2. What is the dashed line between the water meters and the main? It appears to be part of
the PUE.

PLANNING
1. A Private Improvement in the Public Right -of -Way Permit (PIP) is required for the
sidewalk and streetscaping along Church Avenue. This must be approved prior to Site

O2. A Public Access and Utility Easement must be dedicated along Church Avenue for the
portion of the required sidewalk that is on private property. This must be deemed as a
sufficient submittal by Legal Staff prior to Site Plan approval.
® 3. The Access Easement for the parking drive aisle and sidewalks that will connect to the
future Public Way must be submitted prior to site plan approval, but may be approved
prior to issuing a Certificate of Occupancy.
Please remote the FDC closer to the fire lane behind Albertson's.
The proposed bike rack spacing renders then non-functional. Please revise the spacing
to be at least 3 feet apart.
Note #8 on C-04 needs to be replaced by the screening note that was added to Sheet
A01.00.
V. The 20-foot PUE that is reference in the first round of comments in Comment # 8 was
not referred to on the site plan and no clarification was provided in writing.
VB/There are 234 parking spaces required and 334 shown. Please revise the information

Please identify the line that cuts through the middle of the bike rack pad near the trash

ENGINEERING COMMENTS NO. 3
Site Plan
1. (Repeat) Per Fire Marshal, a 20-ft continuous fire lane needs to be provided along the
northeastern and eastern sides of the building. This must be built to fire lane standards and
marked appropriately. The eastern fire hydrant is still not accessible by a continuous
20-ft fire lane. Please revise.
2. (Repeat) Per Fire Marshal, the curb radii are not adequate for fire truck to exit the western
parking lot and turn left onto access road within the 50-ft Access Easement. Unless this
turning movement can be accommodated, fire access road will need to be provided to Nagle
St. Signage will need to be added along the access road between Church St. and the
northern driveway.
3. (Repeat) Please add a note to the site plan regarding signage or markings along the fire
lane. Please specify striping and pavement marking requirements in accordance with
the Site besign Standards.
4. (Repeat) Please label all new and existing easements with volume and page number. If
new easements don't have volume and page numbers yet, please provide blanks for that
information to be added later. The PUE containing the water and sanitary sewer line
needs to be a minimum 30-ft wide.
5. (Repeat) According to our GIS system, the following easements are on -site and need to be
- verified:
a. Variable PUE V.1190, P.466 This easement runs adjacent to the property and
behind the Albertsons and contains utilities supporting this development. It
needs to be labeled.
6. (Repeat) The isolation valve needs to be in a PUE. Please move the isolation valve out
from under the pavement.
7. (Repeat) FYI ... All offsite easements need to be dedicated prior to site plan approval. At a
minimum, we need a Temporary Blanket Easement on this site prior to site plan
approval. All specific easements will be required prior to issuance of the Certificate
of Occupancy.
8. (Repeat) Please show proposed light poles on the site plan. These should be shown on
the site plan.
Construction Documents
9. C-04/C-15 — An 8-inch dead-end water main is not permitted per the BCS Unified Design
Guidelines. If a 6-inch line will not suffice, the 8-inch line will need to be looped.
10. (Repeat) Water Report — Based on the building square footage and construction type, the
International Fire Code requires more than 2,500 gpm. Please revise report. For the
required fire flow of 4,000 gpm, Table C105.1 of the IFC requires a minimum of 4 fire
hydrants with an average spacing of 350'. The actual fire flow test results do not
show that fire hydrants on this site will provide 2,000 gpm as labeled. Please revise
on the site plan and in the fire flow report. FYI ... All fire hydrants will have to be
flowed simultaneously and provide the required 4,000 gpm prior to issuance of CO.
11. (Repeat) C-04 — The FDC needs to be relocated to a location which is unobstructed by
parking. Please move the isolation valve out from under the pavement.
12. (Repeat) C-04 — Please label the PUE adjacent to the northeastern property line containing
existing water and sewer lines. This easement runs adjacent to the property and behind
the Albertsons and contains utilities supporting this development. It needs to be
labeled.
13. C-04 - Please add a construction sequencing note on the site plan.
14. (Repeat) C-11 — Please provide cross -sections of the pond.
15. (Repeat) C-13 — The isolation valve needs to be located within a PUE. Please move the
isolation valve out from under the pavement.
16. (Repeat) C-14 — Water meters need to be relocated to an area outside of pavement or
sidewalk. The water meters are located within the building on this drawing.
17. (Repeat) C-14 — Near Station 0+00 of Waterline A, verify that TCEQ water/sanitary sewer
crossing requirements are being met. Label accordingly. Please add a note regarding
TCEQ requirements for water/sewer crossings.

