The total square footage of the building in five floors is 81,508 sq. ft. (Gross). Note #11 has been changed to #13 and revised. 2. A bicycle rack accommodating 8 bicycles has been added. The sidewalk along the front facade has been widened to 10'. 3. Ownership for Lot 3A has been shown. 4. Shading techniques & labeling have been provided on original submittal. 5. 24' P.A.E. has been shown on the Final Plat and Site Plan. 6. Relocation is not possible. 7. These areas have been corrected to show curb. 8. Refer to checklist note - which refers to a meeting with the Fire Marshall on Jan. 22, 2009 - also in the water report is a Fire Coverage Sheet showing the 3 fire hydrants used. Please replace the square footage of the building provided with the total square footage of the building, calculating all five floors. In addition Note 11 must be revised. 2. This square footage will cause this building plot to be over 50, 000 SF total which has addition Non -Residential Architectural Standards to meet. Please see Section 7.9.E of the LIDO for additional information. Examples of how these standards are reflected on the site plan include additional bicycle parking, pedestrian pathways, and landscaping. • The bicycle rack must accommodate a minimum of 8 bicycles. • A 10' pedestrian walkway must be extend to the abutting properties within this building plot. • There must be a 10' sidewalk along the front fagade. 3. Please show ownership for Gateway Phase 3 Lot 3A. 4. Staff was unable to distinguish what area where intended to be paved sidewalks. Please clarify using shading techniques or labeling. Thank you. 5. The Final Plat has not been clarified in regards to the width of the Private Access Easement off of Forest Drive. 6. As stated in Section 7.2.C.8, Staff strongly discourages parking off of a drive aisle intended to carry heavier traffic. Please consider the relocation of these spaces. 7. There are several areas where the curb seems to discontinue. Examples of this are the entrance of Forest Drive, at the rear around the grass pavers, and near the back left-hand corner of the building. 8. Staff was unable to locate all of the fire hydrants. The one found on the north end of the property is not within 150' of all points on the proposed building. 9, A lay -down curb must be shown at the edge of the curb which stops at the grass pavers. 10. Since this C-1 portion of Phase 3 is owned by one owner it is acceptable to build over these lot lines. However, please show a phase line around the developing area which is 20' from any site improvement. The particular area being referenced is the driveway that projects into the Private Access Easement near the City Bank drive-thru lanes. 11. The angle of driveway approach must be approximately 90 degree for two-way driveways. It appears that the driveway on Forest Drive does not meet this standard. 12. A temporary curb is required at the end of the PrAE off Forest Drive on the portion that is not being incorporated into this site. 13. There should be a curb break for the ramps provided at all of the driveway entrances. 14. The parking calculations must be revised to show 1 parking space per 200 square feet of meeting room within a hotel. 16. The end islands around the pool area, as well as the one closest to the air conditioner cluster, do not meet the minimum requirement of 180 sf. . 16. The retaining wall will need to be screened or submit a material sample or picture of how it will be treated. It will require a building permit. 18. Please label the 100' buffer. 19. Does the pool equipment area have a roof? If so, it cannot be within the setback area. If it is screening walls, please identify the material being used. 20. Note 71 must be removed and the sign must be removed from sheet C1.1. This hotel will not be permitted its own freestanding sign. Please be aware that signs are permitted separately. 21. Portions of the development at the rear of the hotel are encroaching into the mandatory 100' buffer. These encroachments must be moved from the buffer unless approved by Development Engineer. 22. Please provide the volume and page number of all existing easements. The site plan will need to be revised upon the filing of the Final Plat to update this information. 23. For consistency, please re -label Forest Drive with the same volume and page number as shown on the plat. 24. Though there are several easements shown in the northwest corner of the property, please clearly illustrate that those easements do continue to the property line. 25. Please identify the two small squares at the front entrance on the left side. 26. The landscape block along the front of the hotel appears to bisect the sidewalk which is required to be at least 10' in width. Please revise this landscape block location to prevent obstructing the sidewalk. 27. Please dimension the subject lot and drive aisles. 28. The bicycle rack must have a minimum of 3' clear space around it with no parking, landscaping or structure within that area. 29. The minimum area for a 4-bicycle facility is 55 SF. Since there are at least 8 bicycle parking spaces required for this development, please adjust the bicycle area to reflect this requirement. 