See traffic comments. Reviewed by: Jessica Bullock Date: March 3, 2015 TRAFFIC CONTROL PLAN 1. Please show and include Wellborn Road with the intersection of Southland Street. 2. The pavement is not wide enough for two way traffic. The direction arrow towards Wellborn Rd. appears to be on the sidewalk. 3. Show two phases of traffic control where one phases closes the lane towards Southland Street (East direction), and the second phase closing the lane towards Wellborn Road (West direction). Both phases should have tapers. 4. Please show the existing driveways on Southland Street, and make sure that there's access for residents to their driveways. 5. Road work ahead is not space adequately and is currently shown in the middle of the lane. 6. There's a 320' min length specified with a sign. Please specify what that sign is. Also looking at the current scale the 320' will be in or past Wellborn Road intersection. 7. Left lane closed does not apply since this is a local street with only one lane. 8. Use TCP (2-2b) detail from TXDot as reference. If further reference is required please go to TXDot's website. 9. Just a reminder from our phone conversation —the sidewalk along Wellborn will not be in the exact location as depicted on your site plan. I have previously provided the survey showing where the sidewalk by the City will be placed. There are two sidewalks stub outs shows on the site plan from the entry to the building and from the bike area to the sidewalk that will be put in by the City. When pouring for your sidewalk please keep this in mind and either use the survey or wait for the sidewalk along Wellborn to be in place. Using the dimensions on the site plan they will not connect. 2. Please note that any changes made to the plans that have not been requested by the City of College Station, must be explained in your next transmittal letter. Place a note stating that the tie in connection has an elevation difference of .1' — 2.00' with the FL out elevation of the existing sewer line. Anything above this elevation is going to require a drop connection in the manhole. 2. Place a note stating open cut is being used to make a tie in connection with the manhole and that the road is to be repaired to existing or better condition. 3. Use City Standard detail for Manhole and Open Cut and provide with next submittal. 4. FYI... I can issue a development permit with the condition that no work on the sewer is allowed until the Traffic Control issues have been addressed. Traffic Control Plan 5. The current Traffic Control Plan is not going to work. There are cones shown into Wellborn Road. The sewer line according to GIS is along the northern portion of Southland St. So it appears there won't be enough room for 2 way traffic without a flagger. 6. Please use provided detail as reference when laying out your traffic control plan. Sanitary sewer connection information is still insufficient. Show existing sewer main which is in Southland St. on MEP Site plan. Please provide additional detail on how and where the proposed sewer service line is going to tie in with the 6-inch sewer main on Southland St. The sewer service line needs to be perpendicular to the sewer main. Since the existing sewer main is an old Clay pipe and the proposed sewer service line is the same size of that sewer, a manhole at the tie connection is required. 2. Please add a note stating that the water meter is in the PUE on south side of the masonry wall on the adjacent lot, and as close as possible to the Property boundary. 3. Please remove note & Pole regarding new power pole on the plan. FYI City of College Station Electric department has put an order to remove the pole with no expense for the owner. 4. Please provide a sealed engineer cost estimate for manhole since it will be public infrastructure. 5. FYI you current design is showing one meter for both irrigation and domestic. In the long run this is going to be more expensive than having two separate meters for irrigation and domestic since the sewer fee will be based on the domestic meter reading. If one meter is to remain please add the following note to the site plan "Assumed Water Demand = Sewer Demand". If the plans are changed with having two meters, please add the sewer demand since the following assumption will not be true. 6. FYI With your permission I'm going to red mark the site drainage plan so that I can issue a clearing/rough grading permit. The red mark is going to be crossing out the Silt fence detail and placing a note to use Bryan-College Station standard Silt fence and construction exit detail. On the next submittal please ensure that sheets are consistent with each other. For example, you show that the gates originally proposed on the dumpster will be removed. Please revise and show the streetscaping calculations along Wellborn Rd and Southland St as follows, • Wellborn Rd — 146 feet of frontage/25 = 6 trees required and 6 provided. • Southland St— 116 feet of frontage/32 = 4 trees required and 5 provided. 2. Please add points and quantity for the shrubs back to the calculations. The comment that buffer plantings do not count towards points referred to plantings in the 15' landscape buffer. This will change the percentage of points from canopy trees so please revise. 3. Landscaping required in the buffer is as follows, • A minimum of one (1) 1.25-inch caliper non-canopy tree per fifteen (15) linear feet of landscaping buffer. The Administrator may allow the substitution of a minimum of one (1) five-gallon shrub at a minimum of three (3) feet in height per three (3) linear feet of landscaping buffer for the non-canopy tree requirement, and • A minimum of one (1) two-inch caliper canopy tree per twenty-five (25) linear feet of landscape buffer. 