The total site area of the proposed development is 1.25 acres. The proposed development includes building structures, pavement, drainage, and utilities for a fuel service station with convenience store. The latest Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM), Map No. 48041C0305E, effective May 16, 2012, shows that no portion of the tract is within a regulatory 100 -year floodplain. The site is zoned C- 1, Commercial by the City of College Station, is currently vacant, and is being developed by SF Business Investments, 2606 College Avenue, Bryan, TX 77802. EXISTING DRAINAGE BASIN DESCRIPTION: The watershed boundary consists of approximately 1.25 acres of vacant land that generally flows west to southwest to Texas Department of Transportation (TxDOT) drainage control structures at the intersection of FM 2818 and Holleman Drive. PROPOSED DRAINAGE: The development of the site will require storm water detention. All of the 1.25 -acre site will be detained in a control structure located along the west side of the site. The site consists of nine drainage areas, as shown in Exhibit A, page 9. Drainage Areas 01 — 08 (DA -01 — DA -08) will contain the proposed building and on-site pavement, as well as some of the surrounding natural ground. Drainage Area 09 (DA -09) consists of the detention pond and adjacent natural ground. No storm water flow will be received from the adjacent development known as Lakeridge Townhomes. STORM WATER DETENTION PLAN: Storm water detention is provided using a detention basin created on the west side of the site which is one of the lowest areas of elevation on the property and within one of the natural, existing drainage flow paths for the site. The detention basin will maintain the 100 -year storm event with at least a 0.50 -foot freeboard. The drainage area flowing into the basin is 1.25 acres with a post -development weighted runoff coefficient of 0.80 and a time of concentration (tc) of 10.00 minutes. The outfall structure is designed to limit the peak outfall rates to allowable, pre - A Engineering — PO Box 5192 — Bryan, Texas 77805 — Telephone (979) 739-0567 — Fax (979) 774-5025 — Page 5 development rates, while the basin is designed to provide sufficient volume for temporary storage of the additional runoff generated by the development. ANALYSIS METHOD: The Rational Method was used to estimate the storm water runoff conditions for this development. Computations presented on the following pages indicate the estimated pre- and post -development peak discharge rates generated by the 2, 5, 10, 25, 50 and 100 -year storm events. The pre -development runoff coefficient was assumed to be 0.40. The post -development weighted runoff coefficient was assumed to be 0.80 based on the current proposed development plan and future build -out conditions. Post -development hydrographs were calculated, assuming no detention to facilitate direct comparison in the pre- and post - development conditions. Pages 12-14 show the calculations for peak discharge rates for the storm water that is directed to the proposed detention pond. Pages 15-20 present tabulations for the predevelopment, post -development with no detention, and flow to detention pond hydrographs respectively. Pages 21-23 are hydrographs for the pre -development, post - development with no detention, and flow to detention pond hydrographs respectively. The calculated t, of 10.00 minutes was used for all computations. Having derived the preliminary volume requirements as presented on page 14 and "allowable peak" discharge rate as presented on page 13, the final detention facility and outlet control structure were designed. Page 24 presents a tabulation and depth verses volume graph for the detention facility as designed. The Top of Berm is at elevation 324.50 and the over -flow elevation of the flow control structure is 323.81. In the 100 -year storm event, the maximum elevation in the pond is 323.81, thus leaving at least 0.50 feet of freeboard. Page 25 presents a tabulation and rating curve for the outlet control structure. A compound broad -crest weir was chosen due to the discharge ratio characteristics associated with the anticipated headwater depth. An ultimate storage depth of 2.50 feet is available due to the physical geometry of the pond. Page 26 presents a tabulation of the level pool reservoir routing continuity principle, as seen with the equation: S/t = 1-O where S=storage volume, t=time, 1=inflow rate, and O=outflow rate. Also included is the Storage Indication Curve for the proposed detention facility based on the aforementioned physical characteristics of the detention pond, storage volume, inflow hydrographs, and rating curve for the outlet structure. Pages 27-29, 30-32, 33-35, 36-38, 39-40, and 42-44 present simulations for the 2, 5, 10, 25, 50 and 100 -year storm events, respectively. The first and second pages of each storm frequency simulation represent the tabulated data for the storm event. The third page of each storm simulation represents the pre -development hydrograph, the post -development hydrograph (with no detention), and the post -development hydrograph (with detention) for each storm event. 