Staff reviewed the above-mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review and to be scheduled for a future Planning
& Zoning Commission meeting:
One (1) 24"x36"copy of the revised final plat;
Thirteen (13) 11"x17"copies of the revised final plat;

expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed your project will not be
scheduled for a Planning & Zoning Commission meeting. Your project may be placed on a
future agenda once all the revisions have been made and the appropriate fees paid. Once your
item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at
the following web site on Monday the week of the P&Z meeting.

City of College Station, must be explained in your next transmittal letter and "bubbled" on

5. Please note that you may be required to submit paid tax certificates if they are not current

Plat.
2. Please fix the following street name Sophies Lane, street is shown as
Summerway Drive on Preliminary Plat.
3. Please provide a temporary turn around with temporary access easement at the
end of Papa Bear Drive on Final Plat.
4. Please use updated FEMA Maps April 2, 2014 when determining if property lies
within the 100-year floodplain, and update your note reflecting this.
5. Please provide adequate Private Drainage Easement reflecting the construction
grading plan on all Blocks on Final Plat. Also, please change Public Drainage
easement between lot 6 & 5 on Block 1 to Private Drainage Easement.
Additionally, change Public Drainage easement between lot 10 on block 1 &
Diamond Storage Property to Private Drainage Easement.
6. Please add one of the following notes to the Final Plat:

Detention Pond 1 & common area is at least 327 feet. If not please provide a 327
feet high Berm along Detention Pond 1 & common area adjacent to Diamond
Storage property.
19.The proposed street intersection does not meet the "dried up" guideline, please
provide additional justification.
20.Please define the flow path for emergency spillway of Detention Pond 2. In the
future development of Phase 2, what's the orientation and flow path for the
emergency Spillway of Detention Pond 2?
21.Please redesign concrete flume 1 & 2 in such a way that the flow through the
channel is sub-critical flow. Design flow depth must be greater than critical depth.
Also please label each concrete flume uniquely on the construction plan.
22.Please base culvert design on TxDOT minimum details, or provide a structural
analysis with justification of the proposed box culvert.
23.Please verify and place note on the plan that water services will be left between 2
feet and maximum of 3 feet deep at the point of terminus by developer's
contractor. Also note that a ball valve is required at the point of terminus.
24.Please provide adequate Public Utility easement on Block 1 Lots 9 & 10 in such
a way that the centerline of the sewer lines are no closer than 5.5 feet to the
edge of easement, and that the wyes do not pass the easement.
25.Please Note that the existing sewer line on Kate Lane is 6". Please fix the
construction plans & Sewer report reflecting this. Please provide documentation
that the existing 6" line through Buena Vida Subdivision has sufficient Capacity to
serve the increase flow from Equinox Subdivision.
26.Please fix the Stationing for Sewer Line S-3. The stationing on profile are not
matching the plan.
27.Due to the depth of Sewer Line S-3 & S-2, we would require an additional 5 feet
easement totaling to 15 feet Public Utility Easement on all the lots adjacent to
these sewer lines.
28.Sewer Line 3 from Stationing 3+32 to Stationing 4+50 does not meet B/CS
minimum slope, please provide justification.
29. Provide a typical layout detail of water meter, cleanout, and transformer. To ensure that
adequate fits within proposed easement when you include other private utilities. Please
confirm with BTU.
30. Please provide Street Sign table. If you have not received block ranges, contact Robin
rkrause@cstx.gov.
31. Should there not be a streetlight on Towers Parkway and Rock Prairie Road?

33. On block 3, the finish floor elevation for the lots seems to be the same elevation as the
top of Katie Lane's pavement. We recommend to raise the finish floor elevation by at
least 6".

The construction plans now show a temporary turn around at the end of
Papa Bear Drive. Also, a temporary access easement is shown at the end
of Papa Bear Drive on the Final Plat. The addition of a temporary
turnaround made it necessary to extend Pipe 200. Appendix B4 was
updated to reflect this change. The additional base material and the
additional pipe is reflected in the attached revised Engineer's Estimate.

The Combined Outfall for Flow Direction 2 is not the sum of the Detention
Pond 1 Outfall and Drainage Area 230. The Combined Outfall for Flow
Direction 2 is a combination of the hydrographs and takes into account
timing in the watershed. The Freeboard column on Table 3 has been
updated. Questions on Part 4 Appendix D pg. 20 of 26 have been
answered. The 100 year flow for Detention Pond 1 is 7.03, the summary
table has been revised.
Vv'Please confirm that Detention Pond 1's outflow to Rock Prairie Road drainage swale

Additional Concrete and rock riprap was added at this location to provide
additional armoring.