PLANNING
1. Please combine the site plan data onto one sheet. A separate sheet may be maintained for
grading and utility information.
2. ,Please submit business documents for the commercial portion showing the fitness center
will operate as a separate commercial entity. The requirement is not met if the fitness center
is open to the public, but is still part of The Stack business or used primarily as a resident
benefit.
The following comments are regarding Sheet A01-00:
3. The 30-foot Public Access Easement that passes along the side of the proposed building is
not required to be a Public Way. Labeling the easement as a Public Way has additional
implications such as setbacks, orientation, parking, and landscaping. A dedicated public
access easement in this area is suggested to accommodate the thru-traffic that will occur
once the second phase is built with the Public Way connecting to College Avenue. Please
extend the public access easement to include both sidewalks.
4. Additional, please dedicate a public access easement along Church Avenue for the portion
of the 10-foot wide sidewalk that is not within the public right-of-way.
5. A Private Improvement in the Public Right -of -Way Permit (PIP) is required for the sidewalk
and landscaping located within Church Avenue right-of-way.
6. Bike racks must be at least 3 feet from a building or parking space.
7. Existing public utility easements must be dimensioned and labeled with their volume and
page number.
8. Please show the 20-foot PUE at the rear of the building. If the easement is on site, as it
appears, then the structure is encroaching and must be removed from the easement.
9. Please submit a copy of the lower level parking lot layout for review.
10. On the ground level garage parking, there should be drive aisle to allow maneuverability
within the garage without users reversing the full length of the parking row. I will discuss this
further with you during out facilitation meeting.
11. Please label each island with its square footage. The minimum island square footage is
180.
12. The parking total states that there are 338 parking spaces provided (199 structural and 39
surface). This number does not add up.
13. On the total area, at the bottom of the page, please revise "TOTAL AREA" to state "TOTAL
BUILDIN.GAREA".
14. All parking visible from Church Avenue should be screened from view using an approved
screening method specified in Section 5.6.B.6.e of the Unified Development Ordinance
(LIDO).
15. The parking row near the trash compactor is labeled as having 9 spaces, but there are only
5.
16. In order to utilize an alternative sanitation facility, please contact the Sanitation Department.
17. Please identify the hatching in front of the flower bed at the Primary Entrance.
18. Please show hatching in the islands of the garage if they are to be painted.
19. An exterior ramp with guardrail to compactor intake is not shown on the exterior elevations
that were submitted. Please provide information on this ramp. A detail may be required.
20. Please add a note that The Stack at Legacy Point is Phase 1 of a development and shall not
be considered a stand-alone building plot for the purpose of signage.
21. Please add a note that all mechanical equipment shall be screened from view from the right-
of-way using opaque materials that are predominantly found on the principal structure and
shall coordinate with the building's architecture, color, and scale.
22. Please label each abutting property with its ownership information, applicable setbacks,
The following comments are regarding Sheet C-04:
23. Please use an inverted U bike rack instead of the rack specified in the Site Design
Standards. This document is in the process of being update. This change in rack design
will lower the number of spaces being proposed as indicated in the Site Data Summary
Table.
24. Note #8 may be removed to due to Comment #21.
25. Please refer to the table in Section 7.2.1 of the LIDO and revise tbe. parking calculations
provided. The calculations provided assume that each bedroom requires one parking
space, which is incorrect. The number of spaces required various on the number of
bedrooms per unit and the size of the bedroom (in the case of two -bedroom units).

