with the city.
2. The title block should include the total site area.
3. Please provide ownership and zoning information for the property to the west.
4. Please provide a note regarding the location of and FEMA Floodplain located on the
property. Please include FEMA/FIRM map number and date.
5. Please show cross access easement connection to the property to the east.
6. Please explain how you determined that this building will have 221 seats.
7. All parking end islands must have a minimum area of 180 square feet for each row of
parking (360 square feet for double parking). Some of the end islands shown do not meet
this requirement.
8. Please provide a note on the site plan that no Traffic Impact Analysis is needed for this site.
9. Please identify the location of the Fire Department Connection for the sprinkler system.
10. There are no dumpster identified on the site plan. Please include dumpster locations.

LAN DSCAPING/STREETSCAPING/BUFFER
Please provide a three-foot clear space around the fire hydrant.
Mexican Sycamores are not on the City of College Station Approved Plant list; therefore,
they cannot receive credit towards meeting landscaping or streetscaping requirements.
Please revise.
I only counted 19 Crape Myrtle trees, please revise.
FYI..the Water Oaks, and Chinese Pistach trees shown in the Streetscape Calculations
table can be counted towards meeting this sites total landscape point requirements.

ENGINEERING COMMENTS NO. 1 (Site Plan)
1. Please remove any proposed landscaping or street-scaping trees from above
public water mains or under overhead electric lines.
2. The existing unpaved drive along FM 2818 needs to be removed.
3. Please submit temporary blanket easement application per Electrical comments,
this easements needs to be executed before site plan approval.
4. Please provide 2 separate engineers cost estimate, one for the final plat
infrastructure and one for the site plan infrastructure.
5. Please verify that the construction documents for Callaway -Jones Way are
meeting and have included all the approved TxDOT permit "Special Provisions".
6. The site plan cannot be approved until the final plat has been filed for record.
7. The final plat cannot be filed for record until the street improvements have been
constructed and accepted by the City or asurety is put in place for the subject
street improvements.
8. The site plan cannot be approved until the sanitary sewer ILA modifications have
been executed, please contract Stephen Maldonado, Jr. at 764-5011 for specific
questions.
9. Commercial developments are required to utilize a 6 inch sanitary sewer service,
please revise.
10. Please verify and note that the proposed grading within any utility easement will
not exceed 4:1 slope.
11. Please provide a fire flow summary note on the site plan. Please note the fire
flow and number of fire hydrants required on this site based on building size and
material type (Table B105.1 and C105.1 of the Fire Code).
12. Please identify meter sizing on site plan and utility plan.
13. Please provide note and/or detail for paving connection to the Valley Park Center
paving.
14.The FDC needs to be located adjacent to the fire lane. Please place the remote
FDC in the grass area in front of the building approximately 250 feet from
Callaway -Jones Way, adjacent to the fire lane.
15.(Sheet C3.1) Please provide existing manhole invert and specify Detail S1-03 for
proposed connection.
16.(Sheet C3.1) Isolation valve must be at least a 4 inch, please revise.
17. (Sheet C3.1) Please provide the following language; On the fire suppression line, an
isolation valve is required just inside the PUE. Also note on the plans that fire
suppression lines shall have a lockable lid on the isolation valve. The lockable lid shall,
at a minimum supply protection as the AMP or USA, LL562 Locking Lid. Alternate
lockable lids shall be approved by College Station Utilities Director or his designee.
18. (Sheet C3.1) The 8 inch tap must be a cut in tee with a 12 inch and 8 inch valve, unless
a 6 inch is adequate and in which case a tapping sleeve and valve could be utilized. If
the tapping sleeve and valve option is utilized please specify ductile material type.
19. (Sheet C4.1) Please provide a typical street material cross section for TxDOT
portion and non TxDOT portion of street.
20. (Sheet C4.1) Please identify appropriate permanent end of street barricades.
21. Please submit street light plan and detail.
22. Please submit street sign plan and detail, to include correct block numbering. If
you need the street sign template, please let me know.
23. Please verify and place note on plans that water services will be left between 2 and 3
feet deep at the point of terminus by developer's contractor. Also note that a ball valve
is required at the point of terminus.
24. (Drainage) As the construction of Callaway -Jones Way was required as a part of this
development, were the post development flows mitigated within this sites internal storrr
mitigation system?
25. (Drainage) Please provide a detention pond routing analysis summary table, identifying
the WSE at each storm event of each pond.
26. (Drainage) Does the North Pond include an emergency spill way?
27. (Drainage) The North Pond appears to be missing 2 of the 3 outlet protections.
28. (Drainage) What is the proposed surface treatment of the proposed spillways?
29. (Drainage) Any deviation from the BCS Drainage Guidelines — Detention Facility
Guidelines should be documented and defended in the Letter of Acknowledgement.
30. FYI - Based on the existing utilities in the area and the proposed sanitary sewer
plan for Lot 1, it appears that Lot 2 (1.6956 acres) and other adjacent 4.48 acre
lot will have to utilize on -site systems permitted thru the Brazos County Health
Department or initiate an additional change to the TAMU ILA.
31. Storm water management requirements are as follows, any questions may be

