Leventis, via email: paull@brazostrace.com FROM: Jennifer Prochazka, AICP, S=PH11,111 ner SUBJECT: EMERALD RIDGE ESTATE& IV (PP - Preliminary Plat) Staff reviewed the above -mentioned Preliminary Plat as requested. The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Monday, October 25, 2010 at 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for November 4, 2010, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24" x 36" copy of the revised Preliminary Plat; and Nineteen (19) 11" x 17" copies of the revised Preliminary Plat. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at the following web site on Monday the week of the P&Z meeting. hftp://www.cstx.gov/pz Please note that a Mylar original of the revised preliminary plat will be required after P&Z approval and prior to processing subsequent final plats. Vicinity map needs to be updated to include the entire area of the preliminary plat. Please locate the city limit line on the vicinity map. 2. Please tie the plat to a College Station monument. 3. Because the preliminary plat is drawn on more than one sheet, an index sheet (showing the entire subdivision at a scale of 500 feet per inch or larger) is required. 4. The total area of the preliminary plat needs to be included in the title block (doesn't include Watson property). Total number of lots should be updated, as well. 5. Update note 3 to include all of the property (Watson's as well). 6. Please show City limit line on preliminary plat. 7. The lines uses for subdivision boundary and phase lines need to be more distinct (it looks as if the subdivision boundary is located behind lots 14 and 15, Block 1, Phase 3 — should encompass entire Watson property). 8. Please provide a more distinct zoning district boundary. Also, please change the wording of the legend relating to the "onsite floodplain areas zoned A-O." Watson's property is "onsite floodplain" and is zoned A-O. 9. Please look at the visible layers and make sure that information is not overlapping. For example, the label for Lot 18, Block 1, Phase 3 is covering an easement description. Is it possible to show the information behind the lot labels? It is difficult to follow easement lines, etc. when they break because of the label. 10. Please provide topographic information, including contours at two foot intervals, wooded areas, and flowline elevations of streams for the entire preliminary plat area. 11. If easement is proposed, please include the word "proposed" in its description, otherwise, a volume and page should be included. 12. Zoning conditions should be listed in the notes on the preliminary plat. Associated easements should be included on the preliminary plat. 13. Description under "Existing Property Zoning" is not accurate now that the Watson property is included and some of the floodplain rezoned. 14. The Greenways Trail easement needs to be better defined (as shown on previous preliminary plat). 15. It looks like there is an existing structure that crosses the lot lines (and does not meet setbacks) of Lots 2 and 5, Block 1, Phase 3. The structure will have to be removed before a final plat of the phase will be scheduled for Planning & Zoning Commission consideration. 16. In regards to Note 6, does the pedestrian and bike path then just dead end and not meet existing pavement on Sandstone? 17. Floodplain / floodway needs to be labeled. Reviewed by: Jennifer Prochazka Date: October 20, 2010 ENGINEERING COMMENTS NO. 1 1. Please verify that all rear lot lines thru out have access to or share a 20 foot PUE. Please make this revision in Phase 1 as well, the change can be made with the mylar. 2. The rear lot lines in Phase 3, specifically Lots 11 thru 20 are difficult to identify, please revise. 3. Please identify and label the floodplain line. Page 2 of 3 4. Please identify the 12 inch water main from the utility master plan and associated easements. The proposed 12 inch main runs along the eastern property line of Phases 2 and 4. The intent is not for this development to build this water infrastructure as the supporting system is not in this area at this time, but rather illustrate the need for easements in this area. Reviewed by: Josh Norton Date: October 14, 2010 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. Developer provides temporary blanket easement for construction purposes or provides descriptive easements for electric infrastructure as designed by CSU for electric lines (where applicable, including street lights). 2. Developer may be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. 3. If applicable, the following easements will be required: 15' easement on each side of the common property lines of Lots 8,8,13, and 14. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser. 4. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 5. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU specs and design. 7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull boxes and secondary pedestals provided by CSU). 8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to: wdavis@cstx.gov or ehorton@cstx.gov. 9. Developer provides load data to CSU as soon as it is available to avoid construction delays. Delivery time for transformers not in stock is approximately 40 weeks. 10. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as designed by CSU. 11.
