Rd.
9. C3.1-3.5 - FYI... Culvert sizing will need to be verified in the drainage report.
10. C3.1-3.5 - Show and label the right-of-way and existing/proposed easements.
11. C3.1-3.5 - Label the ADA sidewalk ramps.
12. C3.2-3.4/Plat - Show the sidewalk on the school property and the associated Public
Access Easement. FYI... The PAE will need to be shown on the plat or dedicated via
separate instrument.
13. C3.5 - Please show the decel lane on SH 40.
14. C4.1 - Per Water Services, the 12-inch waterline along WS Phillips Pkwy. should
continue to the west (rather than turning to the north as previously discussed), cross WS

17. C4.2 - Two valves should be added at the tee at Sta.263+64.71.
18. C4.3-4.6 - Install blow -offs at each dead-end line for future streets.
19. C4.1-4.6 - Please show proposed fire hydrants in accordance with the Preliminary Plan.
20. C4.1-4.6 - The waterline should be at least 5.5-ft from the edge of the right-of-way or
PUE. FYI... Please add additional PUE to plat if needed.
21. C4.4 - The 8-inch waterline along Brewster Dr. near SH 40 should loop to the east as
shown on the Preliminary Plan. Also, this waterline needs to be within an easement or
the right-of-way.
22. C4.5 - Provide two valves at each tee.
23. C4.5-4.6 - Please try to keep the waterline between 4-5-ft deep.
24. C4.6 - Add the referenced Inset "F detail to the sheet.
25. C5.1 - Where there is less than 2-ft of cover over the storm sewer, please use Class IV
RCP rather than Class III.
26. C5.1 - The downstream ouffall should daylight or be extended with this phase rather
than plugged.
27. C5.2-5.3 - Please match pipe soffits.
28. C5.3 - Please note that the culverts should be left with adequate tongue/groove fittings
in order to accommodate their extension with the future construction of the other half of
WS Phillips Pkwy.
29. C5.3 - A handrail should be provided along the sidewalk at the culvert crossings.
30. C5.4 — FYI... Culvert #1 appears to be a critical drainage design element to be looked at
further with the drainage report. We have initial concerns about the grate inlet capacity
and impacts to the road.
31. C6.1 — Add stop bar on Barron Cut -Off Rd.
32. C6.1 — Please add show and label all street & regulatory signage.
33. C6.1 — FYI... Danielle Singh, Transportation Planning Coordinator, is still reviewing the
pavement markings and will send comments separately.
34. C6.1 — Stripe WS Phillips for the west -bound left turn lane at the Barron Cut -Off Rd.
intersection and stripe portion of future east bound lane on WS Phillips (similar to how it
was striped in Castlegate II).
35. FYI ... The balance of the Development Permit Fee, equivalent to 1% of the total public
infrastructure costs, will be due prior to issuance of the Development Permit.
36. FYI ... The public infrastructure will need to be built or surety provided for it prior to the
final plat being scheduled for a P&Z meeting.

STAFF REVIEW COMMENTS NO. 1
Project: Bridgewood Subdivision Ph 1 (Fp) (14-00900049)
PLANNING
1. Provide documentation to verify the remaining 15 acres (proposed Suburban Commercial
and Townhome areas) of the 75 acre tract has been subdivided from the parent tract.
2. A representative from the school will need to sign pages 4 and 5 of the Final Plat application
because they now own the property.
3. Provide an updated Title Report or a deed showing ownership of a portion of the property
has transferred to CSISD.
4. Revise the title block to include the lot and block number for the plat.
5. Revise the notary portions of the Certificates of Ownership and Dedication to remove
references to plural tense (person(s), whose name(s), is/are, he/they).
6. Remove the Certificate of City Planner, as this is not a Minor Plat.
7. Provide a note stating this subdivision is zoned PDD. Also, add the ordinance number
2013-3512 and Revised PDD Concept Plan Project number 12-238 for future reference
purposes.
8. Tie the subdivision to an established corner monument and label it on the plan.
9. As a reminder, it will be necessary to provide legal documentation establishing the HOA
prior to filing the Final Plat.
10. Since Brewster Drive is included in Phase 1, add a note stating which Residential Parking
Option that will be utilized to meet the requirements for "Single -Family Residential Parking
Requirements for Platting." Brewster Drive would meet the requirements to use the "Wide
Streets" option or "Parking Removal with Platting".
11. Add a note stating this property lies within the Spring Creek Sanitary Sewer Impact Fee
Area.
12. Revise the plat to include the park connection from Dunlap Loop that falls between the
residential lots.
13. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not been made aware of will
constitute a completely new review.

