Staff reviewed the above-mentioned final plat as requested. The following page is a list of staff
review comments detailing items that need to be addressed. Please address the comments and
submit the following information for further staff review and to be scheduled for a future Planning
& Zoning Commission meeting:
One (1) 24"x36" copy of the revised final plat;
One (1) 24"x36" copy of the revised water construction documents;
Revised drainage report
Updated cost estimate
Thirteen (13) 11"x17" copies of the revised final plat
Parkland Dedication in the amount of $25,000 must be submitted prior to the
filing of the final plat; and
One (1) copy of the digital file of the final plat on diskette or e-mail to
pdsdigitalsubmittal(a�cstx.gov.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed your project will not be
scheduled for a Planning & Zoning Commission meeting. Your project may be placed on a
future agenda once all the revisions have been made and the appropriate fees paid. Once your
item has been scheduled for the P&Z meeting, the agenda and staff report can be accessed at
the following web site on Monday the week of the P&Z meeting.

PLANNING
1. Parkland dedication fees of $25,000 will be due upon filing of the final plat.
2. Please note that any changes made to the plans that have not been requested by the City
of College Station, must be explained in your next transmittal letter and "bubbled" on your
plans. Any additional changes on these plans that the City has not been made aware of will
constitute a completely new review.
3. Please note that you may be required to submit paid tax certificates if they are not current
prior to the filing of your plat.

ENGINEERING COMMENTS NO. 2
4. Please Check Drainage Report. Pipe 560 is having flow even though the plans show that
the pipe is capped at the end. Please adjust slope of pipe 510, so that it has a minimum
velocity of 2.5 feet per second.
5. We considered your proposed waterline W-5 and W-8 going underneath the storm sewer
pipes. Due to the excessive depth, please change it back how you had it previously and
change the sections that do not meet a 4 foot depth to ductile iron pipe with cement
stabilized sand backfill.

PLANNING
1. On block 24, lots 10 and 20, the location of the 95.55' notations appear to look like
easement lines. Please relocate the notations or use arrows to show they relate to the
property line.
2. Please change `Approval of Planning and Zoning Commission' under certifications to read
`Certificate of Planning and Zoning Commission'.
3. The amount required for parkland dedication is being researched. I will get back to you as
soon as I have a figure.
4. Note that you may be required to submit paid tax certificates if they are not current prior to
the filing of your plat.

ENGINEERING COMMENTS NO. 1
1. Please fix Drainage Report. On Appendix Cl, Pipes 511, 512, and 570 show 0 flow,
velocity, etc. On Appendix D page 24, some of the design flow velocities are not matching
the provided spreadsheets.
2. Check Storm Drain Pipe 570. On Construction plan sheet 8, pipe 570 shows a 0.50% slope
while the same pipe in Storm Drain report shows a 1% slope.
3. In lieu of achieving a minimum 4 foot depth on waterline W-8, we would need to have the
section that does not meet the minimum 4 foot depth (approximately Sta 3+80 to Sta 4+80)
change to ductile iron pipe with cement stabilized sand backfill.
4. Please fix Water system Report. Check if the Water System summary is congruent with
section 105 due to the title summary saying section 104. Minimum fire flow pressure
demand for FH 13 on the summary table is not matching the spreadsheet.
5. Add the following note to Sewer plan "No sanitary sewer service will be left more than 3.5
feet deep at the point of terminus by developer's contractor."
6. Please include the scale on the sewer profiles.
7. Due to the depth of Sewer lines S-14 and S-12 being greater than 6 foot, we would need an
additional 5 foot width Public Utility easement totaling a 10 foot Public Utility easement on
property lots adjacent to sewer lines. Also we would need the Sewer lines adjusted to be
centered between behind the curb and the edge of the Public Utility easement in such a way
that there's a 10 foot clearance to behind the curb and the outer edge of the Public Utility
easement.
8. On the sewer line sheet 13 & 14, the profiles indicate "see note 8" that is not provided on the
sewer plans.
9. Manhole No. 553 needs to be changed to standard drop manhole.
10. The Block Range for street signs are:

ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION
1. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version
of plat and / or site plan as soon as it is available. Email to: ehorton(a�cstx.gov
2. LOAD DATA: The developer will provide load data to CSU as soon as it is available. This
information is critical for CSU to accurately determine the size and number of transformers,
and other equipment, required to provide service to the project. Failure to provide load data
will result in construction delays and, due to clearance requirements, could affect the final
building footprint. Delivery time for transformers and other equipment not in stock is
approximate 26 weeks.
3. EASEMENTS: All easements on site are existing. Electric facilities will be designed within
existing easements.
4. EASEMENTS: Developer provides descriptive easements for electric infrastructure as
designed by CSU, as shown on plat or site plan.
5. If easements are existing, the developer will be responsible for locating easements on site to
insure that electrical infrastructure is installed within easement boundaries.
6. The following easements will be required:
• Block24 lots (6 & 5) (16 & 15) need a 10' PUE
GENERAL ELECTRICAL COMMENTS
1. Developer installs conduit per CSU specs and design.
2. CSU will provide drawings for electrical installation.
3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser.
4. Developer will intercept existing conduit at designated transformers or other existing devices
and extend as required.
5. If conduit does not exist at designated transformer or other existing devices, developer will
furnish and install conduit as shown on CSU electrical layout.
6. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other
device, per CSU specs and design.
7. Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull
boxes and secondary pedestals provided by CSU.
8. Final site plan must show all proposed electrical facilities necessary to provide electrical
service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing
as designed by CSU.

ENGINEERING COMMENTS NO. 1

Appendix Cl is now shown without Pipes 511, 512 and 570. These Pipes are
stubbed out for future phases of Castlegate II. The plans show that these Pipes
are capped at the end allowing zero flow. Since there is now flow in these pipes
they are not evaluated in the Drainage Report. They will be evaluated in the future
phases of Castlegate 11
Page 24 of Appendix D has been updated and included in this submittal.
2.7Check Storm Drain Pipe 570. On Construction plan sheet 8, pipe 570 shows a 0.50% slope
while the same pipe in Storm Drain report shows a 1% slope.
Appendix Cl is updated with the slope of Pipe 570. A copy of the revised Appendix
Cl is included in this submittal.
In lieu of achieving a minimum 4 foot depth on waterline W-8, we would need to have the
section that does not meet the minimum 4 foot depth (approximately Sta 3+80 to Sta 4+80)
change to ductile iron pipe with cement stabilized sand backfill.
The profile of waterline W-5 and W-8 have been revised to have a minimum of 4' of
cover. Bends for vertical deflection have been used to take the waterline under the
storm sewer pipes.
Please fix Water system Report. Check if the Water System summary is congruent with
section 105 due to the title summary saying section 104. Minimum fire flow pressure
demand for FH 13 on the summary table is not matching the spreadsheet.
The Water Report conclusion page has been updated. A copy of this page is
included in this submittal.

4. Please Check Drainage Report. Pipe 560 is having flow even though the plans show that
the pipe is capped at the end. Please adjust slope of pipe 510, so that it has a minimum
velocity of 2.5 feet per second.
The plans are incorrect. We are exposing Pipe 560 to allow up stream flow
into the pipe. The plans, engineer's estimate and a revised Appendix Cl
are attached. Rock riprap was added to the engineer's estimate. Pipe 510
has a 4.42 fps velocity in the 10 year storm and a 4.39 fps velocity in the
100 year storm.
5. We considered your proposed waterline W-5 and W-8 going underneath the storm sewer
pipes. Due to the excessive depth, please change it back how you had it previously and
change the sections that do not meet a 4 foot depth to ductile iron pipe with cement
stabilized sand backfill.
W-8 is now ductile iron pipe. The Plans and the engineer's estimate have
been revised.
