There seems to be an issue around Lot 148 of Block 6. The angle of the lot lines have changed, but the lot line lengths did not change to compensate. This should be a minor change to the mylar that can be handwritten onto the document that was submitted to avoid reprinting. 4. The metes and bounds do not appear to close. Please clarify. 2. The proposed Final Plat shows 2 right angle lots and an acute angel intersection which were not on the approved Preliminary Plat. Please revise the Final Plat to comply with the Preliminary Plat or seek variances for these items. 3. A revised Preliminary Plat is required to be submitted and taken to the Planning and Zoning Commission to reflect the change in phase lines. This Preliminary Plat will need to include a request for the variances which were approved on the original Preliminary Plat. 4. Please label minimum finished floor elevations. 3. Are there plans to abandon the temporary access easement shown on High Meadow Trail where this development ties into Phase 1? 4. Offsite temporary access, public utility, and drainage easements are required to be filed by separate instrument. Copies of the filed separate instruments will be required prior to filing of the plat. 5. Based on the Overall Layout, it appears that an offsite public utility easement will be required for the waterline on Vintage Oaks Dr. 6. Please verify that air release valves and flushing appurtenances are not needed at critical points along the waterlines. 7. There should be a blow -off or fire hydrant at Sta. 0+00 of Waterline W-7 on Vintage Oaks Dr. 8. Please verify that gate valves are located at a maximum interval of 800 feet. 9. The metes/bounds have been rechecked and it closes within 0.01', which is due to rounding as you traverse around the boundary. 2. These easements have been added except for rear lot lines which follow existing drainage ways. All of the utilities for Saddle Creek have been located along the front lot lines. There has been no request for rear lot line easements by any utility company. Creating utility easements along the lot lines/drainage ways could allow clearing of the vegetation of these areas which are typically heavily wooded. These wooded drainage ways provide a buffer between lots in many cases. There is no need for these additional easements. No rear lot line easements have been added to Lots 75, 76, and 77 of Block 2 and Lots 58, 59 and 60 of Block 4. Lr© Please label minimum finished floor elevations. The existing drainage ways carry the natural flow of water. Since the lot lines generally follow the center of the drainage way, it will be very difficult for a lot owner to block the drainage without some encroachment onto the adjoining lot. If an easement is placed on these lots, it may appear that a lot owner can encroach onto his neighbor's lot and make changes to the vegetation and topography as long as he does not go outside the easement. We think that placement of a private drainage easement in these areas could result in problems. State law prevents blocking the natural flow of water. There have been no problems with the way we have proposed it. The following note has been added to the Final Plat. "The existing drainage ways shall be preserved in their current condition and the natural flow of water in the existing drainage ways shall not be obstructed". 14 Shouldn't there be an easement or buffer area for the gas pipeline preventing homes from being built on or near it?