TRANSPORTATION
1. The crosswalk bars should be specified to be 2' in width and 8' across (as shown).
2. The white strips delineating the cross hatch markings should be 4".
3. Regulatory signs will be installed by the City and do not need to be shown on these
plans.
4. On striping area 5, the hatching should not extend around the radius onto Barron Cut -
Off. Please bring the curve back to be even with the edge of pavement on Barron Cut-
off.
5. Please be consistent with the use of a secondary turn arrow. Two arrows is preferable
on the left turn lanes, but one is sufficient due to the length.
6. FYI -As discussed previously, sight triangles will need to be looked at with the final
plats of subsequent phases. Obstructions will need to be eliminated to preserve sight
distance along Brewster.

TRANSPORTATION
1. Double yellow striping should extend along the length of W.S. Phillips Parkway and
Brewster Drive. Striping should be 4" Double Yellow Type I with RRPM Type II -A -A.
2. White striping should be 8" white Type I with RRPM Type 1-C.
3. For turn lanes, a turn arrow should be located 32' from the end of the white stripe
(measured longitudinally from the edge closest to the driveway or intersection)
followed by an "ONLY" symbol 32' from the edge of the arrow.
4. Please add details to show dimensions. This should include lane widths, taper lengths
and storage lengths.
5. Please specify that the crosswalks are a minimum of 6' wide.
6. The 6' dashed stripe along the taper section of the decel lane for the parent driveway
is not necessary.
7. Straight arrows are not required.
8. Please remove note 3. Symbols and text should be the standard size. Please revise
note 2 to correspond with comments 1 & 2 above.
9. The direction on the diagonal crosshatch markings should be switched.
10. The diagonal cross hatch markings should be 8" Yellow Type 1. The outline of the
striped median should be 4" Double Yellow Type 1.

(Repeat) Water Report — Please verify how the 0.5 gpm per residence and that specific C
coefficient were derived. Please note the number of residential connections being
assumed.
(Repeat) Water Report — The model in the report is dual fed from the 12-inch along WS
Phillips & the 8-inch along WD Fitch, however the plans only show a single connection with
the 12-inch. How does this effect velocities and pressures? Revise P28 & P31 to 12-inch
rather than 10-inch waterlines.
(Repeat) Drainage Report— Update the roughness coefficients in Appendix D.
(Repeat) Drainage Report — Provide hydraulic gradelines, hydrographs, spreadsheet
showing the sizing of the culverts crossing WS Phillips Pkwy., velocities in/out of the ponds,
and cross-section details of pond ouffalls. Some of the 10-yr and 100-yr hydraulic
gradelines appear to exceed maximum allowable elevations. Also, please provide
velocities in/out of the ponds.
C5.6 — The "C-C" cross sectional detail is labeled as "B-B."
9. Drainage Report — Please provide a clarification as to why the 100-year post -development Q
at Point A is so much larger than the 100-yr post -development Q coming out of Pond #2.
10. Drainage Report — Please verify that a 12-ft wide area at the center of the streets is left clear
during the 10-yr storm.
11. Drainage Report — Please update Exhibit C-1, C-2 since Exhibit B was updated.
12. Drainage Report — Exhibit B — Are the acreages for DA 2 & 3 both 2.59 Ac.? If so, Exhibit
C-3 has the wrong acreages listed. This looks like it may impact inlet and pipe sizes.
13. Drainage Report — Exhibit C-1 — Please verify that the 100-year intensities are accurate.
14. Drainage Report — Exhibit C-1 — The acreages for DA 2, 3, 4A, and 4B don't match the
acreages provided in Exhibit B.
15. Drainage Report — Exhibit C-2 — A 15-ft inlet is specified in the table, but Sheet C5.3 still
only shows a 10-ft inlet.
16. Drainage Report — Exhibit C-2 — It looks like DA 2 has carry over drainage. Shouldn't this
be reflected in the Total Q at Inlet for DA 3?
17. Drainage Report — Exhibit C-2 — Why is there 2-ft of ponding at DA 23? How is that going to
effect the adjacent lots if the grate inlet clogs?
18. Drainage Report — Exhibit C-2 — Where are the missing DA's (i.e. 4A, 15A, 24A, 28A, etc.)?
Where are the Q's from these DA's accounted for?
19. Drainage Report — Exhibit C-3 — Where do the values for Inlet #1 come from? They don't
seem to link to values provided in any other tables. Also, where is the 4x4 box located?
20. Drainage Report — Exhibit C-3 — The Inlet Numbers, Total CA, Tc, Lengths, and Unadjusted
Design Flows need to match on Plans and Exhibit C-1.
21. Drainage Report — Exhibit C-3 — Please add the actual pipe slope from the plans.
22. Drainage Report — Exhibit C-3 — The note regarding the Adjusted Design Flow indicates a
33% adjustment, but it looks like there was actually a 30% adjustment.
23. Drainage Report — Exhibit C-4 & 5 — Please submit revised Exhibits C-4 & C-5 per
previously emailed comments.
24. Drainage Report — Exhibit C-6 & 7 — In the Culvert and Ouffall Channel Design tables, the
Slopes, Bottom Widths, and Top of Road elevations should match the plans.
25. Drainage Report — Exhibit C-6 & 7 — The Mannings Coefficient for the outfall channel is
higher than the range of acceptable values in Table C-10 of the Design Guidelines.
26. Drainage Report — Exhibit C-6 & 7 — Since WS Phillips Pkwy. is a major collector, the
upstream headwater elevation at each culvert is required to be at least 1-ft below the top of
curb.
27. Drainage Report — Exhibit C-6 & 7 — Culvert #2 should have flared wing -walls at the
entrance since it is accepting flow from a channel that is not well defined.

