Hovde, Staff Planner SUBJECT: HWY 60 & HWY 47 5.591 ACRE (COMP) — Comprehensive Plan Amendment Staff reviewed the above -mentioned Comprehensive Plan Amendment as requested. The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, October 20, 2008 , 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for, November 6, 2008, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24"x36" copy of the revised Comprehensive Plan Amendment map, and Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed your project will not be scheduled for a Planning & Zoning Commission meeting. Your project may be placed on a future agenda once all the revisions have been made. State Highway 47 has its Thoroughfare Plan designation as "Existing Freeway/Expressway' and Burgess Lane is a "Local Road". Please label these ,bNo roadways to reflect that information. Comment: Access on to Barron Rd will be an issue. Based on the spacing between Barron Rd and SH 40 there is approximately 400 feet to work with. Based on the UDO opposite right driveways for a minor arterial is 350 feet and opposite left is 125 feet for at total length of 475 feet. Access on SH 40 will have to be coordinated with TxDOT. Ultimately, TxDOT will build a grade separated interchange. The present configuration at that intersection, the southbound lanes are not functioning as a frontage road. I would assume TxDOT would be reluctant to give access and constrain themselves with their ultimate interchange design. 2. Comment: The comp plan amendment application was received prior to the new TIA ordinance adopted on October 23, 2008, however just to be able to judge the potential impact of this development an analysis was conducted with the new TIA ordinance requirement. Based on C 1 zoning, 50 trips in the peak hour per acre was used for the analysis. 50 trips times 8.4 acres equals 420 trips in the peak hour generated by this development. Under the new ordinance of 150 trips in the peak hour threshold, this development would have triggered a TIA. Regardless, in the Site Plan stage this development will have to conduct a TIA. 3. Comment: Current traffic counts available are 2006 Average Daily Traffic (ADT) conducted by TxDOT. The counts are actually on Wellborn Road. Traffic on Wellborn, north of SH 40 is 16,900 ADT and south of SH 40 is 4,900 ADT. The assumption can be made that the majority of traffic utilized SH 40 in between these counts. The remaining traffic utilizing SH 40 is 12,000 ADT. For SH 40, based on the Highway Capacity Manual SH 40 and based on preliminary analysis would fall within the Level of Service of C. TRANSPORTATION 1. Driveway access will have to be coordinated with TxDOT. Because access will be on the frontage rd to SH 47, TxDOT will issue the permit. From reviewing TxDOT's criteria for driveway access, a two way frontage rd with a design speed of 45 mph, the proposed driveway location would be 435' to the east of the existing gravel road driveway. 2. A quick analysis of the trip generation for the change in proposed land use and utilizing a land use of high density housing attached multi -family for the proposed development. According to College Stations UDC, 30 units per acre will be allowed. This would total 168 units. 168 units X 5.86 average trips would yield 985 vehicles trips per day. 168 X .52 average trips per pm peak hour would yield 87 trips per pm peak hour. Again, these trip generations would have little impact to the traffic operations and TxDOT would more than likely not ask for additional traffic studies. 1101 Texas Avenue, P.O.