14 Engineering — PO Box 5192 — Bryan, Texas 77805 — Telephone (979) 739-0567 — Fax (979) 774-5025 — Page 6 Pages 45-50 provide total inflow/outflow hydrographs for the 2, 5, 10, 25, 50 and 100 -year pre - development and post -development (with detention) storm events. It can be determined from these hydrographs, that the post -development peak discharge rates have been significantly reduced from those peak pre -development discharge rates due to the incorporation of the detention facility. Page 51 is a graph that summarizes the depths, volumes, and percent of "utilized" storage volumes for the 2, 5, 10, 25, 50 and 100 -year storm events. Pages 53-58 show detailed reports concerning the hydrology and culvert properties for the detention pond outfall and weir. Pages 59-62 show detailed reports concerning the hydrology and culvert properties of the driveway culvert. Pages 63-94 show detailed reports generated by the Autodesk AutoCAD Civil 3D Hydraflow Express software concerning the hydrology, inlet, and culvert properties for each of the drainage areas. Tailwater and headwater elevations were calculated based on the assumption of a full detention pond. SITE DRAINAGE' Exhibit A on page 9 shows Drainage Areas DA -01 through DA -08, which release into the detention pond at three outfall structures, Outfall 1, Outfall 2, and Outfall 3, which have 3:1 SETS. Drainage Area DA -09 releases directly into the detention pond. The Hydraflow Express software was used to calculate the peak flows in each of the drainage areas. Outfall 1 releases runoff from DA -01 and DA -02 into the detention pond and has a calculated peak flow of 3.04 cfs. DA -01 has an area of 0.14 acres and a calculated peak flow of 1.33 cfs. Runoff drains through storm drain SD -1, flows through storm pipe ST -1, and is released into the detention pond. DA -02 has an area of 0.17 acres and a calculated peak flow of 1.71 cfs. Runoff drains through SD -2 and flows through storm pipes ST -2 and ST -1. Pages 63-70 show the peak flow, grate inlet, and storm piping design calculations for DA -01 and DA -02. Outfall 2 releases runoff from DA -03 and DA -04 into the detention pond and has a calculated peak flow of 4.25 cfs. DA -03 has an area of 0.17 acres with a calculated peak flow of 1.86 cfs. Runoff drains through storm drain SD -3 and flows through storm pipe ST -3 to Outfall 2. DA -04 has an area of 0.23 acres and a calculated peak flow of 2.39 cfs. Runoff drains through SD -4 and flows through ST -4 and ST -3. Pages 71-78 show the peak flow, grate inlet, and storm piping design calculations for DA -03 and DA -04. Outfall 3 releases runoff from DA -05, DA -06, DA -07, and DA -08 into the detention pond and has a calculated peak flow of 3.58 cfs. DA -05 has an area of 0.11 acres with a calculated peak flow of 1.21 cfs. Runoff drains through SD -5 and flows through ST -5 to Outfall 3. DA -06 has an area of 0.05 acres and a calculated peak flow was 0.23 cfs. Runoff drains through SD -6 and flows through storm pipes ST -8, ST -7, ST -6, and ST -5. DA -07 only includes the building, which has an area of 0.17 acres and a calculated peak flow of 1.86 cfs. The roof runoff drains through structures located along the north side of the building and flows through pipes ST -9 through ST - J4 Engineering — PO Box 5192— Bryan, Texas 77805— Telephone (979) 739-0567— Fax (979) 774-5025— Page 7 16, and ST -5 through ST -7. DA -08 has an area of 0.06 acres with a calculated peak flow of 0.28 cfs. Runoff drains to SD -10 and flows through pipes ST -18 through ST -5. Pages 79-92 show the peak flow, grate inlet, and storm piping design calculations for DA -05, DA -06, DA -07, and DA -08. The total calculated peak flow for the three outfall structures is 10.88 cfs. DA -09 has an area of 0.17 acres with a calculated peak flow of 0.78 cfs. The combined total of peak flow runoff for the entire site is 11.66 cfs, which is all routed to the detention pond. Pages 93-94 show the peak flow calculations for DA -09. DRIVEWAY CULVERT: This culvert is located at the site access driveway at FM 2818, as seen in Exhibit B, page 10. It is designed to accept storm water runoff from upstream on the existing drainage flow line along the north side of FM 2818, as shown in Exhibit C, page 11. The drainage area for this culvert is 2.43 acres with an expected 100 -year flow of 13.21 cfs. For this application, one 24 -inch RCP culvert was chosen. The culvert will be 69 feet long and installed with a slope of 0.43% along with 4:1 SETS. This provides a total length of 85 feet for this culvert application. The culvert will allow a peak discharge of 18.29 cfs to pass through with a downstream velocity of 6.20 fps, which exceeds the anticipated 100 -year flow rate for the drainage area. Hydrology and peak flow calculations for the culvert are shown on pages 59-62. CONCLUSION: The construction of the proposed detention facility will minimize the effects of this development on the downstream property owners and will either meet or decrease the peak discharge rates for the range of storm events of interest within this report.