PLANNING
1. Provide documentation to verify the remaining 15 acres (proposed Suburban Commercial
and Townhome areas) of the 75 acre tract has been subdivided from the parent tract.
2. A representative from the school will need to sign pages 4 and 5 of the Final Plat application
because they now own the property.
3. Provide an updated Title Report or a deed showing ownership of a portion of the property
has transferred to CSISD.
4. Revise the title block to include the lot and block number for the plat.
5. Revise the notary portions of the Certificates of Ownership and Dedication to remove
references to plural tense (person(s), whose name(s), is/are, he/they).
6. Remove the Certificate of City Planner, as this is not a Minor Plat.
7. Provide a note stating this subdivision is zoned PDD. Also, add the ordinance number
2013-3512 and Revised PDD Concept Plan Project number 12-238 for future reference
purposes.
8. Tie the subdivision to an established corner monument and label it on the plan.
9. As a reminder, it will be necessary to provide legal documentation establishing the HOA

TRANSPORTATION

1. The crosswalk bars should be specified to be 2' in width and 8' across (as shown).
2. The white strips delineating the cross hatch markings should be 4".
3. Regulatory signs will be installed by the City and do not need to be shown on these plans.
4. On striping area 5, the hatching should not extend around the radius onto Barron Cut -Off.
Please bring the curve back to be even with the edge of pavement on Barron Cut -Off.
5. Please be consistent with the use of a secondary turn arrow. Two arrows is preferable on
the left turn lanes, but one is sufficient due to the length.
6. FYI -As discussed previously, sight triangles will need to be looked at with the final plats of
subsequent phases. Obstructions will need to be eliminated to preserve sight distance
along Brewster.

PLANNING
1. Provide documentation to verify the remaining 15 acres (proposed Suburban Commercial
and Townhome areas) of the 75 acre tract has been subdivided from the parent tract.
2. A representative from the school will need to sign pages 4 and 5 of the Final Plat application
because they now own the property.
3. Provide an updated Title Report or a deed showing ownership of a portion of the property
has transferred to CSISD.
4. Revise the title block to include the lot and block number for the plat.
5. Revise the notary portions of the Certificates of Ownership and Dedication to remove
references to plural tense (person(s), whose name(s), is/are, he/they).
6. Remove the Certificate of City Planner, as this is not a Minor Plat.
7. Provide a note stating this subdivision is zoned PDD. Also, add the ordinance number
2013-3512 and Revised PDD Concept Plan Project number 12-238 for future reference
purposes.
8. Tie the subdivision to an established corner monument and label it on the plan.
9. As a reminder, it will be necessary to provide legal documentation establishing the HOA
prior to filing the Final Plat.
10. Since Brewster Drive is included in Phase 1, add a note stating which Residential Parking
Option that will be utilized to meet the requirements for "Single -Family Residential Parking
Requirements for Platting." Brewster Drive would meet the requirements to use the "Wide
Streets" option or "Parking Removal with Platting".
11. Add a note stating this property lies within the Spring Creek Sanitary Sewer Impact Fee
Area.
12. Revise the plat to include the park connection from Dunlap Loop that falls between the
residential lots.
13. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not been made aware of will
constitute a completely new review.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTIO
1. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version
of plat and / or site plan as soon as it is available. Email to: ehorton cstx.gov
2. LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and, due to clearance requirements, could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks.
3. EASEMENTS: Developer provides temporary blanket easement for construction purposes
and upon completion of project must provide descriptive easements for electric infrastructure
as designed by CSU.
4. EASEMENTS: All easements on site are existing. Electric facilities will be designed within
existing easements.
5. EASEMENTS: Developer provides descriptive easements for electric infrastructure as
designed by CSU, as shown on plat or site plan.
6. If easements are existing, the developer will be responsible for locating easements on site to
insure that electrical infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other
device, per CSU specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull
boxes and secondary pedestals provided by CSU.
8. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing
as designed by CSU.