4. As requested by building this also needs to be shown on the site plan. 2. Please show proposed and existing utility lines and service connections (water meters for irrigation and building, and sewer connection). The Utility department would want you guys to connect to the 6" PVC water line at the rear of the property where also the water meter would be located. 3. Please attached the city of College station's construction details on your sets. The site drainage map may be used as erosion control/grading plan. However please show erosion control measures being applied to this site (silt fences, construction exit, etc.) 4. Provide water and sewer demands on the site plan. The utility department will check if the 6" sewer line will have sufficient capacity for your proposed sewer demand. 5. Please add a note on the site plan stating that the building type is V-B and that the required fire flow demand is 1,500 gallons per minute. 6. Please show the depicted power pole on the site drainage map on the site plan, and confirm that it does not conflict with the masonry wall. If the pole has to be relocated or removed, you guys will need to collaborate with the CSU Electric department. According to GIS it appears the power pole might be located slightly on the adjacent property. Please removed it from the plans if it is not located on the property. Please verify this. Provide a general note on the site plan that all roof and ground-mounted mechanical equipment shall be screened from view or isolated so as not to be visible from any public right-of-way or residential district within 150' of the subject lot, measured from a point five feet above grade. Such screening shall be coordinated with the building architecture and scale to maintain a unified appearance. 18. Provide a general note on the site plan that states the following: Exterior building and site lighting will meet the standards of Section 7.11 of the Unified Development Ordinance. The light source shall not project below an opaque housing and no fixture shall directly project light horizontally. Fixtures will be mounted in such a manner that the projected cone of light does not cross any property line. 19. The City is still in negotiations with the property owner regarding the public access easement along Wellborn Rd. Additional information will be provided as soon as it becomes available. 20. A 6-foot back of curb sidewalk is required along Southland St. 21. Reviewed by: Jessica Bullock Date: 9/26/14 LANDSCAPING/STREETSCAPING/BUFFER 1. In general, CMU is not permitted as finished material. Please identify material for buffer wall with both sides showing finished material. 2. Please separate and identify streetscaping calculations along Wellborn Rd and Southland St. The calculation for Southland St. is 1 canopy tree for every 32 feet of frontage. The calculations on sheet 2 differ from sheet 1 of the landscape plans. Also, add calculation to show that 50% of required points come from Canopy trees. 3. Remove note on page LS-1 that shows 571.2 points required. The minimum for any site is 800 points. 4. Please note buffer plantings do not count toward points. 5. Please label Wellborn Road as such. 6:' Provide a general note that all new plantings must be irrigated. 7. Irrigation system must be protected by a Pressure Vacuum Breaker, a Reduced Pressure Principle Back Flow Device, or a Double-Check Back Flow Device, and installed as per City Ordinance 2394. 2. All BackFlow devices must be installed and tested upon installation as per City Ordinance 2394. ENGINEERING COMMENTS NO. 1 1. Please show location of lint trap on site plan. 2. Reviewed by: Wally Urrutia Date: 9/24/14 ELECTRICAL COMMENTS REQUIRING IMMEDIATE ATTENTION 1. SITE PLAN/PLAT: Developer will provide CSU with a digital, AutoCAD dwg format, version of plat and / or site plan as soon as it is available. Email to: wdaviscstx.qov 2. LOAD DATA: The developer will provide load data to CSU as soon as it is available. This information is critical for CSU to accurately determine the size and number of transformers, and other equipment, required to provide service to the project. Failure to provide load data will result in construction delays and, due to clearance requirements, could affect the final building footprint. Delivery time for transformers and other equipment not in stock is approximate 26 weeks. 3. EASEMENTS: Developer provides temporary blanket easement for construction purposes and upon completion of project must provide descriptive easements for electric infrastructure as designed by CSU. 4. EASEMENTS: Developer provides descriptive easements for electric infrastructure as designed by CSU, as shown on plat or site plan. 5. If easements are existing, the developer will be responsible for locating easements on site to insure that electrical infrastructure is installed within easement boundaries. 6. The following easements will be required: ➢ Make 15' Landscape Easement into a 15' PUE. ➢ 10' PUE on Landscaped Island next to Parking Space #13 ➢ There is a 3 phase power line available. It will need a 12208 voltage configuration. GENERAL ELECTRICAL COMMENTS 1. Developer installs conduit per CSU specs and design. 2. CSU will provide drawings for electrical installation. 3. Developer provides 30' of rigid or IMC conduit for each riser conduit. CSU installs riser. 4. Developer will intercept existing conduit at designated transformers or other existing devices and extend as required. 5. If conduit does not exist at designated transformer or other existing devices, developer will furnish and install conduit as shown on CSU electrical layout. 6. Developer pours electric device pads or footings, i.e. transformers, pull boxes, or other device, per CSU specs and design. 7. Developer installs pull boxes and secondary pedestals per CSU specs and design, Pull boxes and secondary pedestals provided by CSU. 8. Final site plan must show all proposed electrical facilities necessary to provide electrical service, i.e. transformers, pull boxes, or switchgears, all meter locations, and conduit routing as designed by CSU. 9.
