SUBJECT: EQUINOX SUBDIVISION (PP) - Preliminary Plan
Staff reviewed the above-mentioned preliminary plan as requested. The following page is a list
of staff review comments detailing items that need to be addressed. Please address the
comments and submit the following information for further staff review and to be scheduled for a
future Planning & Zoning Commission meeting:
City of College Station Transmittal Letter;
Memo providing written responses to all of staff's comments;
One (1) 24" x 36" copy of the revised Preliminary Plan; and
Thirteen (13) 11" x 17" copies of the revised Preliminary Plan.
Upon receipt of the required documents for the Planning & Zoning meeting, your project will be
considered formally filed with the City of College Station. Please note that this application will
expire in 90 days from the date of this memo, if the applicant has not provided written response
comments and revised documents to the Administrator that seek to address the staff review
comments contained herein. If all comments have not been addressed, your project will not be
scheduled for a Planning & Zoning Commission agenda until all the revisions have been made.
Once your item has been scheduled for the P&Z meeting, the agenda and staff report can be
accessed at the following web site on Monday the week of the P&Z meeting.

Project: EQUINOX SUBDIVISION (PP) — (14-00900164)
PLANNING
1. The application states there are 139 lots and the preliminary plan states 140. Please
reconcile the total lots and lots per phase, differentiating the number of residential lots and
common area lots.
2. A sidewalk does not exist along Rock Prairie Road West and is required with this
development. Provide the sidewalk or revise the application to propose fee in lieu of
sidewalk construction as criteria "d" is met in UDO Section 12-8.3.K.5.b.3 Criteria to Allow
Fee in Lieu, which authorizes the sidewalk fund to be used when a street is constructed to a
rural section but is intended to become a curb and gutter section in the future. The Planning
& Zoning Commission would need to authorize the use of fee in lieu. The amount would be
equal to the linear length of sidewalk x 6-foot width x $5/square foot.
3. The blockface for Block 7 along Summerway Drive exceeds 900 feet so an Access Way
stubbing to the Mayo tract is required. It should be located between Lots 5 and 11 to be
located near the center of the block and would intersect with Towers Parkway when it is
constructed on the Mayo tract. As per the definition, an Access Way is either a 15-foot
public access easement or right-of-way with a 5-foot sidewalk centered in it.
4. Revise Note 8 to include that the HOA documents need to be provided with the final plat in
accordance with UDO Section 12-8.3.0 Owners Associations for Common Areas and
Facilities.
5. Revise Note 9 to state T, Townhouse instead of TH, Townhome.
6. Please be aware that parkland dedication fee in lieu of $1,261 per residential lot will be due
prior to the filing of each final plat phase.
7. Please note that any changes made to the plans which have not been requested by the City
of College Station must be explained in your next transmittal letter.

ENGINEERING COMMENTS NO. 1
1. Please label existing easements adjacent to property.
2. Please label existing pavement widths for Rock Prairie Road and Kate Lane (label ROW
width too)
3. Please show 10-foot rear easements on the lots.
4. According to our GIS, there appears to be a 25-foot easement along the front of the
property. Please verify.
5. Please review the lot lines on Common Area 2. It appears the boundary may have
changed, but not all the lot lines were updated.
6. Please add a note identifying the Residential Parking Option that has been chosen. With
the wider street option, you will need to apply a traffic calming measure. Please specify.
7. Please add a note stating that Phase 2 is contingent on the off-site extension of sanitary
sewer mains.
8. Please add a note stating that Phase 2 will require two remote access points for emergency
access purposes.

ADDRESSING
1. Please propose a new street name for Sophie's Parkplace. The name, or a similar street
name, already exists in College Station, Bryan, and/or the County. Apostrophes are not
allowed in street names. Please go to the following web site for a list of street names that
already exist, and therefore, cannot be used.

2. Please change Sageway Drive to Sageway Court.
3. Please rename Summerway Drive to Papa Bear Drive. The street name should be
continuous.

The Common Area 2 boundary is different than the Zoning Line. The Zoning Line
thickness and linetype were changed to avoid confusion with the lot lines. Line L11
is the boundary of Common Area 2.

1. Please show the transition to the existing 27' pavement on Katie Lane.
The transition to Kate Lane is shown.
2. Please change the name for Sophies Lane as previously discussed.
Sophies Lane has been changed to Summerway Drive.
3. FYI-a temporary turn-a-round is required for Papa Bear Drive at the end of phase 1.
Noted.
4. Change note 16 to " the traffic calming measure proposed with the wider street
option for the single-family parking requirements is bulb-outs. The location of these
will be determined with the construction plans.
