The following page is a list of staff review comments detailing items that need to be addressed. If all comments have been addressed and the following information submitted by Wednesday, October 20, 10:00 a.m., your project will be placed on the next available Planning and Zoning Commission meeting scheduled for November 4th, 7:00 p.m. in the City Hall Council Chambers, 1101 Texas Avenue. One (1) 24" x 36" copy of the revised Preliminary Plat; and Nineteen (19) 11" x 17" copies of the revised Preliminary Plat. Upon receipt of the required documents for the Planning & Zoning meeting, your project will be considered formally filed with the City of College Station. Please note that if all comments have not been addressed, your project will be pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed on a future agenda once all the revisions have been made and the appropriate fees paid. Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at the following web site on Monday the week of the P&Z meeting. http://www.cstx.gov/pz Please note that a Mylar original of the revised preliminary plat will be required after P&Z approval and prior to processing subsequent final plats. Please confirm the volume and page numbers for existing easements. Our records indicate that some of the easements may be mislabeled, missing or in the wrong location. They include a 40' electrical easement (v5765/p221), 15' PUE (v7044/69 & 7302/220), 30' PUE (v5542,p81), and 20' SSE (v4047,p34). 2. A variance request will need to be requested if not proposing to construct a sidewalk along Harvey Mitchell Parkway. Alternatively, fee in lieu of construction can be requested. If requesting a variance, please provide a $167 variance request fee and a revised page 2 of the application. 3. Remove the reference to the ordinance number in note# 3. 4. Provide maintenance responsibility note for the Private Access and Public Access Easements. 5. Provide documentation from the adjacent property owners, which are part of the parent tract, stating that they do not wish to be a part of the preliminary plat. This would include the property owned by Linda Preston -Shepard to the South, and Ervin and Mildred Williams to the West. Reviewed by: Matt Robinson Date: 10/11/10 ENGINEERING COMMENTS NO. 1 1. Please provide a note explaining the ownership and maintenance responsibilities of the public and private access easements. The maintenance responsibility of the access easements is ideally the POA or owner of Lot 1, as these areas will be utilized by the future development. Additional explanation may be needed to explain the purpose of the proposed PrAE and PAE: 2. Please remove the PDE, HOA & CA abbreviations if they are not being utilized. 3. Please coordinate with TxDOT concerning their follow comment: a. - The proposed 24' public access easement (PAE) should be located within when a sufficient site plan is available. Reviewed by: Josh Norton Date: October 11, 2010 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION Developer provides temporary blanket easement for construction purposes or provides descriptive easements for electric infrastructure as designed by CSU for electric lines (where applicable, including street lights). Developer may be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. If applicable, the following easements will be required: 20' wide easement along both the side lot and rear lot line. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser. 4. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 5. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings (i.e. transformers, pull boxes etc) per CSU specs and design. 7. Developer installs pull boxes and secondary pedestals per CSU specs and design (pull boxes and secondary pedestals provided by CSU). 8. Developer provides digital AutoCAD 2000 or later version of plat and / or site plan. Email to: wdavis@cstx.gov.. 9. Developer provides load data to CSU as soon as it is available to avoid construction delays. Delivery time for transformers not in stock is approximately 40 weeks. 10. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformer(s), pull box(es), switchgear(s), meter location and conduit routing as designed by CSU. 11. PLANNING (Reviewed by Matt Robinson, Date: October 11, 2010): COMMENT #1: Please confirm the volume and page numbers for existing easements. ACTION: Further investigation shows the following results: • 40' Electrical Easement (40471221) — Easement added to the Preliminary Plat. • 15' PUE (7044169 & 73021220) —Easement label revised. • 30'PUE (5542181) —Easement label revised. • 20' SSE (4047134) — The SSE on the adjacent 6.20 acres, per our records is recorded in Volume 4047, Page 29. The portion of SSE on our site is recorded as indicated on the Preliminary Plat in Volume 7943, Page 153 and Volume 8169, Page 129. Harvey Mitchell Parkway is designated as a Freeway/Expressway on the Thoroughfare Plan which is one of the criteria for allowing fee in lieu of construction of a sidewalk COMMENT #3: Remove the reference to the ordinance number in note# 3. ACTION: Reference to ordinance number has been removed. See revised preliminary plat. As discussed in the PAC meeting held on July 28, 2010, the PAE will be used to provide access to the adjacent 6.20 acre tract and the lift station. PrAE will provide access to the landlocked lot owned by Linda Preston - Shepard to the southwest. MMENT #2: Please remove the POE, HOA & CA abbreviations if they are not being utilized. ACTION: Abbreviations have been removed. See revised preliminary plat. ,S;OMMENT #3: Please coordinate with TxDOT concerning their follow comment: a. - The proposed 24' public access easement (PAE) should be located within the 3.364 acre tract to permit sufficient throat lenqth off State ROW. Under the current location. only minimum separation from FM 2818 is provided, all on existing State ROW. No separation is provided on site in the event the ROW is further utilized in the future. Additional review is requested when a sufficient site plan is available. ACTION: We met with Chad Bohne of TxDOT regarding this concern. Please refer to his response provided after our meeting included with this submittal. ACTION: Per our conversation, easements have been provided along the side and rear lot lines, as well as in the middle of the property.