30. The parking calculations show 105 rooms, but the water and sewer calculations show 106. Is the meeting room the additional room involved in the water and sewer calculations? 31. In regards to the building plot note under the Signage area on page C1-2 at the top right- hand corner, please add landscaping to the additional requirements involved in the building plot. 32.The property owner is responsible for replacement of all screening material if it becomes necessary to remove them for utility construction or maintenance. 33. Please provide a copy of the filed parking agreement. 34. Please provide a general note on the site plan that states the following: "Exterior building and site lighting will meet the standards of Section 7.10 of the Unified Development Ordinance. The light source shall not project below an opaque housing and no fixture shall directly project light horizontally. Fixtures will be mounted in such a manner that the projected cone of light does not cross any property line." 35. Please note that any changes made to the plans, that have not been requested by the City of College Station, must be explained in your next transmittal letter and "bubbled" on your plans. Since the building plot is over 50,000 SF, addition standards apply. • Tree wells, which must be 6' squared, are required along 15% of the front fagade of the hotel. This should include one canopy tree every 61. Two non -canopy trees may be substituted for one canopy tree. • Tree wells may be at grade or raised 30" in height. • The minimum tree size that can be used on this site is 2" caliper. The Landscape Plan meets this requirement. 2. Please verify that the number of planting provided is correct for each species. Staff has verified all canopy and non -canopy trees, but the number of shrubs counted by staff differed from what is shown. 3. When calculating to determine the number of Streetscape points required for the site the driveway length may be removed. However, only the driveway that is within the property bounds may be removed from this calculation. With this additional 2652 points needed to satisfy this requirement, the overall point total required is 7874. Due to the amount of Indian Hawthorn and Elaeagnus shrubs being proposed, this requirement is met. 4. Streetscape trees along Forest drive may be one per every 32' instead of 25'. Therefore the street tree calculation is only 15. A Wax Myrtle does not qualify as a tree that can be used for Streetscape. However, the street tree requirements are met along Forest Drive without them. Please remove their individual Streetscape label. 5. Though many of the proposed shrubs are not found on the Approved Plantings List for College Station, this plan was designed by a Landscape Architect and therefore the plants chosen were reviewed by the City's Landscape Architect. All plants were approved, except there was concern about the Canary Island Date Palm. Please remove the points allocated to this plant; the plan is in compliance with the number of points without it. In addition, the total point calculation for shrubs on Sheet LS 1 should be revised. 6. Be aware that the caliper inches are measured on an individual stem or trunk. 7. Please add to Site Specific Note 14 that 100% coverage of groundcover, decorative paving, decorative rock (not loose), or a perennial grass is required in parking lot islands, swales and drainage areas, the parking lot setback, rights -of -way, and adjacent property disturbed during construction. I would like to compliment the Landscape Architect on the creative utilization of space. Reviewed by: Lauren A. ENGINEERING COMMENTS NO. 1 1. Please submit an easement abandonment application for the existing 20' PUE Vol. 6372 Pg. 138 in the area where the 12-in waterline is being relocated. As a reminder, the easement must be abandoned by Council prior to site plan approval. 2. Please submit an easement dedication application for proposed PUEs for the relocated 12- in waterline and proposed 8-in water main. As a reminder, this application must be submitted prior to site plan approval and filed prior to CO issuance. 3. The minimum size for a public water main is 4-in. Please revise. 4. As discussed in the PAC meeting, relocate 3" meter vault and fire line isolation valve to east side of parking lot in the end island or other green area. The City's intention is for fire lines under parking lot pavement to be private. 5. A tapping sleeve and valve connection is not permitted unless the tap diameter is less than or equal to half the size of the main line diameter. The tee will need to be cut in to the existing 12-in water line. 6. Please use two 45 degree bends on the water line instead of the proposed 90 degree bend. 7. Both fire suppression lines must be located outside the PUE and privately maintained beyond the isolation valve. 8. Please remove all private storm sewer from PUEs. 9. Please revise the easement containing the 6-in sanitary sewer service line to a 30-ft Private Sanitary Sewer Easement as shown on the plat. 10, Our records indicate that the existing sanitary sewer manhole (San. Sew. Note #15) has a rim elevation of 273 rather than 277.17. Please verify. 