SUBJECT: Valley Park Center Ph 3 - Site Plan
Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:
Cover memo providing written responses to all of staffs comments (identify the
specific page that each comment was addressed on or the reason for not
addressing the comment);
Seven (7) complete sets of construction documents for the proposed.
development with the revised site and landscaping plans attached (one set will
be returned to you, please submit additional copies if you want more than one
approved set);
Four (4) revised site plans;
One (1) landscaping plan;
One (1) 11 x1 7 grading and erosion control plan;
Please note that this application will expire in 90 days from the date of this memo, if the
applicant has not provided written response comments and revised documents to the
Administrator that seek to address the staff review comments contained herein. If there are
comments that you are not addressing with the revised site plan, please attach a letter
explaining the details. If you have any questions or need additional information, please contact

STAFF REVIEW COMMENTS NO. 1
Project: Valley Park Center Ph 3 (SP) — 11-00500007
PLANNING
1. The owner's phone number should be in the title block.
2. Please remove references to chain link fence, as it will either need to be removed or
screened 100% from view.
3. Fagade articulation of 4' is required along the south side to meet Non -Residential
Architectural requirements.
4. The parking island tables needs to be adjusted, as discussed verbally.
5. Please revise Note 4 to state that the development shall be considered a building plot for the
purpose of Non -Residential Architectural Standards, landscaping, and signage.
6. The dumpster enclosure must be 12' deep outside of the bollards. The door must be able to
swing 180 degrees.
7. The handicap ramp at the front of the building needs a curb cut.
8. Please dimension the drive aisles. The minimum width for two-way traffic is 23'.
9. The lay of hose appear to be more than 300', as shown.
10. Please label the width and type of subgrade material on the pavement detail.
11. Is there supposed to be a temporary curb at the dumpster enclosure and the front of the
building?
12. The dumpster pad on the site plan is not to scale.
13. Please label the distance to the driveway, as well as the right-of-way widths and names.
14. Perimeter lot dimensions, matching the final plat, must be shown.
15. The new fire hydrant and transformer must be in an easement.
16. Existing easements should be labeled with their volume and page number.
17. The bike pad should be 9'X6'. Only four spaces are required, contrary to what I said
previously.
18. Islands M and N do not qualify for points. Islands P, Q, R, S, and T cannot be used toward
Concept 3. There are two L islands, and T and I labels are flipped.
19. What is the extra line along the south side of the building?
20. Please note that any changes made to the plans, that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not be made of aware of will
constitute a completely new review.

LANDSCAPING/STREETSCAPING
A minor comment regarding the number of plants was delivered verbally.
MISCELLANEOUS
1. Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced
Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed
as per City Ordinance 2394.
2. All BackFIow devices must be installed and tested upon installation as per City Ordinance
2394.
ENGINEERING COMMENTS NO. 1
1. (Sheet C1.0) Please revise domestic meter size note to read 1.5 inch meter.
2. Please verify and place note on plans that water services will be left between 2 and 3
feet deep at the point of terminus by developer's contractor. Also note that a ball valve
is required at the point of terminus.
3. The existing main appears to be a 10 inch main and does not transition to an 8 inch
main until approximately the proposed meter locations.
4. There appears to be an existing 10 inch water main stub at the approximate location of
the proposed meters.
5. The 3 proposed water main taps need to be consolidated into no more than 2 taps.
6. Please identify the existing 30 inch parallel water main on all sheets
7. The proposed drive isle widths do not appear to meet the 23 foot minimum that is
required.
8. Please verify that all existing PUE that are illustrated include volume and page.
9. Please verify PUE (v.7675, p.6252), as our records do not show this easement.
10. (Sheet C1.0) What is the "Proposed 24 inch HDPE Storm Drain Slope @ 0%" note
referring to?
11. (Sheet C1.0) Please revise fire flow note to include full build out of 45,OOOsf building.
12. (Sheet C2.0) All proposed water main connections must be made with a cut in tee and 2
gate valves.
13. Please update the engineers cost estimate accordingly, to include all public taps.
14. (Sheet C2.0) Please identify areas of structural backfill in water main profile.
15. (Sheet C2.0) Please note detail S1-02 for the proposed sanitary sewer manhole
connection.
16. (Sheet C2.0) Please provide existing and proposed flow lines for the proposed sanitary
sewer manhole connection.
17. (Sheet C3.0) What is the "Proposed 24 inch HDPE Storm Drain Slope @ 3%" note
referring to?
18. (Sheet C3.0) Please illustrate construction site entrance and appropriate ground
treatment.
19. Please verify that the proposed 45,000 sf building addition is in compliance with the
current TAMU sanitary sewer ILA.
20. Please provide an 11x17 version of the grading and erosion control plan.
21. Please provide a detail of the proposed connection to the existing TxDOT frontage road.
Is the existing drive and culvert being removed at the current terminus of the existing
frontage road?
22. Please submit 5 sets of the TxDOT driveway permit including all applicable construction
documents and drainage calculations. Once these items are received they will be
reviewed by Joe Guerra and forwarded to TxDOT.
23. Are there any retaining walls proposed on -site, if so retaining walls greater than 2 feet in
height require a separate building permit.
24. Please provide paving and sidewalk detail.
25. Please provide BCS Construction Details.
26. In addition to the following standard comments, if more than 5 acres will be disturbed
during construction of this project a NOI must be filed with the state and a copy provided
to the CoCS. Storm water management requirements are as follows, any questions may
be directed to Donnie Willis, CoCS Drainage Inspector, at 979-764-6375:
Storm Water Discharges from Small Construction Activities
The Texas Commission on Environmental Quality has issued a general permit for construction
activities under the Texas Pollution Discharge Elimination System. The general permit
(TXR150000) is for construction activities disturbing at least 1 but less than 5 acres or is part of
a common plan of development disturbing at least 1 but less than 5 acres.
You will need to follow these steps to discharge storm water from your construction site to the
City of College Station's Municipal Separate Storm Water Sewer System (MS4):
1. Read the general permit (TXR150000) to make sure it applies to your situation.
2. Adhere to the requirements of the general permit (TXR150000).
3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part
III of the general permit (TXR150000).
4. Sign and post a construction site notice.
5. At least 2 days before beginning construction, provide a copy of the site notice to the
operator of any Municipal Separate Storm Water Sewer System (MS4) into which storm
water will be discharged.
A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned,
designed or used to collect or transport storm water.
As long as you meet the conditions of this general permit, you are authorized to discharge storm
water.
No notice of intent (NOI), notice of termination (NOT), or fee is required under this option —as
long as the requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5, 2013.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer provides temporary blanket easement for construction purposes or provides
descriptive easements for electric infrastructure as designed by CSU for electric lines.
2. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for each riser. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU
specs and design.
7. Developer installs pull boxes per CSU specs and design (pull boxes provided by CSU).
8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to:
sweido@cstx.gov.
9. Developer provides load data to CSU as soon as it is available to avoid construction delays.
Delivery time for transformers not in stock is approximately 40 weeks.
10. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as
designed by CSU.

TxDOT Comments
1. No access drives to FM 2818 are noted on the site plan. Access is assumed through the
adjacent property via Callaway -Jones Way.