LANDSCAPING/STREETSCAPING
1. The landscaping proposed meets the requirement for landscaping in NG-2. However, the
landscaping point calculation should be added to the plan. 4-inch caliper canopy trees are
valued at 300 points, 3-inch caliper are 150 points, non -canopy trees are 40 points, and 5
gallon shrubs are 10 point. The point calculation is as follows: ((132,358 SF site
area/1000)`30=3985.74 points)+((93/50)"300)=558 points). Street trees (in addition to those
described in Section 5.6.13 of the UDO)- 93 linear feet of frontage/32= 3 trees within 50 of
the right-of-way). Currently there are only two 3-inch caliper trees within 50 feet of the right-
of-way.
2. Please specify the selected plant species on the landscape legend, and add a note that non -
canopy trees are measured on a single cane 12 inches from grade.
3. Turf does not satisfy the landscaping requirement mentioned in Section 5.6.B.9.a.1 of the
UDO.
4. A color of sidewalk pavers is specified in the College Station Site Design Standards.
5. Please add a note that vertical concrete of 6" in height or more must be screened or treated
to look like stone, brick, or other alternatives approved by the Administrator.

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. Developer provides temporary blanket easement for construction purposes or provides
descriptive easements for electric infrastructure as designed by CSU for electric lines (where
applicable, including street lights)
2. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
3. Minimum 20' PUE will be required for all primary conduit. PUE's not meeting that
requirement on this site plan will be adjusted accordingly as the project progresses.
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for riser poles. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.

Staff reviewed the above -mentioned site plan as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information by any Monday at 10:00 a.m. for further staff review:

Memo providing written responses to all of staffs comments (identify the specific
page that each comment was addressed on or the reason for not addressing the
comment);
Four (4) revised site and one (1) landscaping plan;
$344,014 in Parkland Dedication fees are due prior to issuance of a building
permit;
Easement Dedication Sheet and required documents for a blanket easement and
Public Access Easements (please note that the Site Plan will not be stamped

PLANNING
1. Please combine the site plan data onto one sheet. A separate sheet may be maintained for
grading and utility information.
A01.00 has been changed to Streetscape/ Garage Level L1 plan with all site plan data
moved to C-04.
2. Please submit business documents for the commercial portion showing the fitness center
will operate as a separate commercial entity. The requirement is not met if the fitness center
is open to the public, but is still part of The Stack business or used primarily as a resident
benefit.
The space has been relabeled as retail until additional tenant information is known.
The following comments are regarding Sheet A01-00:
The 30-foot Public Access Easement that passes along the side of the proposed building is
not required to be a Public Way. Labeling the easement as a Public Way has additional
implications such as setbacks, orientation, parking, and landscaping. A dedicated public
access easement in this area is suggested to accommodate the thru-traffic that will occur
once the second phase is built with the Public Way connecting to College Avenue. Please
extend the public access easement to include both sidewalks.
Label has been changed to private drive on A01.00. Refer to C-04 for easement
/ information.
,/4. Additional, please dedicate a public access easement along Church Avenue for the portion
of the 10-foot wide sidewalk that is not within the public right-of-way.
Refer to C-04 for required easement information.
OA Private Improvement in the Public Right -of -Way Permit (PIP) is required for the sidewalk
and landscaping located within Church Avenue right-of-way.

