Staff reviewed the above-mentioned preliminary plat as requested. The following page is a list of
staff review comments detailing items that need to be addressed. Please address the comments
and submit the following information for further staff review and to be scheduled for a future
Planning & Zoning Commission meeting:
One (1) 24" x 36" copy of the revised Preliminary Plan; and
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed, your project will be
pulled from the scheduled Planning & Zoning Commission agenda. Your project may be placed
on a future agenda once all the revisions have been made and the appropriate fees paid. Once
your item has been scheduled for the P&Z meeting, the agenda and staff report can be
accessed at the following web site on Monday the week of the P&Z meeting.

1. Please change the title block to read Preliminary Plan. As per my conversation with Ms.
Bullock, the title will remain as "Preliminary Plat" because the property falls under the
vested regulations.
2. Please add note that Old Millican Road is the minor collector indicated on the thoroughfare
plan. Note 14 was added to the plat that addresses this comment.
3. Please note that any changes made to the plans that have not been requested by the City
of College Station must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not been made aware of will
constitute a completely new review. Duly noted.

ENGINEERING COMMENTS NO. 2 (Response provided by: J. Dale Browne, Jr., P.E.)
1. Old Millican Rd. is required to be constructed to rural collector standards with a 32 -ft
pavement width and a 2 -ft ribbon curb along the sides. As per my conversation with Ms.
Bridges, a 30' wide pavement with 3' shoulders would be acceptable as per the BCS
Unified Design Guidelines.
2. Please show or note the required front, side, and rear lot PUEs. Note 15 was added to the
plat that addresses the side and rear lot PUEs. The PUE along the front of each lot is
shown on the plat.
3. FYI ... The private gates will need to be located outside of the PUEs. Inset "A" was added
to the plat to addresses this comment.

1. As was indicated in the first round of comments, please revise The Hollow to reflect what
was shown on the approved Peach Creek Master Plans and provide the minor collector
AND adjacent roadway as shown.
As an alternative,
1. In order to remove the minor collector as shown on the approved Peach Creek Master
Plan, a Comprehensive Plan Amendment to change the Thoroughfare Plan would be
required (it is our interpretation that this cannot be simply shifted onto the adjacent tract);
a. Please be aware that Staff will not support the above request, but in the event
that this is approved, please provide a revised Peach Creek Master Plan to show
the removal of the minor collector; and
b. In the event that the previous request is approved, please submit The Hollow
Preliminary Plan without the minor collector.
Please be aware that if the current submittal of The Hollow's Preliminary Plat is not revised
to show the minor collector as shown on the approved Peach Creek Master Plan, Staff will
not recommend approval. As per our meeting on Monday, August 4'" with Jason Shubert,
Jessica Bullock and Erika Bridges, we have made the necessary changes to the "Millican
Loop" that will allow it to be compliant with the Thoroughfare Plan.
2. FYI — You will need to remove the gate as shown on Millican Loop as local streets cannot be
gated. The gates have been removed from "Millican Loop" now named "Old Millican Road".
3. Please note that you may be required to submit paid tax certificates if they are not current
prior to the filing of your plat. Duly noted.

PLANNING
1. Please provide a street name for the private road off of Wellborn Road. Please be aware
that additional approval will need to come from Brazos 911.
2. Please provide a note that the Final Plat will provide HOA documents for maintenance of the
private roadway(s) and the gate.
3. Based on the Peach Creek Master Plan, Phase 1 is shown to be The Meadows off of State
Highway 6 and Phase 2 is the Hollow. If the naming and location of the phases is changing,
please be aware that the Master Plan will need to be revised. If the intent is to keep The
Hollow in the location as shown in this Preliminary Plan, please revise the title block to show
that this is Phase 2.
4. Please change the title block to read that this is a Preliminary Plan.
5. Please note that you, the applicant, are responsible for scheduling the plat for consideration
by the County Commissioner's Court and for getting the County Judge's signature on the
Mylar after they approve the plat.

ENGINEERING COMMENTS NO. 1
1. Please provide letter of intent to serve this property from Wellborn SUD and BTU.
2. Please add a note regarding maintenance of private streets.
3. A minimum 100 -ft right-of-way is needed for the Minor Collector, as shown on the Peach
Creek Master Plan, so the western rear lot lines need to be adjusted 10 -ft. FYI... Please
note that additional right-of-way may be needed per the County's request due to BTU
infrastructure or drainage obstructing the construction of a street in that location. It should
be demonstrated that the 100 -ft right-of-way in that location is adequate to construct a minor
collector street.
4. Fire flow is required for all lots, so locations of fire hydrants should be shown on the
preliminary plan.
5. Per the BCS Unified Design Guidelines, a 6 -inch main can be up to 1500 feet in length and
can have no more than 2 fire hydrants. Based on this requirement, a minimum 8 -inch main
will be needed.
6. FYI ... The local street may be gated as shown, but other main thoroughfares shown
throughout the Peach Creek development will need to be public streets.
7. FYI ... There are several main public thoroughfares shown throughout the Peach Creek
Master Plan, and future submissions need to show adequate phasing that will allow for all
thoroughfares to be constructed with each subsequent phase.

1. Please provide letter of intent to serve this property from Wellborn SUD and BTU.
2. Please add a note regarding maintenance of private streets.
3. A minimum 100 -ft right-of-way is needed for the Minor Collector, as shown on the Peach
Creek Master Plan, so the western rear lot lines need to be adjusted 10 -ft. FYI... Please
note that additional right-of-way may be needed per the County's request due to BTU
infrastructure or drainage obstructing the construction of a street in that location. It should
be demonstrated that the 100 -ft right-of-way in that location is adequate to construct a minor
collector street.
4. Fire flow is required for all lots, so locations of fire hydrants should be shown on the
preliminary plan.
5. Per the BCS Unified Design Guidelines, a 6 -inch main can be up to 1500 feet in length and
can have no more than 2 fire hydrants. Based on this requirement, a minimum 8 -inch main
will be needed.
6. FYI ... The local street may be gated as shown, but other main thoroughfares shown
throughout the Peach Creek development will need to be public streets.
7. FYI ... There are several main public thoroughfares shown throughout the Peach Creek
Master Plan, and future submissions need to show adequate phasing that will allow for all
thoroughfares to be constructed with each subsequent phase.
