Planning Comments: 2, Saddle Creek Phase 2 Final Plat, a variance request was submitted for right angle lots, but was presented to the P& Z as a discretionary item. If a block length variance was previously approved and no changes were made to the Preliminary Plat in the location of the variance, why would we need to include a new request for this variance? not o n rcv; s� P P , K4-.L A !o Ion. 4. Is including "of the" in the plat title a new requirement? Every plat title we have turned in for any project, including 3 for this subdivision, have not been required to include "of the" in the title block.No1 C"cn-ial, Engineering Comments: 1. All of the utilities for the subdivision are in the front of the lots for lots that have an existing drainage way at the rear of the lots. A public utility easement is not necessary In these locations. If a public utility easement was placed along the rear lot lines it would allow a utility company to come in and destroy the trees along the drainage way. The easements were not required on similar lots in Phase 1 or 2. 13. The existing drainage ways carry the natural flow of water. Since the lot lines generally follow the center of the drainage way, it will be very difficult for a lot owner to block the drainage without some encroachment onto the adjoining lot. If an easement is placed on these lots, it may appear that a lot owner can encroach onto his neighbor's lot and make changes to the vegetation and topography as long as he does not go outside the easement. We think that placement of a private drainage easement could result in more problems. There have been no problems with the way we have proposed it.
