The following page is a list of staff review comments detailing items that need to be addressed. The next submittal will be the third and final review by staff for this round of reviews. If all items have not been addressed on the next submittal, another $932 processing fee will need to be submitted for the subsequent set of three (3) reviews. Please address the comments and submit the following information by any Monday at 10:00 a.m. for further staff review: City of College Station Transmittal Letter Seven (7) complete sets of site civil construction documents for the proposed development with the revised site and landscaping plans attached (one set will be returned to you, please submit additional copies if you want more than one approved set) Four (4) revised site plans One (1) landscaping plan One (1) 11 x1 7 grading and erosion control plan Three (3) revised exterior elevation plans Please note that this application will expire in 90 days from the date of this memo, if the applicant has not provided written response comments and revised documents to the Administrator that seek to address the staff review comments contained herein. Parking will be assessed for the whole building at a 11250 ratio. Therefore, parking on site will be City requirements. (29 spaces required). 2. The phase line must be 20' from any new improvement on site, excluding landscaping. This include fagade work, dumpster enclosure, and pavement. 3. Please dimension the drive aisle width. 4. The dumpster enclosure detail and vicinity map need to be added to the site plan. 5. Please add the standard curb detail for a 6" monolithic curb found in the City of College Station Site Design Standards page 6. There are octagon shapes being used to identify things, but they are not included in the legend. 7. The 20' Drainage Easement label has been blocked by the phase line. Please revise and label it as a Drainage Easement. 8. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Any additional changes on these plans that the City has not been made aware of will constitute a completely new review. LANDSCAPING 1. A 5 gallon wax myrtle is considered a shrub and is worth 10 points. Please revise the Plant Schedule. 2. Please label all plantings that are not on the approved plant list as "No points". This will include the Shrub Areas list and Inland Sea Oats. 3. FYI... The dwarf wax myrtle is worth 1 point since it is a 3 gallon plant. 4. The labels show the existing trees as 12" and 15". Therefore, if properly barricaded as shown in the provided graphic, they will be worth 500 points each if the species is on the approved plant list. 6. What types of trees are existing? 7. 50% of screening shrubs must be evergreen. Only the oleanders are considered to be evergreen. 8. All screening shrubs should be located along Texas Avenue. 9. Please revise the point calculations to show 55 5-gallon shrubs, 106 1-gallon shrubs, 4 non -canopy trees, 4 canopy trees, and 2 existing canopy trees. These numbers are based on the Plant Schedule. 10. Please provide the following notes on the landscape plan: - Irrigation system must be protected by either a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double -Check Back Flow Device, and installed as per City Ordinance 2394. - All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. (Fire Department Comment) Please re -locate the proposed rear fire lane to the drive isle in front of the building connecting to the adjacent property to the north's fire lane. This fire lane only needs to be striped through the radius of the curb off the existing adjacent fire lane. 2. (Fire Department Comment) Please relocate the FDC to be located on the northwest corner of the building. The FDC should be remoted to be adjacent to the fire lane described in the comment above. 3. There is an 8 inch sanitary sewer main located along the northern property line that parallels the existing 6 inch water main, please identify on site plan. Any changes to service conduit and wire will be at the expense of the developer. Safe working clearances around existing transformer must be maintained. Shrubs or plantings of any kind are not allowed within 10' from front of transformer. Contact CSU for additional requirements. New FDC location should be moved to the front drive area around the front entrance. Tiremax Fire Lane will connect the Fire Lane to the North (Copy Corner) to the access easement between Discount Tires and said property. No other Fire Lane will be needed 2) Knox box and FDC Knox caps are to be used at this location. 3) Fire Sprinkler will be monitored by Central Station Monitoring per IFC 2009. Please draw a phase line 20' from any new improvement on site, excluding the landscaping. 2. Please extend the sidewalk that is being installed across the entirety of the property line along Texas Avenue. 3. There is not enough parking on site when considering the use as Motor Vehicle Service Area which required a parking ratio of 1/200 square feet. Please provide additional information regarding the use or reduce the size of the proposed addition. 