Subject: Progress for the project
Ismail,
This email is to help explain how the project has progressed. There was a Pre-Application Conference meeting in April of
this year. These meetings provide an opportunity for us to meet with the applicant and discuss questions regarding the
site and how their plans will meet the ordinance before official plans are submitted for review. After that meeting,
there was continued correspondence with a planner, but all review was still in a preliminary manner. That planner is no
longer with the city which is how you and I began communicating in July. Mr. Charles Philips forwarded some of the
previous emails he had with the other planner and it confirmed that all revisions where in order to get to the formal site
plan submittal which occurred 9/8/14. I reviewed the submitted documents and sent comments back for revisions on
the 26th. The site plan portion was placed on hold until the easement for the sidewalk along Wellborn was dedicated. In
the meantime, I have been working with Mr. Philips to bring the Non-Residential Architectural (NRA) design into
compliance with the ordinance. Now that we have the easement documentation,we can move forward.
Please use the comments sent back on the 26th to revise the documents and resubmit the plans. I will also be sending
another email with some additional information on how to address the sidewalk and NRA standards. As long as all of my
comments are addressed in the resubmittal, in line with the ordinance, and there are no changes that warrant additional
comments,the plans can be approved. Once plans are approved,the next step after that would be to get the building
permit.

I understand that the City of College Station normally requires that new commercial construction
have an automated sprinkler system to irrigate the project's landscaping. I also understand that
the developer may request that aorta011111111111111111MMIONNWillibe approved by the
Administrator.
Therefore, I wish to request that the Administrator please review the specifics of our project and
approve the latter system.
My reasons for this request are as follows:
1) My client, Ismail, has asked me to make this request.
2) Our site is quite s ,. . e• ••- is • • 1 ..all autom Yed.systemto provide a—mate_
3) Our small site is totally divided down the middle by the parking lot. The north-east side is
totally exposed to the the sun for the full day. The south-west side is mostly shaded by the
building and a string of six mature oak trees. This„grata,two grktirely_d tent_enyironments,
eaellAwithentirelyZifferingirrigatioanmds. Such conditions require the judgement of a human.
An automated irrigation system does not know when the plants need water, nor how much.
5) My personal reasons:
My personal opinion of the pop-up sprinkler system is very low. In our part of Texas: Houston,
Galveston, Clear Lake (NASA) it is common to see water spraying on the street, irrigating
sidewalks and parking lots, and water running down the street gutters. The soaker hose is
location specific and much more water conservation efficient.
4) If you read the same paper that I read, you are aware that Texas is in what has come to be
called a"Water War". Cities, such as Houston, are struggling to find sources for water. Cities are
looking to treat raw sewage in order to provide potable water for their residents. San Antonio is
fighting to install a 150 mile water pipeline to steal water from those up north. Rice farmers are
having to shut down operations because they are not being allocated water from the rivers.
Oyster reefs, and even bay mussels, are dying because of the diversion of fresh water inflow to
the bays. The Whooping Crane population is being endangered because of upstream diversion
for cities, farmers and industry. Three quarters of the San Jacinto battleground has sunk twelve
feet and now lies eight feet under Galveston bay due to groundwater pumping. When I was
young, groundwater could be found six to eight feet below the ground in this part of the country.
I recently viewed a soils test hole in which the dirt from thirty feet down was not even damp.
Private residential water wells down here are constantly being abandoned and replaced with ever
deeper wells. When I was a kid, our first well was twenty feet deep. Our second was sixty.Now,
they start at two hundred feet.
All of this, and yet the wealthy elite must water their golf courses and their landscaping while
others are hurting. This is why I oppose the extravagance of the automatic sprinkling devices.
That is why I propose the far more environmentally friendly use of manually operated soaker
hoses.

This email is to follow up on staff comments that were sent on 9/26. Now that the public access easement along
Wellborn Road is signed it can be shown on the site plan. Attached to this email, I have included original comments for
the project submittal and the easement drawing for your convenience. Please add and label a Public Access Easement
to the site plan as it is shown on the attached document, 15'-20' wide. Please also include the following label for it
"volume/page numbers, / ". Please revise the site plan to also show that the sidewalk proposed by the City
along Wellborn Rd will be 6' back of curb. As stated in the original comments and discussed with Mr. Philips, a 6' back of
curb sidewalk is required to be built by the development along Southland St connecting to the sidewalk along Wellborn
Rd, which should also be shown.
While the easement was worked on, Mr. Philips and I have been going over the Non Residential Architectural Standards
submittal. In addition to the comments attached to this email, please ensure that the comments in our email
correspondence are addressed.
Once all comments have been addressed in compliance with the ordinance, plans can be approved. After that the next
step would be to get the building permit.