A drainage addendum is included in this submittal with an Appendix E
showing depth of flow and velocity at this location. An Appendix F is
included evaluating the cross lot drainage Swale.
1 .Please Justify and explain how the flow in the Private Drainage on all Blocks is being
discharge to the street.
Drainage will flow over the sidewalk as sheet flow and into the curb and
_ gutter. Appendix F evaluates depth of flow over sidewalk.
;'16'.Please fix, the drainage along Block 1 adjacent to Buena Vida Subdivision. It seems
to flow into the rear lot of Buena Vida Subdivision.
A drainage swale is proposed in this location taking drainage over the
sidewalk into the Kate Lane curb and gutter. Spot elevations are shown on
the grading plan to indicate intent.
Please confirm that existing structures on Diamond Storage property is not adjacent
to the proposed drainage swale.
The berm from the pond is proposed to extend between the drainage swale
and the Diamond Storage property.
Please verify that the elevation of Diamond Storage property adjacent to Detention
Pond 1 & common area is at least 327 feet. If not please provide a 327 feet high
Berm along Detention Pond 1 & common area adjacent to Diamond Storage
property.
The detention pond berm is proposed in this area.
19.The proposed street intersection does not meet the "dried up" guideline, please
provide additional justification.
The intersections in this project are either "local-local" or "collector-local"
in which case valley gutters are acceptable. On Towers Parkway the valley
gutters are proposed parallel to Towers Parkway. Appendix B1 and Exhibit
C have been updated to evaluate the depth of flow at the curve return of the
Kate Lane and Summerway Drive intersection.
20.Please define the flow path for emergency spillway of Detention Pond 2. In the future
development of Phase 2, what's the orientation and flow path for the emergency
Spillway of Detention Pond 2?
The emergency spillway will only be used in the clogged condition of the
outflow structure. It is not intended for use unless under extreme
conditions. In the case that the outflow structure is clogged, the runoff will
continue in a northerly direction towards The Barracks Subdivision similar
to existing conditions. In the future the detention pond will be re-designed
and likely connect to the infrastructure into a future section of the Barracks
Subdivision and the future overflow spillway will likely be directed to a
street right of way.
y.Please redesign concrete flume 1 & 2 in such a way that the flow through the

The slope of concrete flume is now 0.75%. The cross-section of concrete
flume 2 and the slope have changed so that the flow depth is greater than ,
the critical depth. A revised appendix B3 is included in this submittal.
2'.Please base culvert design on TxDOT minimum details, or provide a structural
analysis with justification of the proposed box culvert.
The 24" x 15" box culvert design exceeds the minimum TXDOT design
requirements and details for Single Box Culverts, Cast in Place, 0' fill,
Detail SCC-3 & 4. A comparison to a 3'x 2' box for the wall thickness and
rebar spacing is as follows:

This design for a direct travel box culvert has previously been constructed
with a greater span than the 24"span proposed for this box culvert and has
performed well. The box culvert design will support the anticipated loads
for the street.

Also note that a ball valve is required at the point of terminus.
Notes have been added to all of the water construction sheets.

Due to the wider street an additional 5' was added to the PUE mauve necessary. A
detail was added to sheet 2 showing the proposed layout. This detail was sent to
Walter Williams BTU and an email with his approval is attached to this submittal.

The intersections in this project are either "local-local" or "collector-local"
in which case valley gutters are acceptable. On Towers Parkway the valley
gutters are proposed parallel to Towers Parkway. Appendix B1 and Exhibit
C have been updated to evaluate the depth of flow at the curve return of the
Kate Lane and Summerway Drive intersection.
20.Please define the flow path for emergency spillway of Detention Pond 2. In the future
development of Phase 2, what's the orientation and flow path for the emergency
Spillway of Detention Pond 2?
The emergency spillway will only be used in the clogged condition of the
outflow structure. It is not intended for use unless under extreme
conditions. In the case that the outflow structure is clogged, the runoff will
continue in a northerly direction towards The Barracks Subdivision similar
to existing conditions. In the future the detention pond will be re-designed
and likely connect to the infrastructure into a future section of the Barracks
Subdivision and the future overflow spillway will likely be directed to a
street right of way.

This design for a direct travel box culvert has previously been constructed
with a greater span than the 24"span proposed for this box culvert and has
performed well. The box culvert design will support the anticipated loads
for the street.

Trench drains have been added where the cross drainage swales disperse

sheet 5/16. 7 Trench Drains have been added to the revised Engineer's
Estimate
5. Please grade outfall of emergency spillway of the Detention Pond 2 away from
existing homes.
The emergency spillway has been moved so that the outfall is directed
away from the existing homes.
6. Appendix B3 for Addendum to Drainage Report is showing the concrete flume slope
as 75%. The slope typo seem to have no effect to the ith-year storm calculations. Is
this cell not linked to the flow calculation? Please double check and fix.
The typo has been fixed. It did not affect the calculation because the typo
is only in the summary. The Channel Report shows the full calculations.
7. Double check engineering estimate for street construction items. Subtotal do not
match on page 1 and 4.
The Engineer's Estimate has been updated.
ENGINEERING COMMENTS NO. 1
1. Please show the proposed PUE line and waterline that is going through the lot, and ensure that
the portable building is not in the PUE and is at least 20 feet away from the waterline.
The proposed PUE line and waterline is currently being redesigned away from this area,
therefore no easement will exist in this area.
FIRE
1. I couldn't tell if the Portable was covered by a Fire Hydrant.
Existing fire hydrants have been located. Please see attached revised sheet A1.11.