6 Bike racks must be at least 3 feet from a building or parking space.

NX On the ground level garage parking, there should be drive aisle to allow maneuverability
within the garage without users reversing the full length of the parking row. I will discuss this
further with you during out facilitation meeting.
Garage levels L1 & LB will be assigned resident parking only with controlled access by key
card, numbered spaces and directional signage at the ends of each aisle to aid residents in
finding their assigned spot the first time.
Please label each island with its square footage. The minimum island square footage is
180.
Islands have been adjusted to meet minimum square footage and are labeled on C-04.
V The parking total states that there are 338 parking spaces provided (199 structural and 39

The following comments are regarding Sheet C-04:
23. Nase use an inverted U bike rack instead of the rack specified in the Site Design
Standards. This document is in the process of being update. This change in rack design
will lower the number of spaces being proposed as indicated in the Site Data Summary
Table.
Bike racks have been replaced with U-rack model on A01.00.

2. Please refer to the table in Section 7.2.1 of the LIDO and revise the parking calculations
provided. The calculations provided assume that each bedroom requires one parking
space, which is incorrect. The number of spaces required various on the number of
bedrooms per unit and the size of the bedroom (in the case of two -bedroom units).
Our project meets the definition of dormitory in Section 202 of the 2012 IBC because it
provides sleeping accommodations in a series of closely associated rooms, for persons not
members of the same family group, under joint occupancy and single management. The
dormitory parking factor of 0.75 spaces per bed was additionally reduced to 75% per
Northgate Standards.
Please note that any changes made to the plans, that have not been requested by the City of
College Station, must be explained in your next transmittal letter and "bubbled" on your plans.
Any additional changes on these plans that the City has not be made of aware of will constitute
a completely new review.

LAN DSCAPING/STREETSCAPI NG
1. The landscaping proposed meets the requirement for landscaping in NG-2. However, the
landscaping point calculation should be added to the plan. 4-inch caliper canopy trees are
valued at 300 points, 3-in caliper are 150 points, non -canopy trees are 40 points, and 5
gallon shrubs are 10 point. The point calculation is as follows: ((132,358 SF site
�� area/1000)'30=3985.74 points)+((93/50)'300)=558 points). Street trees (in addition to those
described in Section 5.63 of the UDO)- 9 near feet of frontage/32= 3 t� within 50 of
the right-of-way). -Currently there are only 3-inch caliper trees within 50 feet of the right-
of-way.
An additional 3-caliper tree and landscape point calculation has been added to A01.00.
VV Please specify the selected plant species on the landscape legend, and add/a note that non -
canopy trees are measured on a single cane 12 inches from grade. �/

ZTurf does not satisfy the landscaping requirement mentioned in Section 5.6.B.9.a.1 of the

The turf area between the sidewalk and Church Ave facade has been changed to pavers.

ENGINEERING COMMENTS- SITE PLAN ONLY
Engineering construction plans and documents are still under review. Comments related to
these documents will be sent at a later time and may affect the site plan.
1. Per Fire Marshal, another fire hydrant needs to be provided along the fire lane on the
western side of the building.
2. Per Fire Marshal, a 20-ft continuous fire lane needs to be provided along the northeastern
and eastern sides of the building. This must be built to fire lane standards and marked
appropriately.
3. Per Fire Marshal, the curb radii are not adequate for fire truck to exit the western parking lot
and turn left onto access road within the 50-ft Access Easement. Unless this turning
movement can be accommodated, fire access road will need to be provided to Nagle St.
4. Please add a note to the site plan regarding signage or markings along the fire lane.
5. Please label all new and existing easements with volume and page number. If new
easements don't have volume and page numbers yet, please provide blanks for that
information to be added later.
6. According to our GIS system, the following easements are on -site and need to be verified:

1. Developer provides temporary blanket easement for construction purposes or provides
descriptive easements for electric infrastructure as designed by CSU for electric lines (where
applicable, including street lights)
2. Developer may be responsible for locating easements on site to insure that electrical
infrastructure is installed within easement boundaries.
3. Minimum 20' PUE will be required for all primary conduit. PUE's not meeting that
requirement on this site plan will be adjusted accordingly as the project progresses.