4. Two-way drive aisle within the phase must be 23' wide. 5. Fire lanes should be labeled and dimensioned. 6. The location of the fire hydrant is unclear. 7. Is the dumpster enclosure being altered in this remodel? 8. Please label and dimension all setbacks. 9. Parking spaces and drive aisles within the phase should be dimensioned. 10. The parking islands within the phase must be 180 square feet in area. The square footage should be added to each island within the phase. 11. How are used tires being stored? 12. The parking island formula should be added to the site plan. The formula is the number of interior parking spaces within the phase divided by 15 and then multiplied by 180 square feet. 13. Please add the site owner, property legal description (Herman F. Krenek Subdivision Phase 1 Lot 1), and applicant's information to the title block. 14. Please see the College Station Site Design Standards for curb and pavement details approved by the City. 15. Please show the building height. 16. The ownership and zoning information should be labeled on the abutting properties. 17. Please add a vicinity map showing the location of the site. 18. Please review the legend and legend shapes that were provided. Some appear to be inaccurate. 19. The 20' PUE that is labeled at the front of the building is actually a drainage easement. 20. Provide a general note on the site plan that all roof and ground -mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 21. Provide a general note on the site plan that states the following: Exterior building and site lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The light source shall not project below an opaque housing and no fixture shall directly project light horizontally. Fixtures will be mounted in such a manner that the projected cone of light does not cross any property line. 22. Please add a note that this lot is considered a building plot for the purpose of signage, landscaping, and Non -Residential Architectural requirements. 23. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Reviewed by: Lauren Hovde, Staff Planner Date: April 25, 2011 LANDSCAPING/STREETSCAPING/BUFFER 1. Autumn Sage is not on the College Station Approved Plant List. Please explain how this plant is appropriate for the regional and meets City requirements. 2. All of the plants listed in the "Shrub Areas" legend are either not on the approved plant list or are considered groundcover. For either reason, these plants do not qualify for points. 3. Since wax myrtles are being used to screen mechanical equipment at the rear of the building, a dwarf special may not be used. However, wax myrtle is an appropriate plant for screening purposes. 4. Neither of the existing trees pointed out are large enough to qualify for points. The minimum caliper size to count for points is 4" for canopy and 2" for non -canopy. However, they are small enough that they can count as a new planting. 5. Provide a general note that 100% coverage of groundcover, decorative paving, decorative rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights -of -way, and adjacent property disturbed during construction. Please submit fire flow report based on the building size, material type (Table 13105.1 and C105.1 of the Fire Code) and sprinkler system. 3. Please place a note on the site plan of the fire flow and number of fire hydrants required on this site based on the building size, material type (Table B105.1 and C105.1 of the Fire Code) and sprinkler system. 4. Please submit drainage letter. 5. Please place a note on the site plan stating that this site is not located within a water or sanitary sewer impact fee area. 6. Please identify all adjacent existing utility line (ie. water, sanitary sewer, etc). 7. Please identify all adjacent fire hydrants. 8. Please clearly identify all paving improvements done with this project. 9. Please submit erosion control plan. 10. Please identify water and sewer demands on site plan. 11.Are the existing sanitary sewer tap and domestic/irrigation meters proposed to be utilized? If changes are proposed please identify these locations and sizes. 12.Is there an existing fire sprinkler systems? If so, will it be extended into the proposed expansion? 13.If external fire suppression line is to be extended, an isolation valve is required just inside the PUE. Also note on the plans that fire suppression lines shall have a lockable lid on the isolation valve. The lockable lid shall, at a minimum supply protection as the AMP or USA, LL562 Locking Lid. Alternate lockable lids shall be approved by College Station Utilities Director or his designee. 14.An engineer's cost estimate must accompany any work or proposed connection to public water mains. 15. Please identify existing/proposed fire department connections. 16. Please identify all existing and/or proposed fire lanes.