Storm Water Discharges from Small Construction Activities
The Texas Commission on Environmental Quality has issued a general permit for
construction activities under the Texas Pollution Discharge Elimination System. The
general permit (TXR150000) is for construction activities disturbing at least 1 but less
than 5 acres or is part of a common plan of development disturbing at least 1 but less
than 5 acres.
You will need to follow these steps to discharge storm water from your construction site
to the City of College Station's Municipal Separate Storm Water Sewer System (MS4):
1. Read the general permit (TXR150000) to make sure it applies to your situation.
2. Adhere to the requirements of the general permit (TXR150000).
3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance
with Part III of the general permit (TXR150000).
4. Sign and post a construction site notice.
5. At least 2 days before beginning construction, provide a copy of the site notice to
the operator of any Municipal Separate Storm Water Sewer System (MS4) into
which storm water will be discharged.
A MS4s include streets, channels, gutters, ditches or anything else that is publicly
owned, designed or used to collect or transport storm water.
As long as you meet the conditions of this general permit, you are authorized to
discharge storm water.
No notice of intent (NOI), notice of termination (NOT), or fee is required under this
option —as long as the requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5, 2013.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Electric facilities will be designed within existing easements.
2. Developer provides temporary blanket easement for construction purposes or
provides descriptive easements for electric infrastructure as designed by CSU for
electric lines
3. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing
devices and extend as required.
5. If conduit does not exist at designated transformer or other existing devices,
developer will furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc)

Please show the 50' X 80' Private Access Easement on the adjacent property to the
southeast and improvements on adjacent property so we can see how they fit together.
2. Please provide volume and page number for all easements.
a. Please show the 15-foot easement from Twyla Benson to Charles V. Mancuso
located along the front of the property. Label the easement as a Private Drainage
Easement and Private Utility Easement and provide volume and page numbers.
3. Please indicate dumpster location and provide detail of the proposed dumpster, and
dumpster enclosure.
a. Even if you are planning to use a roll -off dumpster, you will need to speak to the
Sanitation Superintendent for approval and add a note to the site plan.
4. Note # 9 and Note # 16 say the same thing. Please remove one of these notes.
5. Please add the right-of-way width to the landscape plan.
6. Please adjust the location of the electrical transformer and provide adequate screening
from the public right-of-way with landscaping. There should be a 5400t clear space

2. The proposed water demands suggest that a 1.5 inch meter would be appropriate. A 2
inch meter would be appropriate for max. water demands between 100 and 160 gpm.

No light is required at this location. That location references an insert pole that will be where
the power comes from to feed the two required street lights.

ACTION: Along the 2818 street frontage, due to the adjacency of the required 24' Private Access
Easement to the public utility easement, space to plant the required streetscape trees is
very limited. Therefore per phone conversation with Matthew Hilgemeier, on 1.11.2011
(who confirmed the following direction with Engineer Reviewer Josh Norton), Callaway -
Jones has been given permission to locate trees within the public utility easement given
they first locate the below ground water line, and keep all plantings as far away as /
possible from the existing below ground water line and the overhead electrical line/

Storm Water Discharges from Small Construction Activities
The Texas Commission on Environmental Quality has issued a general permit for construction activities under
the Texas Pollution Discharge Elimination System. The general permit (TXR150000) is for construction
activities disturbing at least 1 but less than 5 acres, or is part of a common plan of development disturbing at
least 1 but less than 5 acres.
You will need to follow these steps to discharge storm water from you construction site to the City of College
Station's Municipal Separate Storm Water Sewer System MS4):
1. Read the general permit (TXR150000) to make sure it applies to your situation.
2. Adhere to the requirements of the general permit (TXR150000)
3. Prepare and implement a Storm Water Pollution Prevention Plan in accordance with Part
III of the general permit (TXR150000).
4. Sign and post a construction site notice.
5. At least 2 days before beginning construction, provide a copy of the site notice to the operator of
any Municipal Separate Storm Water Sewer System (MS4) into which storm water will be
discharged.
A MS4s include streets, channels, gutters, ditches or anything else that is publicly owned, designed or used to
collect or transport storm water.
As long as you meet the conditions of this general permit, you are authorized to discharge storm water.
No notice of intent (NOI), notice of termination (NOT), or fee is required under this option —as long as t
he requirements of this general permit are followed.
This particular general permit will expire at midnight on March 5, 2013.