11. Please label the sanitary sewer service line material and slope in Notes #16 and #18. 12. What are the limits of construction for the retaining wall? 13. Please provide manufacturer's specifications for turfstone pavers to insure they meet fire lane load requirements. Fire Marshall has also requested a letter verifying this. 14. Once the turfstone pavers are installed, a letter from the engineer to the Fire Marshall is required stating that the turfstone is installed to manufacturers specifications. 15. FYI ... If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 5. Reviewed by: Sam Weido Date: 3-4.09 FIRE 1) No combustibles will be allowed on site until all-weather roads and fire hydrants have been accepted by the City. 2) A site plan shall not show any part of a structure over one hundred and fifty feet (150') from an approved access road. 3) If a fire lane extends more than one hundred feet (100'), an approved turn -a -round or "T" will be required. 4) No more than a six percent (6%) grade is allowed on any length of fire lanes. 5) Fire lanes will be constructed using the "Fire Apparatus Turning Radius Template" and have a fire lane sign at the entrance. Curbs to be marked "Fire lane, No Parking, Tow Away Zone" with a minimum of four (4") letters. 6) A "Knox Box" security key system is required on all buildings and a Knox Switch is required on all gated entrances. 7) Commercial construction requires afire hydrant within three hundred feet (300) from the main entrance and within four hundred and fifty feet (450') from any part of a structure. 8) F.D.C. locations will be within one hundred and fifty feet (150) of a fire hydrant and located on the "road side" of a structure. 9) Aerial Access Easement Roads having a twenty-six foot (26') width are required on structures thirty feet (30) or more in height. Re: Staybridge Suites - Owner Initiated Comments Post Office Box 4234 Bryan, Texas 77805 June 9, 2009 The following is in response to Owner Initiated Comments that are in addition to changes made per Staff Review Comments #1 dated March 13, 2009. An 11 "xl7" bubbled plot is also provided herewith: A wood bench is to be set on each side of entry walk. This area needs to be not more than 1/4" per foot slope. Concrete entrance will be expanded to match outside of canopy column. The slope for the entry walk is 2.0%. 2. 3ft. wide vinyl gate. A 3ft. wide gate will be added at the location shown to the 6ft CMU screening wall. 25 in circle. 25 in circle = the electric meter panel & telephone demarcation will be relocated to south building line. Expand south walk. South sidewalk will be expanded to 6ft. and will transition back to 4ft. 4. How to accomplish this? "Fire lane designation" painted red. We can accomplish this with a pole mounted sign. 5. 4" sanitary sewer line to pool equipment building. A 4" sanitary sewer line will be provided to the pool equipment building. 5a. 4" sanitary sewer line to dumpster pad. The City of College Station does not require dumpster pads to have sanitary sewer service. It would be my recommendation to eliminate this line. Cold water / hot water to dumpster pad. The City of College Station does not require water service to the dumpster pad. It would be my recommendation to eliminate the hot water line and place a hose bib at or near the southeast corner of the dumpster pad. The City of College Station dumpster sizes are: 10'x10' - 300 gal. & 12'xl2' - 8 yd. Our pad is 18' wide x 16' deep per Tim drawing. Assume this is Staybridge prototype. 7. Move condenser farm. The sidewalk adjoining the north end of the building will be moved north so as to accommodate the placement of the condenser farm in the space between the building and the relocated walk. This will occur on both sides of the door. This will reduce the landscaped area immediately north of the north building line. 8. 6ft sidewalk. A Eft wide walk is required by the City because there is a 2ft bumper overhang. See Civil Constrcution Document response to comments. 2. The following plants listed in the Planting Legend are categorized differently in the College Station Plant List as found in the City's Site Design Standards and the point values should be revised accordinaly: a. Italian Cypress and Coppertone Loquat (if 1.25-inch caliper or larger) are listed as non -canopy trees (not shrubs) and should be given non -canopy points credit; Sizes of Italian Cypress and Coppertone Loquat have been changed to 1.5" -2.5" Cal. and point values have been changed from shrubs to non -canopy tree points (from 10 points/plant to 40 points/plant). b. Upright Rosemary and Maiden Grass are listed as shrubs (not no value) and should be given shrub point credit of 1 point for each 1-gallon shrub; Upright Rosemary and Maiden grass have been changed from no value to 1 point per 1 gallon shrub. c. Mexican Fan Palm, Windmill Palm, Lady Banks Rose, Flowering Star Jasmine, Bottlebrush, Butterfly Iris and Dwarf Pomegranite are not listed in the Plant List or are not given a point value so these species are to receive no points.
