This item is in consideration of a revised lighting plan for this property located at 211
Quality Circle in the Business Center at College Station. The original development of
the property was approved by the Business Center Advisory Board in 2002. On
November 18, 2008, the Board approved a proposed parking lot expansion into an
undeveloped portion of the property. It is the understanding of Staff that this additional
parking area was to decrease the amount of vehicles having to park on Quality Circle
and to provide for future parking needs.
Properties within the Business Center at College Station are required to meet the
technical standards established in the Unified Development Ordinance (UDO). In
addition, they are also required to meet the Covenants and Restrictions of the Business
Center which has oversight and approval provided through the Board.
The proposed parking expansion and associated landscaping and lighting met the
technical requirements of the UDO and was approved by the Board at the November
2008 meeting. Upon inspection of the site when construction was completed, it was
recognized that the parking lot lights did not meet the approved plans. The plans called
for 15-foot tall light poles with single head fixtures, while 25-foot tall poles, most with dual
head fixtures, were installed. Though the installed lighting does not meet the approved
plans, it does however still meet the technical requirements found in LIDO Section 7.10
Outdoor Lighting Standards. These can be summarized as the light sources do not
project below an opaque housing, they do not directly project light horizontally and the
fixtures are mounted such that the cone of light does not cross any property line. While
the Covenants and Restrictions do not specify additional standards than the general
LIDO requirements, according to Section 4.30 of the Covenants and Restriction,
approval of development proposals "shall be based upon conformity and harmony of
external design with neighboring structures, effect of location and use of improvements
on neighboring sites, orientation of building elevations with respect to nearby streets,
and conformity of plans and specifications to the intent of these covenants."
